Declaring an Emergency Proclamation for the West End Pump Station — Project No. EM1701 and dispense with public bidding for this project; 2. Approve Budget Amendment No. 17 -07 -02 in the amount of $200,000; 3. Approve a Purchase Order to Flo- Services, Inc. in amount of $150,000; 4. Approve a Purchase Order to Rain for Rent in the amount of $10,000. 5. Authorize the City Manager to execute all necessary contracts. BACKGROUND AND ANALYSIS: The City's West -End Storm Water Pump Station (WEPS) receives surface water run -off from portions of Old Town, Bridgeport and the Hill which is then pumped into the San Gabriel River. This pump station is critical to preventing storm flooding within these neighborhoods. It contains two 36 -inch propeller pumps, complete with 350 HP, 500 RPM motors, which are used to pump water out of the station's fore bay and into the San Gabriel River. Each of the pumps, designed for a standard pump rate of 45,000 gallons per minute (equal to 100 cubic feet per second) is comprised of the pump itself, a motor or engine, and a Variable Frequency Drive (VFD). The variable frequency drive functions as the main control system that dictates how fast and how long the pump motors run. Two pumps are typically used to provide pumping capacity and ensure redundancy in the event of a pump failure. The pumps are alternated when used to ensure even wear. In addition, the WEPS includes a smaller, 25 horsepower Sump Pump that is used to handle smaller, low flow situations. Pump 1 is designed to kick on once the fore bay (dri pit) is filled with storm water at an Agenda Item A estimated level of 6 -7 feet and turns off at 6 feet and the sump pump takes over and drains the rest of the water. Pump 2 would activate with the water continued to rise at a level of 8 feet and shut off at an estimated 7 feet. Approximately, a week ago, during a moderate rain event, public works staff responded to a failure notification at WEPS regarding one of the larger pumps (Pump 1). Staff immediately elicited the services of pump contractors to aid staff in diagnosing the problem with Pump 1 and repairing any problems noted. During this process of reviewing Pump 1, the station was switched over to Pump 2 to be used during heavy rain events. The smaller sump pump continues to handle all smaller flows and lighter rain events as typical. Starting Friday, January 6th and throughout the weekend the Contractor was diagnosing the issues, because, Pump 2 registered a failure as well. Early Sunday morning the Public Works field staff deployed two portable pumps to provide backup. The portable pumps have functioned well and discharged the storm water accordingly. Staff ordered a third portable pump as a precautionary measure. Pump contractors have not been able to identify the issues causing failure with either pump while working on them at WEPS. On Tuesday, January 11, 2017, the Contractor concluded that that the pumps need to be taken out of the station and potentially disassembled in order to locate the problem and then fix the pumps. A price quote is attached from Flo- Services, Inc. the City's main pump maintenance contractor since 2002, to remove the pumps and bring them back to Cascade, Inc. (the manufacturer of the pumps) for in depth maintenance work. Depending on the severity of the problems with the pumps, additional funds beyond this quote may be necessary in order to fix the pumps. Conversely, if the fix turns out much simpler, then the total price may be less expensive than the total cost of the quotation. At this time, since staff has received written determination of required assessment on the pumps that staff believes it is appropriate to request an emergency based upon the potential costs for repair and the importance of the required repairs. At this time, the WEPS does not have any working large capacity storm drain pumps to be used in the case of a large storm event. The smaller sump pump will continue to handle smaller rain events, and the rental pumps are being used now. However, if there is a large rain event in the near future, the WEPS is not equipped to handle larger flows and there is the imminent potential of severe flooding in the western parts of Old Town and Bridgeport neighborhoods. Flo- Services, Inc. is prepared to start work immediately on the removal of the first pump in order to get one, and then the second pump back online, to restore storm drain pumping services to WEPS. Page 2 ENVIRONMENTAL IMPACT: This is not a project within the California Environmental Quality Act. LEGAL ANALYSIS: The City Attorney has reviewed and approved the Declaration of Local Emergency and Resolution as to form. FINANCIAL IMPACT: Due to the nature of this work, and emergency action, it is estimated that the emergency repair cost will not exceed $200,000. Flo- Services Inc. has prepared a proposal outlining a general accumulated cost of approximately $150,000 to repair the pumps. See attachment B. Additional rental pumps will be required from the previous low bidder, Rain for Rent, as we are in the middle of the rainy season. Staff estimates a conservative cost of $10,000 for additional rental pumps and appurtenances. The remaining $40,000 will be for contingency purposes. These estimates are all conservative in nature as the pumps have not been brought back to the manufacturer yet for diagnostic testing and repairs. General funds will be used for this work. A staff report will be brought to the City Council at the conclusion of the repair closing the emergency and detailing expenditures of the repairs. Any and all funds not used will return to their origin. A Budget Amendment is required because this emergency expense was not budgeted in the approved 2016 -17 Fiscal Year Budget.
