Ingram, City Manager FROM: Joe Miller, Acting Chief of Police SUBJECT: CITY OF SEAL BEACH STRATEGIC PLAN - CITYWIDE SUCCESSION PLAN SUMMARY OF REQUEST: That the City Council receive and file the City of Seal Beach Citywide Succession Plan. BACKGROUND AND ANALYSIS: On April 12, 2016, the City Council held a Special Meeting to develop a strategic plan consisting of three-year goals and six-month strategic objectives. One of the goals listed in this strategic plan was to attract, develop, compensate and retain quality staff. In response to this goal, City staff developed and compiled data relative to a comprehensive succession plan, where replacing key personnel over the next three to five years could be demonstrated. The City of Seal Beach Citywide Succession Plan is a living document which will be reviewed and revised on an annual basis by all Department Heads and City Council. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: No financial impact is associated with the approval of this item. Adam's Equity Theory Diagram 12 Analysis The purpose of this succession plan will be to replace functional positions throughout the City of Seal Beach and to satisfy an attrition problem we currently face within the next five years. The primary concern in the City of Seal Beach is within the next five years we will be losing a City Manager, 5 Department Heads (2 are currently vacant), 10 professional City Hall employees, 2 police department Command Staff Officers, and 11 out of 33 police officers on retirements alone. Additionally, these numbers do not include the possibility of medical retirements, on-duty injuries, resignations and/or terminations. With this attrition rate, comes a serious need for a promising succession plan to replace these critical positions. To assist with attrition, the City of Seal Beach needed to follow the below listed procedures: 1) Create a Succession Planning Committee(SPC), including commitments from all Department Heads - Completed 2) Solicit the City Manager for feedback on all plans - Completed 3) Provide resources to the SPC so they will be able to implement the plan - Completed 4) Communicate and solicit buy-in from all employees in the organization- Completed 5) Develop a succession plan - Completed 6) Implement the succession plan - Continual 7) Conduct an annual committee analysis to ensure its effectiveness—October 2017 13 Succession Planning Committee (SPC) During the April 12, 2016, City Council Goals Setting Workshop, several city staff members were selected to develop and compile data relative to a citywide succession plan and present it to the City Manager, Jill Ingram, by October 1, 2016. Furthermore, the Acting Police Commander, Philip Gonshak was selected as the chairperson for this committee and the seven below listed committee members were selected from each of their respective departments: City Manager's Office: Patrick Gallegos City Clerk's Office: Robin Roberts Community Development: Jim Basham Engineering/Public Works: Jim Basham Community Services/Recreation: Jim Basham Finance Department: Vikki Beatley Lifeguard/Marine Safety: Joe Bailey Police Department: Philip Gonshak City Manager Solicitation Considering this succession plan and all future edits will need input from the highest-ranking City of Seal Beach Executive, the City Manager will be sought for solicitation by the SPC Committee for this project and all annual reviews. It is critical that his/her desires are sought after, as he/she will have the choice to amend/edit/or deny this program for the betterment of the Seal Beach Community. His/Her knowledge within the public administration field will be extremely beneficial to this committee and his/her desires will be absolutely critical when 14 forming the actual plan. The City Manager's primary responsibility within this committee is to offer guidance and corrections as necessary. Lastly, it is the SPC Committee's overall goal to induct this Succession Plan into a City of Seal Beach policy. Resources Each SPC member will need to be afforded the time, while on-duty, to perform interviews and/or surveys with each of their staff members who may or may not have participated in a succession planning study in the past and implement one during his/her tenure. This information is a vital part of this plan; particularly, since succession plans are being performed at large levels in both the public and private business sector. Additionally, the SPC committee will need to be afforded several hours a month for meetings until the implementation of this succession plan is finalized. Communication and Buy-In for Plan A common question in municipalities today is, "where do we go from here?" In the City of Seal Beach, our dynamics are eclectic and its smaller size makes for a familial atmosphere. The challenge with this dynamic is supervision tends to become friendlier than it should and the ability to motivate employees beyond their minimum expectations has a tendency to fall short. With that, there is a desperate need for peers, supervisors and upper management to motivate their employees within our organization, more specifically those who are less productive than their peer group. If followed correctly, the expectancy theory, goal setting theory and equity theory will assist us in diminishing the probability of a lackadaisical work product and promote internal motivation. 