V. Labor Market Definition
The Consultant was requested to establish an appropriate labor market definition
that could apply to all or nearly all of its benchmark classifications, and taking into
account valid and defensible criteria.
These major factors were considered in selecting labor market organizations:
0 Geographic proximity of Seal Beach considering both Orange County and Los
Angeles County agencies within a commuting radius of about one hour.
0 A full range of City benchmark classifications and different job families with
supplemental comparisons being made for the Marine Safety series.
0 Of comparable size given City populations or budgets.
The survey data that was reported by salary ranges was requested by the
Consultant to be in effect within the survey organizations as of December 1, 2008.
Salary data is collected at a fixed point in time and reflect rates currently in effect. It
should be noted that organizational size comparisons allowed for variations from one -
third to three times the City of Seal Beach's size, in accordance with sampling norms.
