A RESOLUTION OF TI-IE CITY COUNCIL OF THE CITY
OF SEAL BEACH MAKING CERTAIN
DETERMINATIONS AND APPROVING THE ISSUANCE
AND SAlE OF BONDS OFTHEREDEYELOPMENT
AGENCY OF THE CITY OF SEAL BEACH
RECITALS:
A. The City of Seal Beach (the "City") wishes to make improvements to
the Mary Wilson Library (the "Library"), a City-owned facility located within the
Rivcrfront Redevelopment Project (the "Projcct Area") and currently leascd for operation
to the County of Orange, including the installation of new carpeting, the replacement of
threc heating/ventilation/air conditioning units, and the repainting of all interior painted
surfaces (the "Improvements").
B. Due to budget constraints ofthc City and pursuant to provisions of
the Community Redevelopmcnt Law (California Hcalth and Safety Code Section 33000,
et seq.), and in particular Section 33445 and Section 33679 thcreof, thc Rcdcvelopment
Agency of the City of Seal Bcach (thc "Agency") proposes to pay for all or part of the
cost of the installation and construction of the Improvements.
C. Following notice duly given, this City Council and the Agency have
held a public hearing pursuant to California Health and Safcty Codc Section 33679, on
tile payment by the Agency for all or part of the cost of the installation and construction
ofthc Improvements.
D. ,The Agency further proposes to issue bonds (collcctively, the
"Bonds") pursuant to its Resolution (the "Agcncy Resolution") entitled "A Rcsolution of
the Redcvelopment Agency of the City of Seal Beach Making Certain Determinations,
Authorizing thc Issuance of Tax Allocation Bonds, Ap,pointing a Trustee, and
Authorizing the Exccution and Delivery of Certain Documents in Connection
Therewith," a copy of which is now on file in the office of the City Clerk. Proceeds of
the Bonds will be uscd in palt to fund costs of the Improvemcnts.
NOW THEREFORE, Tl-IE CITY COUNCIL OF THE CITY OF SEAL
BEACH HEREBY FINDS, DETERMINES, RESOL YES AND ORDERS AS
FOLLOWS:
Scction 1. The foregoing recitals are true and Correct and this City Council
so finds and dctcnnincs.
Section 2. The Library scrvcs thc residcnts and taxpaycrs ofthc City,
including the Project Area. The Redcvclopmcnt Plan for the Project Area and the
accompanying Report to City Council reflect, and this City Council has detcrmined, that
thc Prqjcct Arca is an area in which the combination of blighting conditions is so
prevalcnt and so substantial that it causcs a reduction of and lack of proper utilization of
thc arca to such an extcnt that it constitutes a serious physical and economic burden on
the community which cannot reasonably be expected to be rcvcrsed or alleviatcd by
privatc cntcrprise or governmental action, or both, without redevelopment. For example,
the Project Area is characterized by underdevcloped and unproductivc raw land,
insufficient street systems and vehicular access, inadequate street lighting, abscnce of
utility services, inadequate flood control facilities and inadequate community facilities.
The proposed Improvements serve a basie purpose of redevelopment, which
includes the provision of structures as may be appropriate or necessary in the interest of
the gcneral welfare, and will assist in the elimination of conditions of blight within the
Project Area which are caused by inadequatc public improvements and adverse econornic
conditions.
Section 3. No moneys of the City are available to pay for the cost of the
Improvernents. Thc budget constraints ofthc City prevent the City from financing thc
installation and construction of the Improvemcnts by any means. Traditional methods of
financing, such as the issuance of general obligation bonds by thc City, are unavailable as
a practical matter because of the extraordinary two-thirds majority voter approval

requircd by law. Spccial taxes also require approval by two-thirds of the votcrs.
Assessment financing is subject to a rnajority protest and may not be an appropriate
mcthod of financing a facility having the gcncral bcncfits associated with a public library.
Scction 4. The City Council hcrcby finds and dctermines that based upon
the forcgoing and other information presented to it: (a) the proposed Improvements will
bc of benefit to the Project Arca and to the immediatc ncighborhood in which the Library
is locatcd; (b) no other reasonable means of financing the Improvements is available to
the City; and (c) the payrnent of funds for the installation and construction of the I
Improvements will assist in the elimination of blighting conditions inside the Project Arca
by remedying the lack of adcquate public improvcmcnts, and is consistent with the
Agency's implcmentation plan adoptcd pursuant to Health and Safety Code Scction
33490.
Scction 5. The issuancc and salc ofthc Bonds by the Agcncy, in
accordance with thc tcrms and conditions set forth in the Agcncy Resolution, are hcrcby
approvcd.
Scction 6. This Resolution shall take effcct immediatcly upon adoption.