15 The EXPECTANCY THEORY"is the belief that one's effort(E) will result in attainment of desired performance(P) goals. This belief, or perception, is generally based on an individual's past experience, self-confidence(often termed self-efficacy), and the perceived difficulty of the performance standard or goal." (Porter&Lawler, 1968; Vroom, 1964 - <http://www.uri.edu/research/lrc/scholl/webnotes/Motivation_Expectancy.htm>)The Expectancy Theory is comprised of four components: Motivation, Expectancy, Instrumentality, and Valance: Instrumentality(P—► R) x Perceived likelihood that Perfromanos will lead to desired Rewards t Trust Control Policies Motivation is determined by what the individual perceives as motivating (M). For example, if it is a fear of reprimand for failure to meet minimum standards, it would be expected that the employee will be motivated to perform above them in order not to be disciplined. Expectancy (E) is the perceived idea that if the employee performs like they are instructed, then their performance rates will increase. Following expectancy is instrumentality (I). This is when the employee feels there is both an intrinsic and extrinsic reward for performing above what is expected. Intrinsic means the value of the accomplishment is self-fulfilling. Extrinsic means there is an external benefit for the greater good. Valence (V) on the other hand, is simply how the employee feels about the organization, i.e. "Is the hard work worth the reward?" When placing these factors into a formula then, (E) X (I) X (V) = (M). 16 The GOAL SETTING THEORY is based on the thought that motivations have five basic principles: 1) Clarity 2) Challenge 3) Commitment 4) Feedback 5) Task Complexity Clarity is making sure the goal set for the employee is specific, measurable, attainable, realistic and time-based (SMART). Without clarity the goal can sometimes be extremely vague, i.e. for police officers "get more statistics." With a SMART goal for example, the standard would be to meet the Seal Beach Police Officer's average monthly statistics of five arrests, fifteen citations, five field information cards, and ten police reports per month or face some form of progressive discipline. Challenge is when the employee can feel the goal is not too difficult but definitely not easy. The challenge will be rewarding to the employee if they feel they have achieved something difficult. Lastly, the challenge is not mutually exclusive. The challenge must come from the pressure both up the chain of command and from beside it. Both supervisors and peer groups are integral pieces to the solution. Commitment can be participative between both the supervisor and the employee. If the employee is participating in his/her goal setting sessions than he/she will feel self-pride and have 17 a sense of ownership in their accomplishments. A lack of commitment will ultimately lead to unsatisfactory results leading both the organization and the individual with a sense of failure. Feedback has to be immediate; it should be used to clarify and must be constructive. If the employee is succeeding, it is the responsibility of supervisor to recognize him/her (praise in public). If the employee is failing, it is the responsibility of the supervisor to state this to him/her (punish in private). The supervisor and employee determine Task Complexity together. Both of them need to be clear on whether they feel the task is either too difficult or too easy to perform. With that, the supervisor has to provide the employee with a reasonable amount of time to complete the task. Additionally, the supervisor must provide the resources necessary to ensure the task may be completed. (Locke and Latham, 1990 - <mindtools.com/pages/article/newHTE_87.htm>) The EQUITY THEORY of motivation takes into consideration efforts and rewards, versus give and takes, also known by J. Stacey Adams as inputs and outputs. If the efforts and rewards balance with the inputs and outputs, then the scale will be balanced. Inputs are what the employee gives to the organization, i.e. effort, time and sufferance. Outputs are what the organization gives back, i.e. salary, benefits and recognition. The rewards can be simply verbal, monetary and/or physical, i.e. certificates and/or ribbons. Taking this into account, the employee must feel certain that all is fair in the organization and that all employees are treated equally without discrimination, also known as equity. If the inputs and outputs are off balance, even in the slightest manner, the equilibrium is off kilter. This is the primary purpose of balancing the two inputs and outputs so that the ratio is justified. Once the employee can see results by placing equal inputs to receiving equal outputs, 18 both the organization and the employee will feel they are being treated fairly and there is a mutual benefit. For example, if Organization"A" is attempting to make Employee "B" more proactive with customer service, the organization has to recognize this employee when there is credible evidence of completion, i.e. feedback from the Department Head, City Manager, and/or community members. Not tobe sold or published.Sole uskwithuser.Author accepts no liability. 