Ingram, City Manager FROM: Joe Miller, Acting Chief of Police SUBJECT: ADOPTION OF RESOLUTION ESTABLISHING CLASSIFICATION OF POLICE RECRUIT SUMMARY OF REQUEST: ,OF SEA("-� �'�?UFORN�P That the City Council adopt resolution no. 6707 establishing the classification of a police recruit. BACKGROUND AND ANALYSIS: The goal of the proposed police recruit classification is to localize an internal City of Seal Beach staff member with an opportunity of becoming a full time police officer within the Seal Beach Police Department. In order to continue along the citywide succession plan, the police department is desirous of affording all citywide employees with an opportunity to apply for the position of police recruit and attend a 24 week full time police academy. If selected, the police recruit would resign from their previous position to attend a California Peace Officer Standards and Training (POST) approved police academy wearing a Seal Beach Police Department uniform. Upon successful graduation from the police academy, the police recruit would then be promoted to a full time Police Officer classification. Examples of police departments that have a police recruit/trainee position include the cities of Cypress, Costa Mesa, Huntington Beach, and Laguna Beach. The Seal Beach Police Executive Team has conferred with these departments and the input received about the proposed structure had on their respective departments was positive. The recommended action is to freeze one (1) police officer position, until the identified police recruit successfully completes /graduates from a previously identified POST certified police academy. Once successfully graduated, the police recruit would fill the police officer vacancy and the police recruit position would run vacant again. Agenda Item J This reclassification will afford the City of Seal Beach the opportunity of meeting one of our organizational Strategic Planning Objectives by "Attracting, developing, compensating and retaining quality staff ". If in the event there are no internal City of Seal Beach employees /applicants available to fulfill the position and /or if for any reason the selected employee is unable to pass the minimum requirements, the police recruit position would be offered to the general population. Should the City Council adopt the proposed reclassification, the new classification will take effect on January 10th, 2017. The job flyer for Police Recruit is attached. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved as to form. Based on the above analysis, the median salary of $4,604 a month, similarly matches the City of Seal Beach's full time employees pay structure at Grade 15, which equals the below pay steps: Step 1 Step 2 Step 3 Step 4 Step 5 $4,600.53 $4,830.56 $5,072.09 $5,325.69 $5,591.97 Because of this, the police recruit monthly salary for the first six months would be based on Step 1: $4,600.53. The following months until graduation, would be based on Step 2: 4,830.56. The benefits and association representation will mirror that of the current Seal Beach Police Department's Senior CSO — Detention Officer Position, as listed below: The City of Seal Beach offers its employees an excellent benefit package: Retirement: Employees are covered under the California Public Employees' Retirement System. Deferred Compensation: City contributes 1% of base salary per pay period to an ICMA deferred compensation program on behalf of the employee. Vacation: 80 - 160 hrs /year based on years of City service. Sick Leave: One (1) eight (8) hour day per month of service. Holidays: 12 Holidays per year. Insurance: The City provides a comprehensive insurance program through a full flex cafeteria plan for all full -time employees, including health, dental, and vision plans. The City also provides for the employee's dependent health insurance. The Holman Group, an employee assistance program, is available to employees and their families for confidential, short-term counseling. Page 3 Life Insurance: City contributes 100% towards a $50,000 group term life insurance policy. Tuition Reimbursement: Reimbursement is capped each calendar year at the rate of the California State University system for up to two (2) semesters of full -time undergraduate enrollment. Section 125 Plan: Allows employee to set aside funds to cover medical and dependent care expenses (pre -tax dollars). The total compensation for a police recruit with salary and benefits over a 24 week period is: $41,533.47. Comparatively, if we hired a lateral police officer for a 24 week period, the total compensation package would be: $71,669.17. The estimated cost of tuition, uniforms and ammunition is $5,000. Therefore, no cost is associated with this reorganization and will in turn be a cost savings over a 24 week period of approximately $25,135.70 ($71,669.17 - $41,533.47 - $5,000). RECOMMENDATION: That the City Council adopt resolution no. 6707 establishing the classification of a police recruit. Roberts, City Clerk Attachment "B" City of SealBeadi/ 211 8t'" St. Sea /Beac, v, CA 90740 562/431 -252 7 Ext 1301 pA f'p POLICE RECRUIT FINAL FILING DATE: THURSDAY, FEBRUARY 2, 2017 SALARY: $4,600.53 - $5,591.97 PER MONTH The position of Police Recruit is a full time agency- sponsored position during attendance at a California Peace Officer Standards and Training (POST) approved Police Academy. The Police Recruit is a non -sworn position and attends formalized training at a police academy to learn practices, procedures, and techniques of law enforcement, crime prevention, community policing, first aid, physical conditioning, and handling of weapons. Under the general supervision of Academy Command Staff and a Seal Beach Police Sergeant or Officer, a Police Recruit is expected to actively participate, maintain an acceptable class standing at all times during training, and successfully complete the prescribed training program with acceptable results in order to effectively perform the duties of a sworn Police Officer. ESSENTIAL FUNCTIONS: Under the general supervision of a Police Sergeant or Police Commander, a Police Officer performs a variety of public safety duties in the enforcement of law and order. Duties include, but are not limited to: Patrol assignment in police unit, answer calls and act for the protection of life and property, and the enforcement of City, County and State laws; conduct preliminary and follow -up investigations of disturbances, burglaries, deaths and other criminal incidents; make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects /gather and preserve information; testify and present evidence in court; work cooperatively with other law enforcement agencies; prepare legible and accurate written reports on a timely basis; search, fingerprint and transport prisoners; direct traffic; maintain positive and cooperative working relationships with those contacted in the performance of duties; adhere to all safety rules and regulations; and perform other duties as required under emergency situations or as assigned. A Police Officer is eligible for special assignments based on years of experience, skills, abilities, qualifications, and acceptable performance. QUALIFICATION GUIDELINES: Knowledge of: • Basic goals and objectives of law enforcement. • Correct English usage, spelling, grammar and punctuation. • Basic mathematical principles. Ability to: • Meet the requirements for sworn Police Officer contained in the California State Government Code. • Learn, understand, interpret and apply laws, regulations, policies and procedures. • Learn police safety principles and techniques. • Understand and carry out verbal and written instructions. • Communicate effectively, orally and in writing. • Prepare comprehensive records and reports. • Exercise self - control and good judgment in emergency /hazardous situations. • Meet the public with courtesy and tact. • Establish and maintain cooperative work relationships with those contacted in the performance of duties Education/Training/Experience: A High school diploma or G.E.D. A Bachelor's degree in Criminal Justice, Public Administration or related field from an accredited college or university is highly desirable. Licenses /Certificates /Special Requirements: Valid Class C California driver's license, acceptable driving record, and evidence of insurance. Other Requirements: • Minimum age of 21 at time of appointment. • Applicant must be of good moral character, with no felony convictions. • Must have U.S. citizenship or have filed application for citizenship. • Bilingual skills are highly desirable. PHYSICAL AND MENTAL DEMANDS: The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class.
