SUBJECT: ADOPT ORDINANCE NO. 1658 — MAIN STREET SPECIFIC
PLAN AMENDMENT
SUMMARY OF REQUEST:
That the City Council waive further reading and adopt Ordinance No. 1658,
amending Title 11 of the Seal Beach Municipal Code and Specific Plan
Amendment 16 -1 amending Part 3 of the Main Street Specific Plan regarding
Commercial Heights and Development Standards.
BACKGROUND AND ANALYSIS:
At its meeting of August 8, 2016, the City Council introduced Ordinance No. 1658
amending Title 11 of the Seal Beach Municipal Code and Specific Plan
Amendment 16 -1 amending Part 3 of the Main Street Specific Plan regarding
Commercial Heights and Development Standards. This item is to adopt
Ordinance No. 1658 in compliance with state law requiring that ordinances be
adopted at least 5 days after introduction at a regular or adjourned regular
meeting. Upon adoption and pursuant to City Charter Section 414, the ordinance
will be published within 15 days after adoption.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
There is no financial impact related to this item.

AN ORDINANCE OF THE CITY OF SEAL BEACH
ZONE TEXT AMENDMENT 16 -1 AMENDING TITLE 11 OF THE
SEAL BEACH MUNICIPAL CODE AND SPECIFIC PLAN
AMENDMENT 16 -1 AMENDING PART 3 OF THE MAIN STREET
SPECIFIC PLAN REGARDING COMMERCIAL HEIGHTS AND
DEVELOPMENT STANDARDS
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS
FOLLOWS:
SECTION 1. Table 11.2.10.015 of the Seal Beach Municipal Code is hereby
amended as follows:
Table 11.2.10.015: Development Standards — Commercial and Mixed -Use Districts
prescribes the development standards for the commercial and mixed use districts. The
"Additional Regulations" column indicates more detailed explanations or regulations that
follow the table (by letter designation) or that are located elsewhere in this zoning code.

Where a property has a front, side or rear yard on a block face with residentially
zoned properties, the minimum dimensions for required front, side, or rear yards for
the property shall be the same minimum dimensions as required in the residential

SECTION 4. If any section, subsection, subdivision, paragraph, sentence, clause or
phrase of this ordinance or any part thereof is for any reason held to be invalid, such
invalidity shall not affect the validity of the remaining portions of this ordinance or any part
hereof. The City Council of the City of Seal Beach hereby declares that it would have
passed each section, subsection, subdivision, paragraph, sentence, clause or phrase
hereof, irrespective of the fact that any one or more sections, subsections, subdivisions,
paragraphs, sentences, clauses or phrases be declared invalid.
SECTION 5. The City Clerk shall certify to the passage and adoption of this
Ordinance and shall cause the same or a summary thereof to be published and posted in
the manner required by law.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal
Beach at a meeting thereof held on the 12th day of September, 2016.