19 To close the gap between the employee and the organization, supervisors and upper management are encouraged to follow the basic theories described in the International Association of Chiefs of Police (IACP)publishing— "The Organizational Leadership Challenge: Big Ideas for Smaller Police Departments." In this, the IACP describes a manner in which every scenario such as a succession plan should be managed. Step I: "Identify what is happening currently, what will happen in the future, and lastly scan for areas of interest." It informs the leader to be as specific as possible. The statements of interest in the succession plan must be so clear that they stand-alone. Additionally, the ideas should include all the leader's perspectives. Step II: "Account for what is happening." This is a logical chain of events where the leaders apply their theories (Expectancy, Goal Setting and Equity) and all of them arrive at a root cause. The leaders should formulate these theories based on an analysis and an explanation of how each one works. He or she should provide evidence for how this theory would apply in the given situation. The specific areas of interest should be explained in a proactive and participative manner. Lastly, the root cause of needing a succession plan must be clearly identified and the bottom line of the problem should be prescribed in each case/retirement. Step III: "Take action to influence what is happening."The leaders have to want to act to make a difference. They must describe what the employee will do and how they will do it if they want to promote. If there is a foreseen problem, the leaders need to be proactive in coming up with a solution to combat it. The SMART acronym must be used again where the actions and influences of the leaders needs to be Specific, Measurable, Attainable, Realistic and Attainable. 20 Step IV: "Assess your leadership actions to determine how successful you were."Every leader of an organization must have the ability to reflect. He or she must ultimately assess the impact of their plan on each of the situations they are faced with. They must ask themselves, "What worked? What didn't work? How can I change my actions in the future to have a more probable outcome?" Following these simple steps, every leader should take the time to reflect upon his/her decisions. Certainly the reflection stage is crucial for positive outcomes; however, it is often overlooked. In closing, the City of Seal Beach must evaluate the expectancy theory, the goal setting theory and the equity theory. When evaluating these theories, the SPC needs to determine which one fits each particular employee who either needs or does not need motivation. Simply stated, every employee is different and although any of the above theories could be implemented, each theory should be tailored to both the problem he/she is having when motivating the employee and the employee himself/herself. Succession Plan Development Along with following the above procedures, the SPC needed to review and enact an immediate strategic plan on how the succession plan was going to take place. Because of this, each committee member conducted an internal analysis. We evaluated the yearly retirement gaps currently facing our workforce conditions, and then identified the goals and strategies of the future plan specifically addressing the next five years. Annually, each committee member has been tasked with performing an evaluation and set deadlines to ensure the proper steps and goals are being met on time and in line with the succession plan. 21 Purpose of the Training Plan and its Organization The purpose of the City of Seal Beach Succession/Training Plan is to: 1) Meet mandated, essential and desirable training requirements 2) Enhance the level of municipal customer service to the public 3) Increase the technical expertise and overall effectiveness of our personnel 4) Provide continual professional development for department personnel The training plan is designed to identify training needs and set priorities for every position and/or specialized assignment within the City of Seal Beach. This plan will then be used as an objective tool that will assist us in bringing uniformity and consistency to training, all the while providing employees with the greatest opportunities for success. It is a tool to be used by supervisors and managers on a regular basis, in their effort to meet the training needs of their employees, and/or evaluating his/her training requests. The City of Seal Beach will strive to use a broad spectrum of training resources for the educational and professional development of its employees. Whenever possible, each department will use courses certified by their lead agency's commission of standards, i.e. for Police Officers - The Peace Officer Standards and Training(P.O.S.T.). It is understood that the "Training Plan" in no way identifies all of the training that will occur for the members of each department. Additionally, it does not guarantee that a member will receive all of the training that has been identified for his/her position, with the exception of the training that has been identified as mandatory. To make professional and personal goals possible to the employee, each Department Head has placed an emphasis in three particular areas, which include: 22 1) Professional Training 2) College Education 3) Leadership Training City