SUBJECT: SEAL BEACH POLICE DEPARTMENT LOBBY SECURITY
INFRASTRUCTURE IMPROVEMENTS
SUMMARY OF REQUEST:
That the City Council:
1. Approve Resolution No. 6694 approving Budget Amendment 17-04-01 to
allocate $35,400 to Capital Improvement Project #BG1702, award a
contract to KTM Enterprises, Inc. for the purchase, fabrication, and
installation of bullet proof glass and additional security measures inside
the Seal Beach Police Department Lobby; and,
2. Authorize the City Manager to execute the contract.
BACKGROUND AND ANALYSIS:
The Seal Beach Police Department, located at 911 Seal Beach Blvd, was built in
1978 and was considered state-of-the-art for the time. The threat of police lobby
violence was not a societal concern when the Department was constructed.
Over the past forty years, societal changes have prompted law enforcement
agencies to provide for more secure entrances and lobby areas to help protect
police department front counter employees, both armed police officers and
civilian unarmed personnel, from the threat of violence.
Currently, the lobby of the police department is open from 9:00 am to 5:30 pm
daily. The doors are secured using a locking mechanism controlled at the front
counter separating the lobby from the records division. Currently, if an
emergency was to occur, the front desk employees would use their handheld
radios to request assistance. There are no barriers between the desk employees
and the general public, similar to those seen at police departments across the
country and in banks.
The police department is seeking the installation of a bullet proof barrier between
the records personnel and the lobby. This barrier will sit above a new counter
designed to deliver police services utilizing the traditional front counter style but

with enhanced security measures similarly used in police departments and
banking institutions across the country. Members of the community will have
access to two counter stations as well as one ADA conforming station. The
delivery of police services at the front counter will not be affected.
In an effort to provide a recent historical perspective to those growing security
threats, here are some recent examples of police department lobby incidents:
Los Alamitos Police Department: OCTOBER 10, 2016: A knife wielding
subject entered the lobby of the Los Alamitos Police Department and threatened
front desk staff. Per reports, the subject was asking to be shot by officers. After
attempts at de-escalation, the subject was distracted and a TASER was used to
disarm him. Fortunately, all involved were not harmed. The Los Alamitos Police
Department does not currently utilize any barriers between their records
personnel and those entering the police department. They are also conducting a
staff report, for approval to construct such a barrier.
Fresno County Sheriff's Department: SEPTEMBER 3, 2016: A male subject
entered the public lobby of the sheriff's office requesting to see an inmate. The
subject became uncooperative in the lobby. The gunman began opening fire and
shot Correctional Officers Juanita Davila and Toamalama Scanlan.
Nederland, Colorado: OCTOBER 13, 2016: An explosive (IED) was left outside
the police station. Although it did not detonate, it shows the vulnerability of a
similar device if it was left in our lobby. Although we cannot guarantee the safety
of our personnel in the event of an explosive or an active shooter, we are certain
that bulletproof barrier would limit the impact on our staff.
Detroit Police Department: JANUARY 23, 2011: Suspect Lamar Moore
entered the lobby of the 6th Precinct and began opening fire on the officers and
staff at the front counter. Four officers were shot; one lost two fingers before
returning fire and mortally wounding the suspect. A YouTube link to the actual

As demonstrated here in Seal Beach, we are in no way immune to any of the
above examples. There are multiple examples of documented police lobby
violence. Although the police department staff is not immune to the threat of
violence, these precautionary measures that are being requested are considered
an industry standard and serve to further protect our unarmed as well as armed
personnel at the police department, protect our West-Comm employees, and
further fortify all employees and records within the building throughout the day
and night time hours.
To address the need for additional lobby security, the police department solicited
bids for the purchase, fabrication and installation of bullet proof glass and other
security measures. Three bids were received. The low bidder was KTM
Enterprises, Inc., with a proposal of $29,447.00 (see attached proposal). Staff

proposes to award a contract to KTM and authorize the City Manager to sign all
necessary documents. In addition, staff requests the City Council's approval of a
Budget Amendment to provide the total amount of $35,400 for the project, which
includes a 20% contingency over the bid price.
ENVIRONMENTAL IMPACT:
There is no environmental impact with this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved this item to form.
FINANCIAL IMPACT:
Based on the estimates received, the City requests the amount of $35,400 to
complete the Seal Beach Police Department lobby security project.

RECOMMENDATION:
That the City Council:

APPROVING BUDGET AMENDMENT 17-04-01 TO ALLOCATE
$35,400 TO CAPITAL IMPROVEMENT PROJECT BG1702,
AWARD A CONTRACT TO KTM ENTERPRISES, INC. FOR THE

AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE
CONTRACT
THE SEAL BEACH CITY COUNCIL DOES HEREBY FIND AND RESOLVE:
Section 1. The Seal Beach Police Department intends to install protective
bullet proof glass and other security measures in the lobby of the Police
Department Headquarters (the "Project").
Section 2. KTM Enterprises, Inc. was the lowest responsible bidder for the
Project, with a bid of $29,447.00.
Section 3. This award of a professional services agreement is categorically
exempt from review under the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Sections 15301, 15305, and/or 15331, and
statutorily exempt from CEQA review because it provides services to replace
existing services will not cause any physical change or adverse impact on the
environment. This project is further categorically exempt pursuant to Section
15061(b)(3) of the State CEQA Guidelines because it can be seen with certainty
that there is no possibility that the services will have a significant effect on the
environment.
Section 4. The Project is necessary to protect employees given the recent
number of lobby security incidents, including a most recent attack in the City of
Los Alamitos, and was not provided for in the current year's budget.
Section 5. The City Council hereby approve Budget Amendment BA 17-04-01 to
allocate $35,400 to the Project, which includes a 20% contingency amount,
awards a contract to KTM Enterprises, Inc. in an amount not to exceed
$29,447.00 and authorizes the City Manager to execute the contracts for the
Project.
