APPOINTMENTS AS
INTERGOVERNMENTAL
That the City Council adopt Resolution No. 6704 confirming City Council
appointments as representatives and alternates to the Intergovernmental
Agencies for 2017 (formerly known as Mayoral Appointments) and direct the City
Clerk to revise and post on the website the 2017 Fair Political Practices
Commission (FPPC) Form 806.
BACKGROUND AND ANALYSIS:
The Mayor will appoint Council Members to represent the City on various outside
agency boards at the beginning of each year, subject to the concurrence of the
City Council. This appointment process, through the approval of Resolution No.
6704, includes two new Committee appointments:
Concerned Coastal Communities Coalition (Coalition): At the December 12, 2016
City Council meeting, the City Council unanimously approved the City of Seal
Beach to participate in the Coalition. The recommendation is for the Mayor to
serve as a designated representative and provides for Council Members to rotate
their participation based on availability. However, no more than two Council
Members may participate at any one meeting. As the Coalition is in the
formation process, should the Coalition formation include appointment
requirements that differ from Resolution 6704, staff will bring this matter back for
additional consideration.
Leisure World Standing Committee: In an effort to bridge the City of Seal Beach
and Leisure World communities, this standing committee will meet on a quarterly
basis to review and leverage opportunities to enhance both communities.
There is no compensation provided for participate related to either of the above
appointments.

LEGAL ANALYSIS:
The City Attorney has reviewed the proposed resolution and approved it as to
form.
FINANCIAL IMPACT:
There is no financial impact.
RECOMMENDATION:
That the City Council adopt Resolution No. 6704 confirming City Council
appointments as representatives and alternates to Intergovernmental Agencies
for 2017 and direct the City Clerk to revise and post on the website the 2017
FPPC Form 806.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL REVISING
AND CONFIRMING APPOINTMENTS MADE BY THE MAYOR OF
COUNCIL REPRESENTATIVES AND ALTERNATES TO VARIOUS
BOARDS, AGENCIES, AND ORGANIZATIONS, ASSIGNING CERTAIN
DUTIES TO COUNCILMEMBERS AND RESCIND RESOLUTION
NUMBER 6617, 6527 AND 6551
WHEREAS, the duly selected Mayor of the City of Seal Beach has revised the
appointment of various members of the City Council to be the City's official
representatives or alternate representatives to various boards, agencies and
organizations requiring such representation.
THE SEAL BEACH CITY COUNCIL HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby confirms the following appointments, effective as

SECTION 2. This resolution shall supersede Resolution Number 6617, 6527, 6551
and all other prior appointments. The City Clerk shall revise FPPC Form 806 to be
consistent with the appointments in Section 1.
SECTION 3. The City Clerk shall certify the adoption of this resolution.