of Seal Beach Employee Structure/Training Requirements After internally analyzing the professional training, college education and leadership training recommended for each department, we documented each department's employee structure. Listed below are not only each department hierarchical structure, but a completed list of mandated, desirable and essential training recommended for each employee to move vertically or horizontally along his/her desired career path. For the purposes of this succession plan: Mandatory Training - Training in this category is required by Federal law, State law and/or City of Seal Beach Policy and/or Procedures. Unless otherwise noted, this training should be completed within one year of appointment to the position. Essential Training -This training has been designated by City of Seal Beach Department Heads as necessary for the professional development of an employee in his/her specified job description, rank and/or task assignment. Desirable Training - Upon completion of the mandatory and essential courses, an employee may pursue additional interests/trainings in their respective professions. Structured certification programs are offered through the International Institute of Municipal Clerks and include level one which is Certified Municipal Clerk (CMC) and level two, Master Municipal Clerk (MMC). In California CMC certification takes a minimum two years and requires Technical Training for Clerks (TTC) course work which is Co-Sponsored by the City Clerks Association of California, the League of California Cities, in association with and held at the University of California at Riverside (Recognized September 2002). There are three primary core competency courses that require completion along with completion of a variety of technical training session, college course work or attendance at approved conferences and seminars. MMC certification can only be achieved after CMC certification, advanced training through the California Master Municipal Clerk Academy also conducted in association through the University of California at Riverside (Recognized December 2014) and along with completion of a variety of other pre-approved professional training, college course work or attendance at approved conferences and seminars. Professional development is always encouraged and is offered through membership and participation through professional associations including the International Institute of Municipal Clerks, California City Clerk's Association, ARMA International, National Notary Association, and the League of California Cities. Marine Safety/Lifeguard Department Professional Training Marine Safety training is multifaceted and requires a number of areas of expertise. Training is available from many different agencies including private entities. There is no governing body for Marine Safety qualifications; however, the United States Lifeguard Association certifies lifesaving agencies. Currently Seal Beach Marine Safety is certified as an Advanced Agency, which is the highest certification available. College Education The City of Seal Beach is very supportive of their employees obtaining a formal college education. This is evident through the adoption of a tuition reimbursement plan equivalent to the current California State University tuition fees for fall and spring semesters. All personnel of the Seal Beach Marine Safety are encouraged to pursue their educational goals. The first/primary category refers to those courses certified by California Peace Officers Standards and Training (P.O.S.T.). These courses are available for both sworn and professional personnel, whose job description supports the need for specified or requested training. Some P.O.S.T courses are reimbursable to the City's General Fund by the State of California in varying degrees based on their"plan" designation. The categories of expense/allowances that may be reimbursed are: subsistence, commuter lunch, travel, tuition, back-fill salary and training presentation costs. The second category of Law Enforcement Professional Training refers to training not certified by P.O.S.T. This may come in the form of in-house instruction, such as defensive tactics, range training, etc. In-house instruction is the responsibility of the Seal Beach Police 89 Department Training Division and is spearheaded by the Training/Administrative Sergeant. This type of training provides "hands-on" continuing professional training to department employees. The Training Division also provides training bulletins that are distributed to employees. The training bulletins contain a variety of law enforcement information, such as legal updates and health advice. Line level supervisors provide roll-call training on a daily basis to each team of officers. Roll-call training topics include practical case law application, equipment proficiency, street tactics, and standard operating procedures. All employees take part in utilizing the LEXIPOL Daily Training Bulletins (DTB's) in order to enhance their knowledge of department policies and procedures. Other forms of non-P.O.S.T. training are offered through public and private vendors through seminars, etc. This training is not reimbursable, but is frequently very beneficial for the professional development of the employee. College Education The City of Seal