"Request for Public Records" form should be used when asking for information. Every effort will be made to respond to your requests for public records in a reasonable amount of time. Depending on the records requested and whether you wish to have copies made, it may take a few days to respond to your request. There is a charge of 25$ per page for copies of documents, 10$ per page for copies of Fair Political Practices Commission filings. • During the election period a notebook will be maintained in the City Clerk's Office in which copies of all requests for records and the responses will be placed. At any time, a candidate, press, or public member may review the information in the notebook. Also, included in the notebook will be all candidate's public record information (e.g. Form 700, 460, etc.) *City Council Agendas Agendas and staff reports are on the City's website with copies for public review placed at the front counter in the City Clerk's Office and the 3 libraries (Mary Wilson, Rossmoor /Los Alamitos, and Leisure World) after 3:00 p.m. the Thursday before the City Council meeting. Copies of the minutes may be obtained at a cost of 25(V per page. *Municipal Code & Charter The pertinent sections of the Municipal Code of the City of Seal Beach and the Seal Beach City Charter have been placed in this handbook. In recent years the City of Seal Beach and the Seal Beach Redevelopment Agency have experienced a substantial growth in the volume of requests for public records and the staff time required to respond to such requests, particularly with respect to requests for documents relevant to disputes between private parties. The purpose of this policy is to clarify for the public, attorneys, insurance adjusters, and private investigators, the process by which the City will respond to requests for records under the Public Records Act. 1. All requests for public records shall be in writing on a form prescribed by the City Clerk, unless the request is to review an agenda or agenda reports of the Council or a City Commission or committee, the City Code, the General Plan or the Uniform Building Codes, which are available at the City Clerk's Office public counter in book or binder form. 2. The City Clerk will respond to all requests as soon as possible, but not later than the ten -day period, or extensions thereof, as provided by Government Code Sections 6256 and 6256.1. a) The City Clerk shall review the request and determine whether the request seeks identifiable records and, if not, the City Clerk shall so advise the person making the request. • b) The City Clerk shall request all City Departments which may have the records being requested to search their files and report back to the City Clerk on whether the Department has the records and, if so, when the records can be made available to the person seeking them. c) The City Clerk shall respond to the person requesting records by advising him or her in writing of the availability of the documents and whether disclosure of any of the documents is exempt under the provisions of the Public Records Act. d) If a request is made for copies of the records, the City Clerk shall also advise the person requesting copies of the estimated costs of copying the records requested. e) The person requesting the copies shall pay the per page charge for copying as set forth by resolution of the City Council for all copies requested. The City Clerk shall not make the requested copies until a deposit in the amount of the estimated costs of copying is received and shall not release the copies until the full cost of copying is paid to the City. 3. In accordance with the Public Records Act, the City will provide only specific identifiable records but will not research City records for particular types of information or analyze information which may be contained within public records. 4. The Committee is advisory to the City Council with regard to the protection and preservation of the City's unique heritage, including archaeological and historical resources within its boundaries. The Committee consists of five (5) voting members appointed by the City Council and will meet on an as needed basis. (Reference Resolutions 4186, 4191, 4254, 4351, 4551, 5231, and 6213) CITY TREE ADVISORY BOARD This Board was formed in September 1996 (Resolution No. 4500). The City Council is committed to ensuring that our community continues to realize the benefits provided by urban forestation. The City Tree Advisory Board is advisory to the City Council and the City - voting members approved by the City Council. The board members are comprised of citizens with an interest in the City's Urban Forest, whom have an interest, knowledge or expertise in the physical and aesthetic environment of the City. The Director of Public Works shall provide staff support to the City Tree Advisory Board and shall appoint a Tree Manager. ENVIRONMENTAL QUALITY CONTROL BOARD The Environmental Quality Control Board was established October, 1970 and consists of five (5) • members serving terms of four (4) years. Created to meet and cope with environmental and pollution problems facing the City and its inhabitants. (Municipal Code Chapter 3.10) • PLANNING COMMISSION The Seal Beach Planning Commission was established November, 1949. Term of appointments to the Commission is for a term of four (4) years. (Municipal Code Chapter 3.10) RECREATION AND PARKS COMMISSION This Commission was established in May, 1955 and reactivated in 1970. The appointments to the Commission are for a term of four (4) years. The Commission acts in an advisory capacity to the City Council and Director of Recreation and cooperates with other governmental agencies and civic groups in the advancement of sound parks and recreation planning and programming. (Municipal Code Chapter 3.10) SEAL BEACH CABLE COMMUNICATIONS FOUNDATION The Seal Beach Cable Communications Foundation, a California Nonprofit Public Benefit Corporation, was created in 1984, organized primarily for the purpose of fostering and promoting civic advancement through activities related to cable communications, community promotion, and other appropriate public services. The Foundation consists of a five (5) member Board of Directors appointed by the City Council for a term of two (2) years. (Reference Cable Franchise Agreement, Articles of Incorporation and By -Laws) June 2016 SINGLE PURPOSE AD HOC COMMITTEES: From time to time the City Council will appoint a temporary AdHoc Committee. is AD HOC GENERAL PLAN /LOCAL COASTAL PLAN CITIZENS ADVISORY COMMITTEE Purpose is to serve as the core group to work with the consultant team in review and development of the draft General Plan and Coastal Land Use Plan documents. The role of the committee will be to review and comment on proposed updated drafts of individual elements. General Plan adopted December 2003. TERM: December 2010 - extended to 2012 (02/28/11) — extended to 2014 (01/14/13); MEMBERSHIP: Consist of fifteen (15) members: one City Council member, one Planning Commission member, one Environmental Quality Control Board member, City Council shall appoint two (2) community members at large, each Councilperson shall have two (2) appointments to the Committee and shall have the discretion to appoint two (2) alternates, and those appointments need not reside within the appointing councilperson's district but must reside in the City of Seal Beach. The additional Council appointments shall not result in a quorum of the City Council, Planning Commission, or Environmental Quality Control Board sitting on the GP -LCP Committee. (Reference Resolution No. 5852 — March 23, 2009) MEMORIAL COMMITTEE (SALON MERITAGE) The purpose of the committee is to assess the recommendations received on the "Public Input Forms" and provide direction on development of a design concept. The committee will no longer exist after that direction is provided for consideration by the Recreation and Parks Commission and the conceptual drawing preparation phase begins. Final design concept and source of funds will be determined by the City Council. Appointments to be determined by the application process and consideration of having a representative from each of the two families living in Seal Beach (Fast & Caouette). TERM: December 2012 — extended to December 2013 (01/14/13) — maintain committee until memorial is completed (01/13/14) HISTORICAL PRESERVATION COMMITTEE The City Council recognizes the importance of historic resources and the need to preserve certain buildings having special architectural or historical value. A Historical Preservation Committee was established and comprised of citizens representing all five (5) voting Districts with an interest in preserving those resources that represent the history and culture of Seal Beach. Each City Council member shall appoint one (1) resident from his/ her respective District, each of whom shall have interest in preserving the City's historical and cultural resources. The purpose of the Historical Preservation Committee is to provide the following; encourage programs that ensure the identification, designation, and protection of cultural resources in the City; Increase the public awareness of the City's historic resources; Provide guidelines to identify historic resources throughout the City; Promote the importance of preserving and protecting historic buildings; Promote the economic health of the City and protect property values by encouraging new construction and investment that is compatible with the scale, style, and character of the City's residential neighborhoods; and Promote the preservation of the City's historic resources by making property owners aware of the potential incentives available to retain historic structures. The Director of Community Services shall provide staff support to the City Historic Preservation Committee, and shall call the meetings as deemed necessary. The City Historic Preservation Committee shall serve in advisory capacity to the City Council with the goal of preserving the City's historical and cultural resources.
