A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SEAL BEACH APPROVING AN
EXTENSION OF TIME TO APRIL 14, 2000 TO
RELOCATE THE BOTTOM HOLE LOCATION
OF WELL NUMBER 21 OF THE ALAMITOS
LEASE (BREITBl!RN)

THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
WHEREAS, on December 12, 1997 Breitburn Energy Corporation submitted an
application to the City of Seal Beach for a "Council Permit" to relocate
the bottom hole of two (2) wells within their lease. Specifically, the two
wells proposed for rework are wells 21 and 25; and
WHEREAS, the subject property is located with the Weapons Support Facility Seal
Beach (WSFSB); north of Pacific Coast Highway and east of Seal Beach
Boulevard; and
WHEREAS, the site has been in continuous production for over 43 years and contains
27 existing wells broken down as follows: 13 oil producing wells, water
injection wells and 12 shut-in wells; and
WHEREAS, the City of Seal Beach has determined that the proposed project is
categorically exempt for CEQA review (~~ 15301 and 15302). I
Specifically, the City has made the following findings: ~I5301 - Existing
Facilities. Because the requested reworking of well nos. 21 and 25 consists
of the operation, repair, maintenance, or minor alteration of an existing
private structure, facility or mechanical equipment involving negligible or
no expansion of use beyond that previously existing; ~ 15302 - Replacement
or Reconstruction. Because the requested reworking of well nos. 21 and
25 consist of the replacement or reconstruction of existing structures and
facilities where the new structure will be located on the same site as the
structure replaced and will have substantially the same purpose and
capacity as the structure replaced; and, ~ 15061(b)(3), because it can be
seen with certainty that there is no possibility that the approval may have
a significant effect on the environment.
These findings are based on the fact that no expansion of the subject
wells is proposed and the relocation of the bottom holes consists of
maintenance and re-working of an existing facility. The new bottom
hole locations are at approximately the same depth and located within the
existing "Developed Area" of the Alamitos Lease as the existing bottom
hole locations; and
WHEREAS, all water produced on site in conjunction with the existing oil production
activities (over 90% of the total volume of liquids produced) are re-
injected into the ground. Water re-injection greatly limits or halts
subsidence, even in more porous soils such as exist in the Wilmington field
where a great amount of subsidence occurTed in the 1940's and 1950's; and

WHEREAS, The Navy conducted a study in September 1988 titled, "Subsidence Study
Seal Beach Naval Weapons Station, Seal Beach, California, Report No.
27BC". The report concludes that subsidence which had occurred between
1968 and 1984 (approx. 3 inches near the Breitburn lease site) had begun to

reverse with the closing of three agricultural water wells located within the
base; and

WHEREAS, the City Council considered this requested "Council Permit" to drill at its
meeting of January 12, 1998 and approved the "Council Permit" through
the adoption of Resolution No. 4600, A Resolution of the City Council
of the City of Seal Beach Approving A "Council Permit" to Relocate the
Bottom Hole Locations of Well Numbers 21 And 25 of the Alamitos
Lease (Breitburn), and
WHEREAS, the City Council considered a request for the extension of time to
complete the subject "Council Permit" to drill at its meeting of July 13,
1998 and approved the requested extension of time of "Council Permit"
through the adoption of Resolution No. 4650, A Resolution of the City
Council of the City of Seal Beach Approving an Extension of Time to
April 14, 1999 To Relocate The Bottom Hole Location Of Well Number
21 Of The Alamitos Lease (Breitburn), and
WHEREAS, Breitburn Energy Company has requested a one-year extension from
April 14, 1999 to complete the bottom hole relocation of Well No. 21, in
order to verify the commercial viability of the bottom hole relocation of
Well No. 25, and
WHEREAS, the City Council considered the request for extension to April 14, 2000
to complete the bottom hole relocation for Well No. 21 on March 8,
1999, and

WHEREAS, there have been no changed conditions between January 12, 1998 and
March 8, 1999 to require additional evaluation, and the conditions and
findings of Resolution No. 4600 and Resolution No. 4650 are
unchanged.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Seal
Beach as follows:
Section 1.
The City Council of the City of Seal Beach, pursuant to Section 15A-
22A of the Code of the City of Seal Beach, approves an extension of
time to April 14, 2000 to the "Council Permit" for the Alamitos Lease
site to allow the relocation of the bottom hole of Well Number 21.
Section 2.
Approval of said extension to the "Council Permit" shall be subject to
the terms and conditions imposed in Section 2 of Resolution Number
4600, adopted January 12, 1998.
