City of Seal Beach — Planning Commission
August 1, 2016
Chair Cummings called the regular meeting of the Planning Commission to order
at 7:00 p.m. in the City Council Chambers. Chair Cummings led the Salute to the
Flag.
ROLL CALL
Present: Commissioners: Cummings, Klinger, Thomas
Absent: Commissioners: Machen, Campbell
Staff Present: Jim Basham, Director of Community Development
Amy Greyson, Assistant City Attorney
Crystal Landavazo, Senior Planner
Steven Fowler, Assistant Planner
Robin Roberts, City Clerk
APPROVAL OF AGENDA
With no objections, Chair Cummings so ordered the approval of the agenda as
presented.
ORAL COMMUNICATIONS
Chair Cummings opened oral communications. Speakers: Dick Rasmer of the
Rotary Club of Los Alamitos/Seal Beach spoke about the upcoming 25th Annual
Kid's Fishing Derby on the Pier, Saturday, August 20th, 2016. He indicated the
event is co-sponsored by the Lions Club of Seal Beach. There being no further
requests to speak, Chair Cummings closed oral communications.
CONSENT CALENDAR
There were no Consent Calendar Items.
NEW BUSINESS
1. Minor Use Permit (MUP) 16-7
111 2nd Street
Applicant: Dave Huckemeyer
Request: Minor Use Permit (MUP 16-7) to allow the alteration of
interior walls to widen interior entry and hallways and
create a new full bathroom within an existing three
bedroom residence on a two unit property which is
nonconforming due to setbacks and parking in the
Residential High Density (RHD-20) zoning area.
Recommendation: After reviewing the request, staff recommends that the
Planning Commission adopt Resolution No. 16-18,
APPROVING Minor Use Permit 16-7 with Conditions.

Assistant Planner Steve Fowler presented a comprehensive overview of the item
including a PowerPoint presentation. He indicated that no correspondence was
received on this item.
Chair Cummings opened the public hearing. Speakers: None. There being no
one present to speak, Chair Cummings closed oral communications.
Motion by Thomas, second by Klinger, to adopt Resolution No. 16-18, approving
Minor Use Permit 16-7 with Conditions.
AYES: Cummings, Thomas, Klinger
NOES: None
ABSENT: Campbell, Machen
Motion carried
Assistant City Attorney, Amy Greyson indicated the ten day appeal period begins
August 2, 2016.
2. Minor Use Permit (MUP) 16-6
350 Main Street
Applicant: Dojo by Leo Vieira, LLC
Request: Minor Use Permit (MUP 16-7) to allow a martial arts
studio on a second floor unit of a commercial building
located within the Main Street Specific Plan area.
Recommendation: Continue the item to a future meeting.
Assistant Planner Steve Fowler recommended continuing the item to a date
uncertain.
Motion by Thomas, second by Klinger, to continue the item to a date uncertain.
AYES: Cummings, Thomas, Klinger
NOES: None
ABSENT: Campbell, Machen
Motion carried
PUBLIC HEARING
There were no Public Hearing items.
DIRECTOR'S REPORT
Director Basham spoke regarding the Annual Planners Forum and invited up to
two Commissioners to attend.

There were no Commissioner concerns.
