Minutes Approved by: rystal day Acting Direct6rof Community Development City of Seal Beach — Planning Commission February 21, 2017 Chair Machen called the regular meeting of the Planning Commission to order at 7:00 p.m. in the City Council Chambers. Chair Machen led the Salute to the Flag. ROLL CALL Present: Commissioners: Machen, Thomas, Campbell Absent: Commissioners: Aguilar, Klinger Staff Present: Amy Greyson, Assistant City Attorney Crystal Landavazo, Senior Planner Steven Fowler, Assistant Planner Dana Engstrom, Deputy City Clerk APPROVAL OF AGENDA With no objections, Chair Machen so ordered the approval of the agenda as presented. ORAL COMMUNICATIONS Chair Machen opened oral communications. Speakers: Seth Eaker spoke regarding Item 5 in support of staff's recommendation. There being no further requests to speak, Chair Machen closed oral communications. CONSENT CALENDAR 1. Approval of Planning Commission Meeting Minutes from October 17, 2016 Motion by Thomas, second by Campbell, to approve the Planning Commission Meeting minutes from October 17, 2016. AYES: Machen, Thomas, Campbell NOES: None ABSENT: Aguilar, Klinger ABSTAIN: None Motion Carried 2. Approval of Planning Commission Meeting Minutes from January 17, 2017 Motion by Campbell, second by Thomas, to approve the Planning Commission Meeting minutes from January 17, 2017. AYES: Machen, Thomas, Campbell NOES: None ABSENT: Aguilar, Klinger ABSTAIN: None Motion Carried SCHEDULED MATTERS There were no scheduled matters items. Minor Use Permit (MUP) 16 -11 11 B Surfside Avenue Applicant: Mark Wheeler Request: Minor Use Permit (MUP 16 -11) to permit a covered roof access structure to exceed the maximum roof height by 4 feet 6 inches on a proposed single family residence at 11 B Surfside Avenue in the Residential Low Density (RLD -9) zoning area. Recommendation: After reviewing the request, staff recommends that the Planning Commission adopt Resolution No. 17 -2, APPROVING Minor Use Permit 16 -11 with Conditions. Assistant Planner Steve Fowler provided a PowerPoint presentation which summarized the staff report. Mr. Fowler's presentation included site location, site plan, and elevations. Mr. Fowler concluded the presentation stating that no correspondence was received regarding this item. Chair Machen opened the public hearing. Speakers: None. There being no requests to speak, Chair Machen closed the public hearing. Minor Use Permit (MUP) 17 -1 221 151" Street Applicant: Thomas Garland Request: Minor Use Permit (MUP 17 -1) to the alteration of interior walls, add a front porch, a deck and replace a window with a French door in an existing single - family residence on a property which is nonconforming due to parking and setbacks in the Residential High Density (RHD -20) zoning area. Recommendation: After reviewing the request, staff recommends that the Planning Commission adopt Resolution No. 17 -4, APPROVING Minor Use Permit 17 -1 with Conditions. Assistant Planner Steve Fowler provided a PowerPoint presentation which summarized the staff report. Mr. Fowler's presentation included site location, floor plan, and elevations. Mr. Fowler concluded the presentation stating that no correspondence was received regarding this item. Chair Machen opened the public hearing. Speakers: None. PUBLIC HEARING 6. Zone Text Amendment (ZTA) 17 -2 RHD -20 (Residential High Density Zone) Applicant: City of Seal Beach Request: Zone Text Amendment (ZTA) 17 -2 regarding residential development standards in the Residential High Density (RHD -20) zone. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 17- 5, recommending approval of ZTA 17 -2 to the City Council. Senior Planner Crystal Landavazo provided a comprehensive overview of the information provided in the staff report. Chair Machen opened the public hearing. Speakers: Seth Eaker thanked the Commission and staff for moving this item forward and feels there are other items that need to be clarified but indicated he supports staff's recommendation. There being no further requests to speak, Chair Machen closed the public hearing. Motion by Campbell, second by Thomas, to approve Zone Text Amendment (ZTA) 17 -2 regarding residential development standards in the Residential High Density (RHD -20) zone. AYES: Machen, Thomas, Campbell NOES: None ABSENT: Aguilar, Klinger ABSTAIN: None Motion Carried DIRECTOR'S REPORT Senior Planner Crystal Landavazo had no items to report. Page 5 — Planning Commission 2/21 /2017 COMMISSION CONCERNS Commissioner Machen requested an update on the West — End Pump Station. Senior Planner Landavazo indicated this was out of her jurisdiction but was able to provide a brief update. There was an issue with pump one however, pump two kicked on and served its purpose and was able to operate as intended over the weekend.
