OF THE CITY OF SEAL BEACH SUPPORTING A REQUEST FOR STATE FUNDING FOR THE ORANGE COUNTY FIRE AUTHORITY REGIONAL FIRE OPERATIONS AND TRAINING CENTER WHEREAS, Orange County Fire Authority (OCFA) provides regional emergency and fire service to 19 Orange County cities and the unincorporated area, serving an urban population of more than 1.1 million in an area of 511 square miles and is the third largest fire agency in the State of California; and I WHEREAS, as an all-risk, regional emergency service provider, the Orange County Fire Authority conducts critical operations out of inadequate and outdated headquarters facilities, including the Emergency 911 Dispatch Center as well as being unable to provide essential training in existing facilities; and WHEREAS, through agreements with the State of California, OCF A provides fire and emergency services to the California Department of Forestry, the Office of Emergency Services, the University of California Irvine and the Lost A1amitos Armed Services Reserve Center; and WHEREAS, OCFA has received an irrevocable offer of dedication of 16.5 acres ofland from the Irvine Company, valued at over $10 million and must be used for a Regional Fire Operations and Training Center with the conveyance of the property occurring no later than January 1, 2000 or the site will revert back to the owner; and WHEREAS, while a conceptual site plan has been developed for the regional center, detailed site development plans must be prepared to continue progress on this facility with partial funding sought to hire appropriate technical consultants and an architect of record to begin the necessary site development work, and I WHEREAS, the conceptual site plan includes an Emergency 911 Dispatch Communications Center, Training Center and Drill Grounds, Automotive Center, Material Management Center and Public Services Support Center with site development costs estimated at $5.9 million and construction costs estimated at $42.6 million. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach strongly urges California legislators to support state funding to initiate site development and preliminary design for the proposed OCF A Regional Fire Operations and Training Center.
