A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH AMENDING THE POSITION
CLASSIFICATION PLAN TO INCLUDE THE POSITION OF
MAINTENANCE SERVICES MANAGER AND SETTING
SALARY/BENEFITS FOR SAME
WHEREAS, on December 2, 1999, the Civil Service Board reviewed the job
description for Maintenance Services Manager and recommended the
Position Classification Plan be amended to include that pusition, attached
as Exhibit A to this resolution,

WHEREAS, a salary range schedule and benefits for the Maintenance Services
Manager has been developed and attached as Exhibit B to this resolution,
and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach hercby amends the Position Classification Plan to include the positions of
Maintenance Services Manager and sets the wages and benefits fur same

CITY OF SEAL BEACH
MAINTENANCE SERVICES MANAGER
Class specifications are intended to present a descriptive list of the range of dulles performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFlNmON
To plan, organize, coordinate and direct the activities of the Maintenance and Utility Operations
Division ofthe Public Works Department; oversee maintenance contracts; and to provide highly
responsible and complex support to the Director of Public Works/City Engineer.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from Director of Public Works/City Engineer.
Exercises direct supervision over assigned personnel.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other
important responsibilities and duties may include, but are not limited to the following:
Essential Functions:
. Direct daily maintenance and utility operations including.
. Develop and implement proactive management systems, procedures and standards for
program evaluation.
. Recommend and participate in setting policy, prioritizing maintenance operations and
implementing related decisions.
. Manage the development and implementation of goals, objectives, policies and priorities for
assigned service area, review and evaluate work methods and procedures.
. Manage professional, operational, and clerical staff as well as technical and skilled workers
. Directs the preparation and administration of the division budget, monitors authorized
expenditures.
. Direct facility and utility operation needs; develops specific proposals and recommendations
to meet these needs; provide technical assistance to staff.
. Represent Public Works department to other departments, elected officials and outside
agencies, coordinate assigned activities with those of other departments and outside agencies
and organizations.
. Respond to and resolve difficult and sensitive citizen inquiries and complaints.

. Attend and participate in professional group meetings; stay abreast of new trends and
innovations in field of maintenance operations and public works administration.
. Ensure compliance with pertinent Federal, State and local codes, laws and regulations.
. Perform other related duties as required.
OUALlFICA TIONS:
Knowledl!:e of:

. Contemporary methods, techniques, principles and practices of public administration and local
government operations related to public works, maintenance, and utility (water and
sewer)operations.
. Water utility operations including regulations, water quality, production, and distribution
systems.
. Sewer utility operations including regulations, collection, and pumping systems.
. Construction principles and practices in the public works industry.
. Principles of organization, administration, budget, financial and personnel management,
project management systems, purchasing procedures and inventory techniques.
. Research techniques, methods and procedures and report presentation; computer use and
techniques; proper interpretation and decision-making in accordance with laws, rules and
polices.
. Pertinent Federal, State and local laws, codes and regulations, such as CEQA, NPDES,
AQMO, and State/County water quality guidelines.
Ability to:
. Select, supervise, motivate, train and evaluate personnel.
. Communicate clearly and concisely, both orally and in writing.
. Establish and maintain cooperative working relationships with those supervised, other City I
departments, the public, and other public agencies.
. Plan, communicate, delegate and monitor a variety of concurrent projects, prepare, maintain
and interpret records and reports.
. Evaluate operations and problems, recommend and implement efficiency and productivity
improvements.
. Implement and manage computerized maintenance management systems.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experzence and training that would likely provide the required knowledge and
abilities is qualifying. A typIcal way to obtain the knowledge and abilities would be:
EXDerience: Five years of increasingly responsible supervisory/ management experience in
public works or related field.

. A Bachelor's degree from an accredited college or university with major course work
in civil engineering, public administration, construction management or a related field;
or,
. Ten years supervisory/ management experience in public works.
License or
Certificate:
. Possession of a valid driver's license (required).
. Possession of or the ability to obtain Water Operator Grade III (desirable).
. Registration or the ability to obtain registration as a professional engineer in the State
of California (desirable).
WORKING CONDITIONS:
Environmental conditions:
Office environment with frequent field inspections.
Phvsical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting
or standing for long periods of time.
