HomeMy WebLinkAboutItem N Water Conservation Council Presentation 6.27.16Water Conservation Update City of Seal Beach June 27, 2016 City of Seal Beach Public Works 1 Drought History Emergency proclamation January 17th, 2014 Initial proclamation of drought emergency Emergency proclamation April 25th, 2014 Continued state of emergency – voluntary reduction in water usage Executive order B-26-14 September 18th, 2014 Aided in ability to provide drinking water to families in need Executive order B-28-14 December 22nd, 2014 Waiver of CEQA and Water Code section 13247 extended through May 31, 2016 Executive order B-29-15 April 1st, 2015 Imposed restrictions to achieve 25 % reduction in urban water usage Facilitated efforts to replace lawns and turf with drought tolerant plants and landscaping Rebate program to replace inefficient household appliances Executive order B-36-15 November 13th, 2015 Implemented further actions and expedited processes to conserve water Executive order B-37-16 May 9th, 2016 Established water use efficiency policies for longer-term water conservation 2 Original Mandated Conservation Goals for Orange County Water Districts 3 Governor’s Executive Order B-37-16 May 9, 2016, Governor Brown issued a new Executive Order extending the Emergency Regulations to January 31, 2017 The Order called for the State Board to adjust current emergency regulations with individual agency’s supply and demand conditions i.e. “self-certification” Self-certification will replaces the state-developed mandatory conservation targets Takes effect June 1, 2016 and remains until Jan. 31, 2017 4 Continued State Mandates Eliminate irrigation water run-off from landscaped areas onto sidewalks and streets Restaurants shall only offer water service to customers upon request Decorative water fountains and features shall only use water re-circulating systems Handheld water buckets or hoses equipped with positive shut-off nozzles may only be used to wash vehicles and equipment Eliminate irrigation of turf on public street medians Eliminate washing of driveways and sidewalks Irrigation of outdoor landscapes cannot be within 48 hours of measurable rainfall 5 Retail Agency Requirements The regulation require each retail agency to certify their available water supplies assuming the continuation of three additional dry years From this supply and demand analysis, the third year would be used to determined a conservation standard; if an agency is short in supplies Agency’s supplies are estimated assuming next three years precipitation is the same as 2013, 3014, 2015 Demands are based on average annual 2013/2014 Adjusted for projected sources of supply Need to submit this to the State Board by June 22 6 Wholesale Requirements Wholesale Agencies e.g. Metropolitan Water District and Municipal Water District of Orange County (MET and MWDOC) must post on its website (June 15) the calculation and underlying analysis of available imported water supplies over the next three years – 2017, 2018, & 2019 Determine the need of imported water Local supplies for the three year period Any additional Recycled water Imported replenishment need for groundwater basins MWDOC demands should equal the sum of retailers request of imported water 7 8 MET Analysis State Water Project supplies assuming precipitation equal to 2013, 2014, 2015 Colorado River Aqueduct supplies assuming precipitation equal to 2013, 2014, 2015 Storage balances and availability Demands Sum of member agency wholesale requests New/changed local supplies should be included for consistency 9 10 Projected CRA Base Supplies 11 12 13 What does this mean for Seal Beach? 14 15 Seal Beach Conservation Requirements Phase 1 Conservation Examples include: Limit irrigation to certain days and times Irrigation is limited to 3 days per week between 6:00pm and 6:00am Even numbered addresses – Monday, Wednesday and Friday Odd numbered addresses – Tuesday, Thursday and Saturday Agricultural users and commercial nurseries shall curtail all non-essential use, but are otherwise exempt from Phase 1 measures Washing of vehicles and filling/re-filling of pools shall be performed only on designated irrigation days and times Water shall not be used to wash down hard or paved surfaces unless to eliminate sanitary hazards 16 Conclusions New Governor’s Executive Order B-37-16 extends drought emergency and requires water districts to “self certify” Seal Beach certifying a level of 0% conservation required California still in drought, still need to conserve Staff’s recommendation is to continue water conservation methods under restrictions currently in place 17 Questions?
