Subject: Request for a Change in December 12, 2016, City Council Minutes
Robin,
The December 12, 2016, City Council meeting minutes does not capture what I indicated at the meeting
regarding the refund of overpayments to DCOR in Agenda Item B, Demands on City Treasury.
Please strike the following:

And, insert the following:
At the bottom of page 15 there is an item having to do with a payment to DCOR of approximately $136,000.
Council Member Miller made a point that the Council ratifies warrants on the agenda rather it is a $2.00
charge or $136,000, this brought to light that we had a refund of $136,000 that the Council had no
information on whatsoever. $136,000, the Council has a fiscal responsibility that it knows what is happening,
this should have came to the Council as an agenda item. Council Member Miller recommended the Council
set some kind of limit when we have refunds, we have never addressed refunds of this type, the Council
should consider having this type of refund come to Council for approval. After Agenda Item B was approved,
Mayor Massa - Lavitt asked that the City Manger so note that.