Beach is very supportive of their employees obtaining a formal college education. This is evident through the adoption of a tuition reimbursement plan equivalent to the current California State University tuition fees for fall and spring semesters. All personnel of the Seal Beach Police Department are encouraged to pursue their educational goals. During our last Seal Beach Police Department Police Officer testing process, the educational requirement was 60 semester hours or the attainment of an Associate's Degree. As of June 2016, the Seal Beach Police Department had 26 out of 47 full-time staff members with an undergraduate degree or greater. Out of the 26 employees with bachelor degrees, 7 have already obtained their master's degrees. With over 55% of all full-time Seal Beach Police Department employees having a bachelor's degree or greater, it is evident we are motivated to bring the policing profession into the caliber of a highly respected career choice. 90 Training Division The Department's Training Division is responsible for coordinating the delivery of Law Enforcement Professional Training to sworn and professional personnel. A Sergeant is responsible for the day-to-day operations of the division and is directly supervised by the Commander of the Support Services Division. The Training Sergeant is also responsible for ensuring training compliance with P.O.S.T. regulations, federal/state statutes and City policy. The Training Sergeant will coordinate scheduled training with the supervisor(s) of the employee. The Training Sergeant will normally make class reservations and will submit all of the necessary paperwork to the Finance Department, so as to be in compliance with City of Seal Beach administrative policies. The Training Sergeant will notify each employee as soon as possible of scheduled training through the use of email or inner-office memo. This email or memo will provide the course title, date, time, and location of the training. The Training Sergeant will distribute all remaining paperwork and any reimbursement checks approximately one to two weeks prior to the training. If the scheduled training is a P.O.S.T. certified course then a Training Reimbursement Request(TRR) form must be submitted to the instructor of the course. This form will be provided to the employee and it is the responsibility of the employee attending the training to submit this form. This is the mechanism that allows the State of California to reimburse the City of Seal Beach. The Training Sergeant must also coordinate these efforts with the Scheduling Sergeant. Training Plan Organization The Training Plan is divided into two principle sections: 91 Section 1: Rank/Position Assignment- The first section of the Training Plan is a list of all sworn and professional rank/positions within the structure of the Seal Beach Police Department. Section 2: Task/Specialized Assignment - The second section of the Training Plan is an alphabetized list of all task/specialty assignments within the Seal Beach Police Department for both sworn and professional assignments. Within each Rank/Position and Task/Specialized assignment, the training courses are categorized as follows: Continual Professional Training (CPT) - Continuing Professional Training (CPT) is required for peace officer and corrections staff that is employed by POST/STC participating departments. The purpose of CPT is to maintain, update, expand, and/or enhance an individual's knowledge and/or skills. CPT is training that exceeds the training required to meet or re-qualify in entry-level minimum standards. Qualifying and non-qualifying courses are described in subsection(d)(4) - Every peace officer other than a Level III Reserve Peace Officer shall satisfactorily complete the CPT requirement of 24 or more hours of POST-qualifying training during every two-year CPT cycle, based on a permanent CPT Anniversary Date as specified in the P.O.S.T. Administrative Manual. Perishable Skills/Communications Requirement for CPT-Effective January 1, 2002, all peace officers (except Reserve Officers) below the middle management position and assigned to patrol, traffic, or investigations are required to complete Perishable Skills and 92 Communications training. Perishable Skills training shall consist of a minimum of 12 hours in each two-year period. Of the total 12 hours required, a minimum of 4 hours of each of the three following topical areas shall be completed: • Arrest and Control • Driver Training/Awareness or Driving Simulator • Tactical Firearms or Force Options Simulator • Plus an additional two hours of Tactical Communications It is recommended that managers and executives complete, within their two-year compliance cycle, two hours of CPT devoted to updates in the perishable skills topical areas listed above. Professional Certificates - To qualify for award of certificates, applicants shall have completed combinations of education, training and experience as prescribed by the Commission. A. Training Points: Twenty classroom hours of police training acknowledged by the Commission shall equal one training point. Such training must be conducted in a classroom or other appropriate site, in increments of two hours or more, taught by a qualified instructor, concluded with appropriate testing, and for which records are kept. B. Education Points: One semester unit shall equal one education point and one quarter unit shall equal two-thirds of a point. Such units of credit shall have been awarded by an accredited community college, college, university, or until January 1, 1998, by a non- accredited, state-approved college that offers programs exclusively in criminal justice (refer to Regulation 1001(a) for definition of acceptable college education). 