A RESOLUTION OF THE CITY COUNCIL OF SEAL BEACH,
CALIFORNIA, CREATING AN AD-HOC PARKING
MANAGEMENT COMMITfEE
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:

the City Council recognizes that a perceived parking shortage exists within
the Old Town area of the community; and

the 1996 Zucker Systems, Main Street Specific Plan report indicates that
"there may well be an overall shortage of parking, however an even more
serious issue appears to be parking management and the distribution of .
parking spaces;" and
the Seal Beach City Council on October 23, 2000, indicated a desire and
need for a comprehensive parking management plan for the Old Town
area of the community.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Seal Beach that:

The City Council of the City of Seal Beach does hereby create an ad-hoc
committee to be known as the Parking Management Committee.
The Parking Management Committee shall be comprised of eleven (II) voting
members. The City Council shall appoint a member of the Council to serve as
Chair and each member of the Council shall also appoint two members to the
committee. Committee members should be representatives of the business
community, interested residents or Members of the City Council, and it is
desirable that said members have knowledge or background in Old Town parking
issues.

The City Manager or designees thereof will serve as staff support to the Parking
Management Committee.
The Parking Management Committee shall be charged with the following duties
and responsibilities:
A. To review current and past parking policies, strategies, and procedures that
are currently in effect and develop a more comprehensive parking plan;
and
B. To provide recommendations to the City Council with regard to future
parking issues.
The Parking Management Committee shall select from its membership a vice-
chairman. Copies of the agenda and the minuies of each meeting and any written
reports or correspondence of the Committee shall be filed with the City Clerk and
copies provided to the City Council.

The Parking Management Committee shall serve without pay and at the will of
the City Council.
The Parking Management Committee shall disband upon adoption of a final
comprehensive parking policy or as directed by the City Council.
