Mayor Massa-Lavitt led the Salute to the Flag. 1 ROLL CALL Present: Mayor Massa-Lavitt Council Members: Varipapa, Deaton, Sloan, Miller Absent: None City Staff: Craig A. Beatley, Director of Finance/City Treasurer Alayna Hoang, Finance Manager Jim Basham, Director of Community Development/Community Services/Interim Director of Public Works Tim Kelsey, Recreation Manager, Community Services Michael Ho, Deputy Director of Public Works Cesar Rangel, Associate Engineer David Spitz, Associate Engineer Robin L. Roberts, City Clerk 1 Dana Engstrom, Deputy City Clerk ORAL COMMUNICATIONS Mayor Massa-Lavitt announced that oral communications would be for three minutes per speaker for a total of 30 minutes and opened oral communications. Speakers: Vince Bodiford spoke regarding communications strategies for the City. Robert Goldberg requested consideration of three fiscal goals. Ronde Winkler spoke regarding public relations for the City and Leisure World. Seth Eaker spoke regarding the investigation of a complaint made of the Chief of Police. Dixie Redfern spoke regarding communications with City staff. Bruce Bennett requested consideration that the City provide five-year fiscal projections. There being no further requests to speak, Mayor Massa-Lavitt closed oral communications. NEW BUSINESS/STRATEGIC PLANNING WORKSHOP B. Seal Beach City Council and Management Strategic Planning Workshop - Discuss the following: strengths and accomplishments of the City of Seal Beach in the past year; internal weaknesses and challenges; external factors and trends that will or might have an impact on the City of Seal Beach in the next three years; mission statement development; identify three-year goals; six-month strategic objectives for each of the three-year goals; and monitoring progress of goals and objectives. Mayor Massa-Lavitt opened the Strategic Planning Workshop and welcomed staff and the public. City Manager Ingram introduced Facilitator Marilyn Snider of Snider and Associates. Page 2 — City Council 10/18/2016 Ms. Snider provided an overview of the workshop and the role of the facilitator, recorder, staff and public. The workshop began with collaboration and discussion on the following City of Seal Beach subjects: Past years' strengths and accomplishments; current internal weaknesses and challenges; external factors and trends that might have an impact in the next three years; discussion on how each may have positive or negative impacts; discussion and development of a Mission Statement; identification of Three -Year Goals; and identification of six-month strategic objectives for each three- year goal. In conclusion, Ms. Snider discussed the monthly monitoring process, importance of transparency, and objectives of the next Strategic Planning Workshop on April 4, 2017. Each participant then provided a closing remark.