93 C. All education and training must be supported by copies of transcripts, diplomas and other verifying documents attached to the application for POST certificate. Units of credit transferred from one education institution to another must be documented by transcripts from both such educational institutions. When credit is awarded, it shall be counted for either training or education points, whichever is to the advantage of the applicant. D. Training acquired in completing a certified Basic Course may be credited toward the number of training points necessary to obtain the Intermediate or Advanced Certificate. When education points as well as training points are acquired in completing the Basic Course, the applicant may select, without apportionment, the use of either the education points or the training points. E. For the Regular or Specialized Certificate Programs, law enforcement experience in California as a full-time, paid peace officer shall be accepted for the full period of such experience. F. In other law enforcement categories (e.g., out-of-state or military law enforcement experience) the required experience shall be accepted by the Commission, not to exceed a maximum of five years. The experience must be documented and the name of the organization(s) indicated, years of service, duties performed, and types of responsibility. G. The Supervisory, Management, and Executive Certificates each require two years of satisfactory experience in the capacity designated in subparagraphs F-1-8(d), F-1-9(d) or F-1 10(d) of the California POST Administrative Manual (PAM). Middle management experience shall be substitutable for supervisory experience. Department head experience 94 may substitute for middle management or supervisory experience. An aggregate of four years' of experience (with at least two years of experience at the higher rank) is required to receive both the Supervisory and Management Certificates; an aggregate of six years' of experience (with at least two years of experience at the higher rank) is required for all three certificates to be awarded. Basic Certificate Is obtained if employed after January 1, 1988, and having satisfactorily completed the period of probation, of no less than one year, as attested to by the department head. An applicant must acquire the certificate upon completion of probation, but within 24 months of date of hire. If the local probation period is 24 months, an additional 3 months shall be allowed for obtaining the certificate. In addition to the requirements set forth in paragraphs 1-2, 1-3 and 1-4 of the PAM, the applicant for the award of the Regular or Specialized. A. For officers employed before January 1, 1988, they must have completed a period of satisfactory service of no less than one year. The Executive Director shall have the authority to determine the manner in which the time periods are calculated, when there is change of employers, injury, illness, or other such extraordinary circumstances over which the applicant or department may have little or no control. B. Have satisfactorily met the appropriate POST Basic Course training requirement. The certificate shall include the applicant's name and experience category of the employing agency. 95 Intermediate Certificate In addition to the requirements set forth in paragraphs 1-2, 1-3 and 1-4 of the P.O.S.T. Administrative Manual, the applicant for the award of the Regular or Specialized Intermediate Certificate must: A. Possess or be eligible to possess a basic certificate; and B. Satisfy the prerequisite basic course training requirement as described in PAM, Section 1005(a), and have acquired the training and education points and/or the college degree designated and the prescribed years of law enforcement experience in one of the following combinations: Degree or Education Law Enforcement Training Points Points Experience Bachelor Degree and 2 years plus 0 Associate Degree and 4 years plus 0 45 Educational Points and 4 years plus 45 30 Educational Points and 6 years plus 30 15 Educational Points and 8 years plus 15 (http://www.post.ca.gov/regulation-1011-certificates.aspx) 96 Advanced Certificate In addition to the requirements set forth in paragraphs 1-2, 1-3 and 1-4 of the P.O.S.T. Administrative Manual, the applicant for the award of the Regular or Specialized Supervisory Certificate must: A. Possess or be eligible to possess an intermediate certificate; and B. Have no less than 60 semester units (see subparagraph F-1-4.b.); and C. Satisfactorily meet the training requirement of the Supervisory Course; and D. Have served satisfactorily for a period of two years as a first-level supervisor, middle manager, assistant department head, or department head as defined, respectively, in Sections 1001 (n), (s), (f), and (1) of the Regulations. The certificate shall include the applicant's name, official title and name of employing jurisdiction or agency. Management Certificate In addition to the requirements set forth in paragraphs, 1-2, 1-3 and 1-4 of the P.O.S.T. Administrative Manual, the applicant for the award of the Regular or Specialized Management Certificate must: A. Possess or be eligible to possess an advanced certificate; and B. Have no less than 60 semester units and(see subparagraph F-1-4. b.); C. Satisfactorily meet the training requirement of the Management Course; and D. (d) Have served satisfactorily for a period of two years as a middle manager, assistant department head, or department head as defined, respectively, in Sections 1001 (s), (f), and of the Regulations. 