SUBJECT: PARKING PERMIT POLICY 100-9
SUMMARY OF REQUEST:
That the City Council approve Resolution 6666, approving amendments to Policy
100-9 to change the dates for issuance and expiration of various parking permit
types to the off-peak time period in the fall.
BACKGROUND AND ANALYSIS:
The issuance of parking permits has developed over time to include various
permit types, fees, administrative procedures, and enforcement issues.
Historically, the City has issued parking permits for residents, businesses, and
employees, including temporary permits for visitors to City Hall and special
events. The City's current regulations for parking permits are set forth in Policy
100-9. This proposed policy amendment does not make any material changes to
current permit types or current fees; however, these permits have been issued in
June of each year, with the permits being valid from July 1st to June 30th. This
request is to change these dates to allow issuance in September/October and
make the permits' terms from November 1st of one year through October 31st of
the next year. The key changes in this policy include:
❑ Providing better internal control and coordination over the issuance and
enforcement of permits
❑ Updating expiration dates for all permits
❑ Providing more equitable and efficient distribution of permits to residents
and merchants
❑ Requires a one-time extension of existing residential permits from June
30th until October 31st. This will be administered through
communications to residents and adjustments to enforcement procedures
this year
❑ Formalizing guidelines for use of permits
Parking permits have previously been issued in June of each year which results
in permit issuance workload and enforcement efforts during the peak season
when beach parking is at its highest. A review of historical performance
indicated certain weaknesses inherent in the current process for everyone

involved — residents, guests, and staff issuing new permits and enforcement
staff.
This requested change will allow issuance and enforcement to occur and begin
when fewer parkers are in lots and on streets. This will allow a more balanced
workload for staff during off-peak seasonal time periods. Current residential
parking permits do not include expiration dates, thereby allowing the holder to
utilize a permit indefinitely. Allowing the extension will not create issues with
permits that have already been issued this year. New permits to be issued will
have the appropriate expiration dates and appropriate color-coding of permits to
be applied consistently to each type, thereby resulting in less confusion over
which permits are currently in force and which permits have expired.
The new policy will allow for a more efficient permit issuance time period, more
effective communications to residents, more effective enforcement for the
community, describes the areas where each permit is authorized for use and
establishes expiration dates and display of expiration dates on permits. This
policy serves to formalize the processes associated with managing parking
issues within the City. As a result, the Policy will allow the City to organize the
issuance of permits in a more professional manner, thereby offering greater
consistency and continuity of service to the community.
ENVIRONMENTAL IMPACT:
There is no environmental impact for this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
Receipt of revenue will be deferred until later in the fiscal year but is expected to
remain consistent with prior years.
RECOMMENDATION:
That the City Council approve Resolution 6666, approving amendments to Policy
100-9 to change the dates for issuance and expiration of various parking permit
types to the off-peak time period in the fall.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING AN AMENDMENT TO CITY COUNCIL POLICY 100-
9, RELATING TO PROCESSING OF PARKING PERMITS
THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE:
Section 1. The City Council has previously approved a policy relating to permit
parking in the Old Town District and beach parking lots through Council Policy
100-9.
Section 2. The City Council intends to amend said policy to adjust the
expiration dates and processing periods for parking permits going forward.
Section 3. This amendment is categorically exempt from CEQA review under
CEQA Guidelines Sections 15301, 15305, and/or 15331, and statutorily exempt
from CEQA review because it can be seen with certainty that this minor change
to parking permit processing will not cause any physical change or adverse
impact on the environment.
Section 4. Based on the foregoing, the City Council hereby amends City
Council Policy 100-9 as indicated in the attached Exhibit A, effective immediately.

1. SCOPE

2. PURPOSE AND INTENT
This policy defines the various parking permits available (Residential, Business,
Employee, Public Official and Temporary), describes the areas where each
permit is authorized for use, presents a schedule of fees and establishes
expiration dates. The policy serves to formalize the processes associated with
managing parking issues within the City. As a result, staff will be able to
organize the issuance of permits in a professional and equitable manner, thereby
offering greater consistency and continuity of service to the community.
3. POLICY
A. Residential Permits —
Residential permits are available to all residents with appropriate documentation
as outlined in Section 4 (Procedures) of this policy.
•Types Available:
• Residential Sticker
• Guest Placard (only issued with Residential or Riviera Permits)
• Riviera Sticker (special sticker only issued to residents of Riviera
Street; permit is identified with the capital letter A)
• Fees:
• Residential stickers: $15 per sticker (unlimited with registration).
• Guest placards: $20 per placard (limit of two (2) per household).

• Optional for Riviera residents —two (2) additional guest stickers
available for purchase (note: stickers will be placed on hangers
when purchased).
• Guidelines For Use:
• Permits allow the vehicle to remain parked in excess of one (1)
hour on residential streets posted with one (1) hour parking signs.
• Riviera permits are valid on Riviera Street and allow the vehicle to
remain parked in excess of one (1) hour on residential streets
posted with one (1) hour parking signs

Verifies business owner has obtained a license for the
vending machine(s) and has complied with the City's
Municipal Code.

• Main Street
• Streets indicating street sweeping.
• Ocean Ave between 8th and 10th streets (2 hour parking only)

due to out of state license plates; not to exceed 20 days as
required by CA Department of Motor Vehicles.

• Guidelines for Use — Specified by `Area' indicated on permit
• Color— Bright orange with black lettering
• Expiration — Specified by `Date Valid' indicated on permit; not to exceed
30 days
E. Oversized Vehicle Permit— (Vehicle exceeding 20ft. in length or 90 inches
wide)
• Paper permits are issued by the Police Department in sets of six (6)
• The cost is $25 per six (6) permit packet
• Each permit is valid for one (1) day
• Vehicle must comply with all other City Municipal Code and City
Vehicle Code parking codes
F. Pier Vendor/Service Permit —
• 81 x 11 permit with the official City seal
• Issued by the Police Department

4. PROCEDURE
Parking permits are issued upon completion of a Parking Permit Request form
located in the Police Department.
A. Residential Permits:
• Requirements— All of the following documents must be present at time
of purchase:
• A valid CA Driver's License (DL) - in accordance with CA DMV
regulations
• Current Registration (or temporary DMV issued sticker for new
vehicle)
• Proof of Residency (other than driver's license)
• Guest placard requires only proof of residency and CA DL.
• Placement
• All stickers must be affixed to the left rear bumper or to the
outside lower left portion of the rear window of the vehicle.
• Guest placards must be suspended from the rear view mirror of
the guest vehicle.
B. Business Permits:
• Requirements: - Merchant, Contractor and Vending
• Copy of current City business license.
• Placards will be issued to the owner or manager of the business
only.
• No more than 10 placards will be issued unless accompanied by
the most recent quarterly report filed to verify number of
employees.
• Placement:
• Merchant Placard —
Placard should be hung from rear view mirror.
• Contractor Sticker—
Sticker must be affixed to the left rear bumper or to the
outside lower left portion of the rear window of the vehicle.
• Vending Sticker—
Sticker must be affixed on each vending machine so that the

sticker is conspicuously visible.
C. Employees/Public Officials:
