There are numerous safety, emergency, noise, pollution, parking EIR and CEQA issues that merit further studie: It was also stated in a meeting that an additional 800 -900 vehicle trips would generate from the LA fitness gym. However a 24 Hour Gym management person told me that the Katella Avenue club generates approximately 70,000 monthly visits and the nearby Long Beach dub generates 60,000 plus monthly visits. This would increa: the traffic flow to over 2,000 vehicle daily trips and this is unacceptable. Residents have also complained to the Shops at Rossmoor about the nuisance and intrusion created by not properly shielding the rear parldng lamp posts that shine directly into the Rossmoor Regency condo units. Why has this matter not been corrected after years? It will get worse with a gym! In conclusion, for many reasons this gym would serve the entire community much better if it was located elsewhere. Perhaps a shortage of city staff leads to City Boards and Council having a greater reliance on developer expert advice and reports, who have a vested interest in the project approval. A good example are the curt responses by City hired MIG consultants. MIG used general master responses that did not address the details of many public comments. I for one over a two month period prepared five mitigation requests totaling 20 pages, that were dismissed with a referral to the master response. No change in the IS /MND resulted. The Director of Community Development we believe should have been more diligent. We have two more detailed examples of over reliance by the Planning Commission on expert data in approving the health club project. Pagel of$ 1. Commissioner Thomas in his deciding 3 -2 vote approving the health club project assumed in his comments that traffic impact modeling data has the same precision as traffic engineering data. I can vouch from my professional experience working with and contributing data to the OC MPAH that is not the case. Many assumptions are made in the modeling process which become less reliable at the lower geographic levels such as the health club within the shopping center, even though the model is calibrated to observed data. A few days before the PC hearing, with some difficulty I found the table with the existing traffic flow along RCW. Please see graph page 4. 1. With some effort I was able to produce a more user friendly graphic version of the table of these traffic volumes, showing the total daily volume as 3,017 trips. They were taken on a Thurs, Nov. 2014. 2. The two boxes show the volumes referred to in the traffic study as the am and pm peak periods. The are 228 am and 253 pm trips respectively. These are the critical volumes referenced throughout the intersection and queuing analysis. Please refer to the second graph page. You will note all the volumes are much higher 8,756 total daily volume. The Am and Pm peak being 341 and 708 respectively. The variation between these two identical studies performed by the same company two years provides support to doubt some of the viability of the Planning Commissioner decision to approve the health club based on such traffic data. Note: The higher peak period data from the 2012 study is more consistent with the IS /MND mitigation for the intersection at SBB /RCW. 17- 00 Page P ofA S An example of deceptive data is the LSA traffic engineer Donson Liu in his rebuttal of my public comments. He claimed claimed the less than 10 peak hour trips at the RPOA auto exit were insignificant and need not be included with the east side project driveway traffic volume flows. Please refer to aerial view and intersection diagram of the RPOA auto exit onto RCW, directly opposite the east drive way intersection of the health club. Donson in using the 10 trip criteria did not allow for the fact that this RPOA auto exit for 260 carports represents only the exiting half volume. Using data from the east side driveway of SBB used by the Old Ranch Community 82 residences we can safely conservatively estimate RPOA single outflow daily traffic as 200 trips at least. The Old ranch traffic flow data in one direction is in fact at times below the 10 trip criteria used by Donson. This and earlier traffic comments justify more consideration emergency response and safety noted by Margaret and Craig earlier concerning our RPOA auto gates exit to Rossmoor Center Way and even entrance from Montecito Road. All in the City have benefitted from these revenues. The present tax equals the highest in the state and will be on the Nov. ballot to be lowered. If this health club were proposed say where the present B/A is locate in old town, we are sure the Council will have paid more attention. We few in the north are helping you preserve your old town. We request to uphold the appeal, reject resolution 6670 and overturn resolution 16 -13. One relates to the street next to the gym — what is the traffic in /out of the gym when the street has the most traffic? • For morning peak hour on the adjacent street (the highest hourly traffic volume between 7 and 9 a.m.) you could expect 50 to 60 trips i For evening peak hour on the adjacent street (the highest hourly traffic volume between 4 and 6 p.m.) you could expect 130 to 140 trips The other way — what is the traffic in /out of the gym during the highest traffic time for the gym? • For the morning highest volume hour in and out of the gym, you could expect between 50 and 60 trips (not many studies related to this area) 6 For the evening highest volume hour in and out of the gym, you could expect between 150 and 160 trips * Information from latest edition of Trip Generation handbook from the Institute of Transportation Engineers. * Developer's traffic engineer, Donson Liu, had numbers that were much lower. *Mr. Liu stated no one from LSA or anyone from the developer's team had done a formal traffic study regarding the proposed LA Fitness development. 7 -22 -16
