RECOMMENDATION: Staff recommends that the Environmental Quality
Control Board receive the presentation, review the
Initial Study/Mitigated Negative I Declaration
(IS/MND) for the Seal Beach Water Infrastructure
Capital Improvement Projects, collect public
comment and provide any additional comments to
staff before April 5, 2017.

DISCUSSION:
The City:of Seal Beach has prepared an initial study/mitigated negative declaration (IS/MND) to
assess the potential environmental effects of improving eight (8) infrastructure facilities as part
of the City's'Capital Improvement Program (CIP): The City is seeking approval for six (6) water
system maintenance, upgrades, and relocation projects; and one (1) beach and pier project to
rehabilitate the Seal Beach Pier: As a result of the City's Water Master Plan Update in 2012,
these GIP'projects, address aging and damaged public works infrastructure in preparation for
future growth and extreme events, specifically, rehabilitation of well pump and booster station
(North Gate Rd), replacement of-chlorination system (North Gate Rd, Navy Reser■oir), feeder
line relocation and extension (Westminster Blvd.), waterline relocation and encasement
extension. (North Gate Rd, Bolsa Chica Storm Drain Channel), water line replacement
(Lampson Ave, Westminster Ave.), utilities replacement and structural rehabilitation (City Pier).

commercial, light.manufacturing recreational, and/or military land uses.
The proposed development of seven water infrastructure facilities as part of the City's Capital
Improvement Programr(CIP) constitutes,a project that is subject to review under the California
Environmental Quality Act (CEQA) 1970 (Public Resources Code, Section 21000 et seq.) and
'the State CEQA Guidelines (California Code of Regulations, Section 15000 et seq.). Further,
these projects are currently undergoing,environmental review to support the creation of a Joint
Powers Authority (JPA), although the City will not be the lead nor responsible for the West
Orange County Connector waterline extension or the two 1-405 Widening waterline
reconfigurations.
An Initial Study has been prepared.bythe City and a third party consultant, Moffattl& Nichol, to
assess the short;term, long-term, and cumulative,environmental impacts that could result from
the proposed water infrastructure. facilities. The report has been prepared to comply with
Section :15063,of'the State CEQA.Guidelines, which sets forth the required contents of an Initial
Study.These include:
• A description of the project, including the location of the projects
• Identification of the environmental setting
• Identification of environmental effects by use of a checklist, matrix, or other methods,
provided that entries on the checklist or other form are briefly explained to indicate that
there is some evidence to support the entries
• Discussion of ways to mitigate significant effects identified, if any
• Examinationof whether the project is compatible with existing zoning, plans, and other
applicable land use controls.
• The name(s) of the person(s) who prepared, or participated in the preparation of the
Initial Study
Measures are,identified to avoid and minimize environmental impacts for each project (Table 4
of the IS/MND). Of the identified measures, ten are standard measures used on construction
projects,,which include the following topical areas: air quality (fugitive dust, locate equipment
away from residential areas, keep construction areas clean, schedule construction vehicles
during non-peak travel time to avoid idling), greenhouse gas (properly tune and maintain
construction equipment and vehicles); hazardous materials (signs of potential impact during
construction, e.g odors, discolored soils, and any hazardous waste, construction activity shall
cease and appropriate; authorities contacted); water quality (follow BMP requirements of the
North Orange County MS 4 permit); noise (sound control shall conform to City's Noise
Ordinance, and construction timing (7am-8pm Monday through Friday, Sam-8pm on Saturday,

and no construction.on Sunday and City holidays); and transportation/traffic (emergency service
providers will be alerted at least two weeks in advance of any temporary lane reductions and
expected delays, construction vehicles shall be schedule to minimize impacts to traffic and
circulation, and community shall be notified of any temporary lane reductions and expected
delays prior to construction, examples include by changeable message sign, posting on the City
of Seal Beach'website, etc.)
A thirty day public review period is being'.held from March 7, 2017 through April 5, 2017. During
this period the IS/MND is available for public review at City Hall, on the City webpage
(http://www.sealbeachca.gov/Departments/Community-Development/Planninq-
Development/Environmental-Documents Under-Review), and all three public libraries within the
City of Seal" Beach. At this March 22, 2017 Environmental Quality Control Board (EQCB)
meeting, the City and a representative from Moffatt & Nichol will provide a presentation
regarding the environmental review process to the EQCB at a public meeting. EQCB members
were provided with a copy of the IS/MND.and were asked to review the document and provide
any comments to staff prior to,April,.5, 2017. At the time of this report, staff has received one
comment from the Naval Weapons Station Seal Beach with questions on anticipated
construction timing for two projects (Navy Reservoir chlorination system upgrades and 1-405
Widening waterline reconfiguration at the Bolsa Chica Storm drain channel). This comment will
be shared with the Board and additional public comments will be taken at the meeting.
RECOMMENDATION
Staff recommends that the Environmental Quality Control Board receive the presentation,
review the Initial Study/ Mitigated Negative: Declaration(IS/MND) for the Seal Beach
Infrastructure Capital Improvement Projects,-take public comments, and provide any comments
to staff before April 5, 2017.
