RESOLUTION NUMBER ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH SUPPORTING ASSEMBLY BILL 64 (DUCHENY)
RELATIVE TO CALIFORNIA PUBLIC BEACH RESTORA nON
PROGRAMS
WHEREAS, our California coastline and beaches are treasured State resources, providing
natural habitats with significant ecosystems, shoreline protection against severe
storms and limitless recreational opportunities for residents and visitors alike; and
WHEREAS, according to numerous studies, California's coastal beaches are experiencing
erosion and degradation due to statewide human influences that have impacted
and created a dysfunctional natural beach replenishment system that has severely
reduced sand supply to our beaches; and
WHEREAS, the cause and extent of beach erosion knows no political boundaries and causes of
erosion are beyond the political control of local governments; and
WHEREAS, local coastal governments are de facto stewards of the coastline, but are not
fiscally capable of providing for maintenance of such a statewide resource -
maintenance which includes lifeguards, police, coastal accessways, restrooms,
showers, play, picnic and parking facilities, beach cleanup as well as costly beach
sand nourishment programs; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach
hereby supports the approval, passage and signage of Assembly Bill 64 (Ducheny) which would
enact the California Public Beach Restoration Programs to be administered by the California
Department of Boating and Waterways.
