A RESOLUTION OF lHE CITY COUNCIL OF lHE CITY OF SEAL BEACH SUPPORTING RED IMPORTED FIRE ANT CONTROL MEASURES BY THE CALIFORNIA DEPARTMENT OF FOOD AND AGRICULTURE WHEREAS, the Red Imported Fire Ant (RIFA) will negatively affect the quality of life of Orange County Citizens if not controlled and/or eradicated and the California Dcpartment of Food and Agriculture (CDF A) has stated they would need strong public support to conduct RIF A control measures; and I WHEREAS, in a Sacramento meeting, January 19, 1999, State of California agencies continue to study RIF A response optJons, with no decision to date, and the CDF A is best qualified and funded to conduct Orange County firc ant control mcasures; and WHEREAS, the treatment being considered is a dry com cob granule (not liquid spray), which may need to be applied by aircraft to reach hidden RIF A colonies; and WHEREAS, finc com cob granules, treated with soybean oil (bait) and an insect specific growth regulator are being considercd for use with the oil bait attractant carried by workcr ants and kilhng the colony in 4-8 weeks; and WHEREAS, the insect growth regulator IS non-toxic to humans, pcts and other vertebrates at rcquired dosage rates, does not act on mammalian nervous systems like many insecticides but it is specific to inscct hormone systems by altering their normal growth processes; and WHEREAS, thc Orange County Vector Control District has safely used similar regulators that degrade rapidly after application for mosquito control for 20 years; and WHEREAS, RIF A control application may affect other local insects. However, once the treatments are discontinued, affectcd insect populations will rapidly recover when the affected species repopulate treated areas from surrounding untreated areas; and I WHEREAS, strong public support for these control measures is needed to cncourage officials to make an affirmation decision to conduct RIF A control measures, and are preferred rather than the environmental impact of frequent citizen treatments using vastly higher dosages of less selective "off-the-shelf' pesticides; and WHERAS, the minor impact that can be expected from aerial RIF A applications will be negligible compared to the significant, long term, adverse public health and environmental impact that will result if the RIF A is not controlled. NOW. THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby supports RED Importcd Fire Ant Control measures by the California Department of Food and Agriculture PASSED, APPROVED AND ADOPTED by the City Council of Seal Beach on , 1999 by the following vote: day of AYES.
