Mayor Massa-Lavitt led the Salute to the Flag. ROLL CALL Present: Mayor Massa-Lavitt Council Members: Varipapa, Deaton, Sloan, Miller Absent: None CITY MANAGER REPORT Jill R. Ingram, City Manager City Manager Jill Ingram spoke regarding the City budget process, referencing the June 2, 2016 Budget Study Session and the purpose of the Capital Improvement and Fleet Program Study Session. BUDGET STUDY SESSION — CAPITAL IMPROVEMENT/FLEET PROGRAM Director of Finance/City Treasurer Victoria L. Beatley presented a PowerPoint tilted City of Seal Beach Budget Study Session, Fiscal Year 2016-2017. She discussed follow up items from the June 2, 2016 Study Session including the estimated surplus of $186,700, City Mission Statement, City Council Goals, and Items for Consideration which included budget supplemental, current labor negotiations and City Council discretionary spending requests. Deaton moved, second by Varipapa, to include $20,000 discretionary funds per Councilmember back into the budget as it has been in previous years. AYES: Massa-Lavitt, Varipapa, Deaton, Sloan, Miller NOES: None ABSENT: None Motion carried There was general discussion between staff and the City Council regarding the Maintenance Aid versus Maintenance Worker positions, cost savings from Public Works Director vacancy, storm drain funds, Transient Occupancy Tax (TOT), and estimated surplus based on council consensus of discretionary funds with a remaining balance of $86,700. Director of Community Development/Community Services/Interim Director of Public Works Jim Basham introduced Deputy Director of Public Works Michael Ho who presented the Capital Improvement and Fleet Program overview. Deputy Director Ho presented a PowerPoint title 5 year Capital Improvement Program FY 2017-2021 which included the following topics: List of Accomplishments for FY 2015/16; and FY 2015/16 Projects in Construction FY 2016/17 Projects. The project titles discussed were Building and Facilities, Beach and Pier, Parks, Sewer, Storm Drains, Street and Transportation, Water System and the Fleet Program. During the presentation there was general discussion between staff and the City Council on the above listed topics. ORAL COMMUNICATIONS Mayor Massa-Lavitt opened oral communications: Speakers: Jim Caviola spoke regarding the importance of trees and asked the City Council to budget $20,000 for the planting of trees. Melinda Howell expressed concems regarding soil conditions and dying trees, Old Town parking signage, pool upgrades, fixing the blue cottage and the vehicle replacement program. Robert Goldberg noted that the dollar value of what was accomplished in the previous fiscal year was greater than this fiscal year and expressed concern regarding the water meter replacement study, and list of unfunded projects including Anaheim Bay. Joyce Parque expressed concern regarding the 7th Street Alley u n Page 3 - City Council 6/13/16 condition and expenses for Sunset Aquatic Park. There being no further requests to speak, Mayor Massa-Lavitt closed oral communications. Director of Finance/City Treasurer Victoria L. Beatley requested that the Council discuss the supplemental request given the change in the surplus regarding a full time lifeguard. The addition of the position will add $67,500 to the proposed budget. Marine Safety Chief, Joe Bailey highlighted the benefits and justified the need for an additional full time lifeguard position. Varipapa moved, second by Sloan, to approve the addition of one full time lifeguard position in the FY 2016-17 annual budget. Roberts, City Clerk Dana Engstrom, Deputy City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES Mayor Massa-Lavitt announced that due to the unexpected power outage at City Hall, the agenda is revised to allow for presentations, the Local Emergency Pier Fire update and the opening and continuance of the Public Hearing only. PRESENTATIONS/RECOGNITIONS x Honor & Commemorate the Sugihara Family for 50 years of residence in College Park East Page 4 — City Council 6/13/2016 * Miss Seal Beach and Band on the Sand H. Local Emergency - Pier Fire Incident Update — Presentation Only. Orange County Fire Authority (OCFA) Division Chief, Ken Cruz provided an update on the Seal Beach Pier Incident noting that the OCFA Investigation Report would now be made available to the public. He stated that though there would be further investigation by the California Joint Power Insurance Agency (CAJPIA), the OCFA investigation reported that the cause and origin was an accidental electrical fire and began in the area of the bait shop. He concluded by thanking all the government agencies involved. Assistant City Manager, Patrick Gallegos provided a briefing on the status of the pier and indicated that City Council would be receiving an investigation report from the Orange County Fire Authority that evening and the City will be releasing the report and results of a separate investigation performed by the.City's insurance provider, the Joint Powers Insurance Authority. The Coastal Commission has permitted the demolition and repairs needed at the end of the pier. The first part of the process was to perform an initial structural assessment of the damage. This assessment was completed by Moffat and Nichol, a structural engineering firm. The assessment was performed with the insurance provider and City staff present. The demolition contractor showed the impact area is over 8,000 sq. ft. The insurance provider retained a contractor to remove loose debris so that it would not fall into the water. Staff was proactive and informed the Regional Water Quality Control Board that this work had taken place. Staff and the insurance provider have also been in discussion with Southern California Edison who own a transformer located at the end of the pier. Plans are still being discussed between all pertinent parties. With respect to the demolition, the insurance provider submitted 6 contractor proposals to City staff for review, and John S. Meek Company was selected. The next steps involve the drafting of an agreement between Meek and the City in coordination with the insurance provider. It is estimated that the agreement will be executed early next week and demo work will begin in about 2 weeks with demolition complete in 4-5 weeks. Once demolition is finished, the insurance provider and Moffit and Nichol will perform another assessment to determine the necessary repairs needed. It is estimated that the demolition and repair work will take 8 to 12 months. The City plans to open the pier intermittently when the opportunity to do so presents itself. Therefore, this week there is no work scheduled due to the drafting of the agreement so the pier will be opened tomorrow to a point that is deemed safe for the public. The open hours of the pier will be posted on the City's website for the public's convenience. Community Development Director Jim Basham spoke regarding plans to have the pier open during periods of time when there is no construction on the pier. PUBLIC HEARING G. Conduct Public Hearing and Approve Cooperative Agreement and Preliminary Engineering Agreements with Orange County Transportation Authority and Freeway Agreement with Caltrans in relation to the 1-405 Improvement Project. Mayor Massa-Lavitt opened the public hearing. Deaton moved, second by Varipapa, to continue the public hearing to the regular City Council meeting of June 27, 2016 due to the lack of power and lighting at City Hall.
