The City Council met in a special session at 11:30 a.m. in the City Council Chambers.
Mayor Massa -Lavitt led the Salute to the Flag.

ORAL COMMUNICATIONS
Mayor Massa -Lavitt opened oral communications. Speakers: Robert Goldberg, Paul
Yost, John O'Neil, Greg Howland, Bruce Bennett, Seth Eaker, Sharman Snow, and Bob
Ugeada all spoke regarding their concerns of the West End Pump Station.
ITEM FOR CONSIDERATION
A. Declare an Emergency Proclamation for the West End Pump Station —
EM1701 - Adopt Resolution No. 6708 declaring an Emergency Proclamation for
the West End Pump Station — Project No. EM1701 and dispense with public
bidding for this project; approve Budget Amendment No. 17 -07 -02 in the amount
of $200,000; approve a Purchase Order to Flo- Services, Inc. in amount of
$150,000; approve a Purchase Order to Rain for Rent in the amount of $10,000;
and authorize the City Manager to execute all necessary contracts.
Associate Engineer David Spitz presented a comprehensive PowerPoint regarding the
West End Pump Station Project No. EM1701.
Interim Director of Public Works Jim Basham spoke regarding the timeline of the project
and indicated the importance of an audit assessment by AKM to determine the cause of
the pump malfunction.
There was general City Council discussion with staff regarding the City's storm drain
systems, history of the purchase and maintenance of the West End Pump Station,

storm drain pump testing procedures, flooding event notification process, questions
regarding the County's requirement to maintain some storm drain pump stations within
the City of Seal Beach jurisdiction and recent storm drain improvements. Tim Kelsey
indicated the locations that sand bags are routinely available and indicated he would
set -up an additional location close to Marina Drive. Acting Chief Miller confirmed that
the Reverse 911 system is properly working for emergency events.
Deaton moved, second by Varipapa, to approve an Emergency Proclamation for the
West End Pump Station.

ADJOURNMENT
With no objections, Mayor Massa - Lavitt adjourned the meeting at 12:45 p.m. to
Monday, January 23, 2017 5:30 p.m. to meet in closed session, if deemed necessary.
