HomeMy WebLinkAboutCC Res 4785 2000-02-14 I I I RESOLUTION NUMBER ~11J~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH IN OPPOSITION TO MEASURE F WHEREAS, Measure F has received sufficient signatures to qualify to placement on the ballot for the statewide election scheduled for March 7, 2000, and WHEREAS, this Initiative prohibits county governments from implementing the development or expansion of certain jails, airports and hazardous waste landfills until hearings are conducted and 2/3 of persons voting at a Orange County general election approve the project; and WHEREAS, the Orange County Sheriff has advised that if this Initiative is enacted, the "County's ability to provide adequate jail beds to convicted criminals will be made much more difficult and public safety ,and quality of life in Orange County will be 'diminished," as smaller satellite jails would have ,to be constructed throughout Orange County to accommodate prisoners and to comply with Federal Court orders;; and WHEREAS, this Initiative, if enacted, would allow one-third of the Orange County voters to prevent the a commercial aviation reuse of EI Toro MCAS even while the majority of residents support the project; and ~HERE^S, this Initiative, if enacted. has far-reaching public policy consequences as it creates a precedent that would allow a small minority to prevent the construction of essential public infrastructure that is necessary to serve the needs of all Orange county businesses and residents; and WHEREAS, as one of the most populated counties in the nation, Orange County must provide for its future transportation needs and ensure that the necessary infrastructure, including airports, are in place so that people and services move through and within the county in an efficie3nt and environmentally sensitive manner, and WHEREAS, given Orange County's projected growth and recent air traffic demand projections by SCAG, it is appropriate that Orange County provide for its own air traffic needs rather than forcing our residents and businesses to drive to outlying airports creating more traffic congestion and air pollution in north and central Orange County cities; and WHEREAS, this Initiative discriminates against the residents of cities and communlltes in other counties by forcing them to bear the burdens of Orange County's infrastructure needs, including airports, jails and hazardous waste landfills that are necessary to support a growing county, growth in large part generated by the south county communities sponsoring the Initiative, and WHEREAS, this Initiative attacks one of the fundamental principles of our representative form of government by depriving duly-elected officials of the ability to provide needed infrastructure and services essential to the ell-being of their constituents, and WHEREAS, contrary to claims by proponents, this initiative will increase the potential' for an expansion of JW A or the conversion of military facilities in Los Alamitos and Seal Beach because there will be an ever increasing need for air transportation that cannot be served at airports in other counties NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach opposes the Safe and Health Communities Initiative and urges our citizens to do the same.
