SUBJECT: HOURLY WAGES FOR PART-TIME, SEASONAL, AND
TEMPORARY EMPLOYEES
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6655 establishing hourly wages for
part-time, seasonal, and temporary employees, and repealing on the effective
date specified, all resolutions in conflict therewith.
BACKGROUND AND ANALYSIS:
On June 23, 2014, the City Council adopted Resolution No. 6479 establishing
hourly wages for part-time, seasonal, and temporary employees. This Resolution
was adopted in order to remain in compliance with the State of California's
Minimum Wage Order, which set the minimum wage in California at $9.00 per
hour, effective July 1, 2014. The Resolution increased part-time employees'
wages by 4.29%. Attachment "A" displays the part-time employees pay structure
effective July 1, 2014.
On January 1, 2016, California's minimum wage rose to $10.00 per hour. As the
City of Seal Beach does not have any employees that have an hourly rate under
the $10.00 per hour requirement, we have remained in compliance with the State
of California Minimum Wage Order.
In order to remain in compliance with the State of California's Minimum Wage
Order, the City proposes to eliminate Grade 1 (Recreation Assistant) and Grade
2 (Vacant). The job classification of Office Aide (currently, Grade 3 in Attachment
"A") will convert to Grade 1 as shown in Attachment "B". The hourly rate will
increase by 2% based on the Consumer Price Index (CPI) from April 2015 to
April 2016. This increase will not only ensure that the City falls into compliance
with the Minimum Wage Order, but will also offer a 2% cost-of-living allowance
(COLA) which makes certain that the City will continue to recruit, retain, and
motivate experienced, quality part-time employees who are invaluable in the
delivery of services to the community (Attachment "B").

Note: There are currently no staff members employed as a Recreation Assistant
nor are there plans to staff this position. Maintenance Worker PT has been
included in the Proposed Part-Time Employees Pay Structure shown in
Attachment "B" as Grade 17A given that we currently have part-time staff
performing the level and scope of work of a Maintenance Worker.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
The wage increase of 2% for part-time employees amounts to approximately
$27,611. Funding for a 2% wage increase was included in the Proposed FY
2016-2017 Budget to cover the additional salary expense.
RECOMMENDATION:
That the City Council adopt Resolution No. 6655 establishing hourly wages for
part-time, seasonal, and temporary employees, and repealing on the effective
date specified, all resolutions in conflict therewith; or

RESOLUTION NUMBER 6655
A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ESTABLISHING HOURLY WAGES FOR PART-TIME,
SEASONAL, AND TEMPORARY EMPLOYEES, AND
REPEALING ON THE EFFECTIVE DATE SPECIFIED, ALL
RESOLUTIONS IN CONFLICT HEREWITH
WHEREAS, the Government Code of the State of California prescribes a
procedure for resolving matters regarding wages, hours and other terms and
conditions of employment; and
WHEREAS, part-time salary grades have been updated to provide multiple steps
within a range and to provide for a five percent increase in between each step;
and
WHEREAS, grades for part-time positions have been updated to reflect duties,
educational, specialized training, licenses and/or certification and skills needed;
and
WHEREAS, if an employee is hired on a part-time basis to an existing
classification, that employee shall be paid at the hourly equivalent of the
assigned step within the assigned grade for that job classification.
NOW, THEREFORE, BE IT RESOLVED the Seal Beach City Council hereby:
Section 1. Approves the 2016 City of Seal Beach Pay Structure for Part-Time
Employees, effective July 1, 2016, attached hereto as Attachment B and
incorporated by this reference.
Section 2. Repeals all resolutions regarding hourly wages for part-time,
seasonal and temporary employees in conflict with this resolution and
Attachment B attached hereto.