98 The certificate shall include the applicant's name, official title and name of employing jurisdiction or agency. When a holder of a Management Certificate transfers as an assistant department head or middle manager to another jurisdiction, a new certificate may be issued upon request, as provided for in PAM, Section F-3, displaying the name of the new jurisdiction. Executive Certificate In addition to the requirements set forth in paragraphs 1-2, 1-3 and 1-4 of the P.O.S.T. Administrative Manual, the applicant for the award of the Regular or Specialized Executive Certificate must: A. Possess or be eligible to possess an advanced certificate; and B. Have no less than 60 semester units (see subparagraph F-1-4. b.); and C. Satisfactorily meet the training requirements of the Executive Development Course; and D. Have served satisfactorily for a period of two years as a department head as defined in Section 1001 (1) of the Regulations. The certificate shall include the applicant's name, official title and name of employing\ jurisdiction. Many tenured employees have been told that formal education as well as tenure and experience play a role in promotion. Recent promotions have indicated education can be a "condition of promotion." This is in contradiction to previous mentors both inside and outside the agency who stressed formal education as a matter of preparing for promotion not subsequent to. I have heard younger officers speak about not going back to school because of the change of perspective. It's clear that my path was not one of success as it was laid out by my mentors. Furthermore, core competencies (knowledge, skills, and abilities) 186 were analyzed for accuracy and future application of the added materials. To do this, new incumbents will be used to validate the KSA's and use their current job descriptions/specifications as a starting point. From this information, the five most important competencies for each position will be used. When performing the same core competencies on the individual, a supervisor can then obtain the strengths and weaknesses from their employee's performance evaluations. From the performance evaluations the supervisor should be able to ascertain what leadership skills and supervision skills each individual possesses and/or needs. Next, each Department Head will need to determine whether this new way of retaining employees is beneficial and/or determine if additional resources are needed to assist in motivating them for successful promotional opportunities. Furthermore, we must identify a way to institutionally transfer the knowledge, which will be lost with the above listed known retirement dates. The last process involved in the strategic planning process will be for supervisors to perform honest evaluations over the next 12 months. When establishing success, each task must have a responsible leader to ensure follow-through, milestones, timelines, and an overall review of their department's succession plan. The areas to evaluate must include staff development 192 through performance evaluations, self-evaluations, specific recruitment/selection, retention through change, and job mentoring/sharing. Now that the succession plan is enacted, each City of Seal Beach Department Head will need to perform the following steps moving forward: 1) Identify those employees who aspire to obtain leadership positions within our organization and mentor them through participative action. 2) Properly provide them with professional coaching and leadership training necessary to make Department Head level decisions. 3) Continue to promote our college education/tuition incentives. 4) Increase technical expertise, organizationally wide, through advanced computer training. 5) Recruit from within our organization those individuals who are already familiar with our culture and values here in the City of Seal Beach. Conclusion In conclusion, the ultimate purpose of this succession plan is to provide the City of Seal Beach with a distinct organizational culture. There is something to be said about internal promotions, where the employee started his/her career with the City of Seal Beach at an entry-level position and he/she was able to promote to the level of Department Head or City Manager. This proves to every employee within the City of Seal Beach that the possibility does exist to promote from within, particularly if the succession and training plans are followed. With this, every agency experiences challenges; however, the greatest challenge in implementing this succession plan will be to overcome the challenges of time or in this case the next five plus years. 193 Bibliography Business Balls website.
