HomeMy WebLinkAboutPC Min 2016-05-02City of Seal Beach — Planning Commission May 2, 2016 Vice Chair Machen called the regular meeting of the Planning Commission to order at 7:00 p.m. in the City Council Chambers and Commissioner Klinger led the Salute to the Flag. ROLL CALL Present: Commissioners: Machen, Thomas, Campbell, Klinger Absent: Chair Cummings Staff Present: Jim Basham, Director of Community Development Amy Greyson, Assistant City Attorney Crystal Landavazo, Senior Planner Steven Fowler, Assistant Planner Winnie Bell, Executive Assistant to City Clerk APPROVAL OF AGENDA With no objections, Vice Chair Machen so ordered the approval of the agenda as presented. ORAL COMMUNICATIONS Vice Chair Machen opened oral communications. Speakers: None. There being no one present to speak, Vice Chair Machen closed oral communications. CONSENT CALENDAR 1. Approval of Planning Commission Meeting Minutes from March 7, 2016. Campbell moved, second by Klinger, to approve the Planning Commission minutes of March 7, 2016. AYES: Machen, Thomas, Campbell, Klinger NOES: None ABSENT: Cummings Motion carried NEW BUSINESS 2. Minor Use Permit (MUP) 16 -3 2495 th Street Applicant: Peter Sokoloff Request: Minor Use Permit (MUP 16 -3) to allow an alteration of interior walls to remodel bedrooms and a kitchen and to add one bathroom along with the addition and relocation of windows and doors within a residence that is nonconforming due to setbacks, density and parking in the Residential High Density (RHD -20) zoning area. Page 2 — Planning Commission 5/02/2016 Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 16 -8, approving Minor Use Permit 16 -3 with Conditions. Assistant Planner Steve Fowler presented the item and provided a PowerPoint presentation. Vice Chair Machen opened the public hearing. Speakers: Michael Talon spoke in favor of this Minor Use Permit. Commission Thomas thanked him for doing proper procedure of obtaining permits. Peter Sokoloff spoke asking for approval. His family members have lived here since 1910 when grandfather bought property. Mr. Sokoloff is thankful for the building process. There being no further requests to speak, Vice Chair Machen closed the public hearing. Motion by Thomas, second by Klinger, to approve Minor Use Permit (MUP) 16 -3. AYES: Machen, Thomas, Campbell, Klinger NOES: None ABSENT: Cummings Motion carried Assistant City Attorney Amy Greyson noted that the 10 day appeal period begins May 3, 2016. 3. Minor Use Permit (MUP) 16 -2 223 Seal Beach Boulevard Applicant: Mathieu Zaky Request: Minor Use Permit (MUP 16 -2) to allow the replacement of a 6 ft. tall fence within the front yard setback of an existing preschool facility in the Limited Commercial /Residential Medium Density (LC /RMD) zoning area. Recommendation: After reviewing the application, staff recommends that the Planning Commission adopt Resolution No. 16 -7, approving Minor Use Permit 16 -2 with Conditions. Assistant Planner Steve Fowler presented the item and provided photographs. Vice Chair Machen opened the public hearing. Speakers: Mathieu Zaky spoke thanking commissioners for their consideration. Commissioner Machen asked about the gate height and was told it would be the same as the fence. There being no other requests to speak, Vice Chair Machen closed the public hearing. AYES: Machen, Thomas, Campbell, Klinger NOES: None ABSENT: Cummings Motion carried Assistant City Attorney Amy Greyson noted that the 10 day appeal period begins May 3rd, 2016. PUBLIC HEARING There were no Public Hearing Items. DIRECTOR'S REPORT Director Basham provided an update on the Pier Improvements Project and the entertainment and noise consultant progress. COMMISSION CONCERNS Commissioner Campbell asked about the building on corner of Main Street and PCH that is under construction. Director Basham stated that the building falls under specific plan requirement of 1996. Vice Chair Machen asked about plans for the tot lot (Eisenhower Park). Director Basham provided an update indicating that the City is close to awarding the contract and that the City has submitted the application to the Coastal Commission.
