OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITIONS OF ASSIST ANT CITY ENGINEER, PUBLIC WORKS ASSIST ANT AND POLICE RECORDS SUPERVISOR AND SETTING SALARY FOR SAME WHEREAS, on November S, 1998, the Civil Service Board reviewed the job descriptions for the Assistant City Engineer, Public Works Assistant and Police Records Supervisor positions and recommended the Position Classification Plan be amended to include those positions, att~ched as Exhibit A to this resolution; and I WHEREAS, a salary range schedule for these three positions has been developed and is attached as Exhibit B; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby amends the Position Classification Plan to add the positions of Assistant City Engineer, Public Works Assistant and Police Records Supervisor and sets the wages and benefits for same. Specifications are not intended to reflect all duties performed within the job. DEFINmON To plan, organize, coordinate and direct the activities of the Maintenance Operations Division of the Public Works Department; to administer all aspects of the design and construction of capital improvement projects in the City; oversee professional services contracts and maintenance contracts; and"to provide highly responsible and complex support to the Director of Public Works/City Engineer. SUl'ERVISION RECEIVED AND EXERCISED Receives general direction from Director of Public Works/City Engineer. Exercises direct supervision over assigned personnel. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to the following: Essential Functions: . Administer design and construction contracts for capital improvement projects, including negotiation of C9ntracts, presentations before boards and commissions, project inspection and oversight of project expenditures. . Develop and implement proactive management systems, procedures and standards for program evaluation. . Recommend and participate in setting policy, prioritizing projects and implementing related decisions. . Manage the development and implementation of goals, objectives, policies and priorities for assigned service area, review and evaluate work methods and procedures. . Manage professional, operational, and clerical staff as well as technical and skilled workers . Directs the preparation and administration of the division budget, monitors authorized" expenditures. . Direct the preparation of a variety of studies and reports relating to current and future public infrastructure, facility and utility operation needs; develops specific proposals and recommendations to meet these needs; provide technical assistance to staff. Represent Public Works department to other departments and outside agencies, co,!rd,nate assigned activities with those of other departments an~ outside agencies and or!!~ati.ons. . Respond to and resolve difficult and sensitive citizen inquiries and complaints. . Attend and participate in professional group meetings; stay abreast ofnew trends and innovations in field of engineering and public works administration. . Ensure compliance with pertinent Federal, State and local codes, laws and regulations. . Perform other related duties as required. Resolution Number Jfh1" OUALIFICA TIONS: Knowledl!e of: Contemporary methods, techniques, principles and practices of public administration and local government operations related to public works and engineering operations. Construction principles and practices in the public works industry. Principles of organization, administration, budget, financial and personnel management, project management systems, purchasing procedures and inventory techniques. Research techniques, methods and procedures and report presentation; computer use and I techniques; proper interpretation and decision-making in accordance with laws, rules and polices. Pertinent Federal, State and local laws, codes and regulations, such as CEQA, NPDES and State/County water quality guidelines. Ability to: Select, supervise, motivate, train and evaluate personnel. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those supervised and contacted in the course of work. Plan, communicate, delegate and monitor a variety of concurrent projects, prepare, maintain and interpret records and reports. Evaluate operations and problems, recommend and implement efficiency and productivity improvements. Administer and oversee operation of city-wide GIS system, and implement and manage computerized maintenance management systems. License or Certificate: Possession of or the ability to obtain registration as a Professional Civil Engineer in the State of California is required within six months. Possession of a valid driver's license. WORKING CONDmONS: Environmental conditions: Office environment with occasional field inspections. I I I Resolution Number~~~~ CITY OF SEAL BEACH PUBLIC WORKS ASSISTANT DEFINmON To perform research and prepare reports for a variety of engineering tasks, to explain and interpret Public Works policies, procedures and regulations and to perform a variety of related duties and responsibilities. SUPERVISION RECEIVED AND EXERCISED Receive direction from Department Head or Assigned Supervisor. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to the following: Essential Functions: VerifY, compile, and record statistical and narrative information for reports and records; prepare correspondence and reports based on reliable data; . Research, analyze and prepare recommendations for departmental or City programs, systems and activities; - Explain and interpret Public Works Division policies, procedures and regulations to the public; Prepare statistical charts, graphs, organizational and work flow charts, procedural manuals and reports using a variety of computer applications; Prepare project specifications, bidding and contract documents and adtninister contract; Review, evaluate and update departmental forms and manuals; Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner. CITY OF SEAL BEACH POLICE RECORDS SUPERVISOR DEFINITION To plan, organize and supervise the operations of the Police Records Bureau; to recommend and assist in the implementation of goals and objectives ofthe Support Division. SUPERVISION RECEIVED AND EXERCISED 1 Receive direction from Police Division Captain. Provides director to Police Records Bureau and other assigned personnel. Develop department procedures for the receipt, storage, security and release of criminal offenders record information based on California Penal Code and departmental guidelines. . Ability to: Develop, evaluate and modifY complex records and data management systems, procedures and equipment.
