HomeMy WebLinkAboutCC Res 4675 1999-01-11 ~ RESOLUTIONNUMBER~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITIONS OF POLICE CORPORAL AND SECRETARY TO POLICE CHIEF I WHEREAS, on January 7, 1999, the Civil Service Board reviewed the job descriptions for Police Corporal and Secretary to the Police Chief and recommended the Position Classification Plan be amended to include those positions, attached as Exhibit A to this resolution; WHEREAS, a salary range schedule for these two positions has been developed and attached as Exhibit B; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby amends the Position Classification Plan to include the position.;; of Police Corporal and Secretary to the Police Chief and sets the wages and benefits for same. Specifications are not intended to reflect al/ duties performed within the job. DEFINITION I To protect persons and property in the prevention of crime and enforcement oflaw and order; may assist in complex investigations and to supervise various patrol and support functions; and to perform a variety of tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Police Sergeant. May exercise supervision over assigned personnel ESSENTIAL FUNCTION STATEMENTS: Essential responsibilities and duties may I/lclude, but are not limited to, the following: . Perform all functions of Police Officer position. . Patrol the City; maintain order; prevent crimes; perform miscellaneous services for the public. . Investigate and report all breaches of civil and criminal law; testify in court; conduct complex and/or sensitive investigations. I . Take part in Crime Prevention and Community Policing efforts. . Perform crime scene investigation . Perform field training officer duties when assigned. . Assist supervisors by providing supplemental oversight of officer activity and report approval as well as assisting Sergeants with their various collateral duties including, but not limited to, equipment control and the writing of training bulletins. . May be called upon to act as Watch Commander in the absence of a Police Sergeant and provide vacation relief for supervisory personnel. . Provide departmental leadership. May have special assignments such as Investigations, Traffic, Crime Prevention/SANE and Old Town Community Policing. 1 MARGINAL FUNCTIONS: Perform any related duties and responsibilities as required. Reso.lut.ion Number~ OUALIFICATIONS: Knowledl!:e of: Comprehensive understanding of community-oriented policing philosophy. Criminal law, investigation and crime pervention methods. Rules of evidence and the laws governing the custody of persons. Police recordkeeping requirements. Pertinent Federal, State and local codes, laws and regulations. Seal Beach Police rules, regulations, policies, procedures and police activities. I Ability to: Analyze law enforcement problems and adopt effective programs for action. Interview and interrogate in an effective and professional manner. Analyze law enforcement problems, identify solutions, project consequences of proposed actions and adopt effective programs for action. Communicate clearly and concisely, both orally and in writing. Direct, organize and review the work of subordinates. Establish and maintain effective working relationships with those contacted in the course of work. Demonstrate initiative and leadership. Analyze situations quickly and objectively and determine appropriate course of action. Guide and direct subordinate law enforcement personnel. Maintain physical condition appropriate to the performance of assigned duties and responsibilities Ensure adherence to safe work practices and procedures. EXPERIENCE AND TRAINING GUIDELINES Any combmation of experience and training that would likely provide the reqUired knowledge and abilities is qualifYmg. A typical way to obtain the knowledge and abIlities would be: I Experience: Two years of sworn police experience with the Seal Beach Police Department and successful completion of probation with most recent performance appraisal meeting or exceeding standards. Other combinations of education and experience may be substituted. Traininl!:: Graduation from 12'h grade or an approved GED with at least 30 semester units of college in police science or related field and possession of basic POST certificate. In year 2002, an Associates degree in police science or related field and possession of an intermediate POST certificate is required. In year 2004, an Associates degree in police science or related field and POST intermediate certificate is required; a Bachelor's Degree is highly desirable. License Possession of a valid driver's license and POST basic certificate. Phvsical Conditions: I Essential and marginal functions require maintaining good physical condition, weight in proportion to height, vision 20120 corrected and free from color blindness. Environmental Conditions: Field and office environment, exposure to elements, computer screens. DEFINITION To provide a variety of police related, highly complex and sensitive administrative and secretarial I support to police chief. SUPERVISION RECEIVED AND EXERCISED Receives direction from Chief of Police an~ division commanders. May exercise supervision over assigned clerical personnel. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to the following: Essential Functions: . Receive caUs, screen inquiries, receive and assist visitors; refer most difficult complaints to the appropriate police personnel in accordance with California penal code requirements. . Compose correspondence, prepare and proofread wide variety of reports, letters, rough' drafts, memoranda and statistical charts; take and transcribe dictation. . Provide administrative and clerical support (including sensitive and confidential matters) to police department staff. . Solve and train other support staff in word processing applications. I . Provide significant support in preparation and administration of annual budget; monitor expenditures including review and processing of purchase requisitions, purchase orders; recommend modifications or adjustments as appropriate, . Maintain peace officer personnel records in accordance with California laws; prepare required legal documents for transmittal to various governmental agencies, courts and allied agencies of state and federal criminal justice system, . Receive, sort, open and distribute department mail to appropriate staff; maintain logs of mail received for office of Police Chief . Maintain control on matters referred to Chief of Police by City Manager. CITY OF SEAL BEACH SECRETARY TO POLICE CHIEF Essential Functions (Continued) . Assist in a variety of special projects and participate in special programs. I . Receive, compile and complete payroll records and other personnel data; review for accuracy and completeness, maintain confidentiality . Maintain daily calendar for Police chief; make travel arrangements, schedule meetings and appointments for police command staff; coordinate meetings for Police Chief and command staff. . Operate a variety of office equipment; input and retrieve data and text; organize and maintain data storage and filing. I I I Resolution Number~ - Mauinal Functions: . OUALIFICATIONS: Knowledl!:e of: Modern office procedures, methods and computer equipment Business letter writing and basic report preparation techniques. Principles and procedures of record keeping. English grammar usage, spelling, punctuation and business vocabulary. Practices used in minutetaking and preparation. Public relations practices and methods. Pertinent Federal, State and local laws, codes and regulations, including those related to peace officer records. \ Ability to: Make independent judgments and decisions based on standard policy and procedure. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Perform responsible and complex secretarial work involving use of independent judgment and personal initiative. Use a variety of computer software programs; operate variety of office equipment. Coordinate and implement multiple projects. Plan effectively, prioritize assignments, and meet deadlines Maintain confidential reports and records. EXPERIENCE AND TRAINING GUIDELINES Any combinallon of experience and trainmg that would likely provide the required knowledge and abilities is qualifymg. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible administrative and secretarial experience, including one year with criminal justice system experience. Traininl!:: Equivalent to the completion of the twelfth grade supplemented by specialized secretarial training. WORKING CONDITIONS: Environmental conditions: Office environment, exposure to computer screens. Phvsical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods oftime, extensive use of computer keyboard.
