RESOLUTION NUMBER 4691
A RESOLUTION OF THE CITY COUNCIL OF THE CiTY OF SEAL
BEACH, CALIFORNiA, SUPPORTING AB 24 AND SB 165
OFFERING LOCAL GOVERNMENT FISCAL RELIEF
WHEREAS, State budget shortfalls in 1992/93 and 1993/94 began a devastating assault on
local government funds when the State shifted billions of dullars in property tax
revenue from cities, counties and special districts to the State's education fund,
and
WHEREAS, this intrusion continues on local government to this day, forcing local
governments to reconcile increasing demands for services with shrinking budgets
and with the property tax funds required to be deposited into the State's education
fund increasing annually in correspondence to the property tax growth rate; and
WHEREAS, specific to Seal Beach, the City has lost over $4.7 million in cumulative property
tax since 1992 and the Redevelopment Agency over $1 million; and
WHEREAS, the State of California no longer suffers from recessiun but rather enjoys a healthy
and robust economy and should now end this harmful incursion into local
government finances to allow cities to use their property taxes for local services
as had been intended; and
WHEREAS, AB 24 (Maddox, Runner/Bates) caps the amount of property tax revenue that can
be transferred to the Education Revenue Augmentation Fund at the amount
transferred in the 1998/99 fiscal year and allows local governments to retain the
growth in property tax revenue; and
WHEREAS, SB 165 (Rainey) reverses the property tax shift that has occurred back to local
government in increments oyer an undetermined period of years
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach
strongly supports both AB 24 and SB 165 and urges our State legislators to adopt this legislation
to reverse the property tax revenue shift that began in the early 1990's.
