APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS &
ORDINANCES
City Clerk Robin Roberts provided a description of items distributed after the posting of
the agenda including email communications from Robert Goldberg regarding Items B
and E, email communications with Council Member Moore regarding Items B and E,
and email communications with Council Member Sustarsic regarding Item B.
Additionally, a PowerPoint presentation was provided for the Mid -Year Budget.
PRESENTATIONS /RECOGNITIONS
There were no scheduled Presentation /Recognition Items.
ORAL COMMUNICATIONS
Mayor Massa -Lavitt opened oral communications. Speakers: Sergeant Mary Martinez
joined by the President of the Police Officers Association, Erik Tittle and the President
of the Police Management Association, Mike Ezroj, and joined by several members of
the Seal Beach Police Department, read a statement and thanked the City Manager,
City Council, and City staff for their unwavering support of the Police Department during
the personnel investigation of the former Chief and spoke in support of City Manager Jill
Ingram. David Burgis spoke regarding the proposed LA Fitness at the Shops at
Rossmoor. Paul Yost joined by four former Mayors including Gwen Forsythe, Gary
Miller, Patty Campbell, and Ronald Kradell, spoke regarding a change in City
Management. Robert Goldberg spoke regarding Item E. Bruce Bennett spoke
regarding Item E. Having no further requests to speak, Mayor Massa -Lavitt closed oral
communications.
CITY ATTORNEY REPORT
City Attorney Craig A. Steele indicated that Council met in Closed Session and took no
reportable action on the three items posted on the agenda.
CITY MANAGER REPORT
City Manager Jill R. Ingram had nothing to report for this meeting.
COUNCIL COMMENTS
Council Member Sustarsic reported that she took a tour of the Naval Weapons Station
and the National Wildlife Refuge last week, thanking Gregg Smith and his Commanding
Officer. Additionally, Sustarsic thanked Elizabeth Lamb and Erik Zon for the Los
Cerritos Wetlands tour.
Council Member Deaton thanked the Police Department for coming out and for their
service to the community.
Mayor Pro Tern Varipapa reported that he had attended the Naval Weapons tour and
thanked Gregg Smith and his Commanding Officer. Additionally, he indicated he
attended the Americana Awards honoring Laura Ellsworth.
Council Member Moore indicated he recently attended a Golden Rain Foundation board
meeting at Leisure World. He thanked the Police Department for showing their support
today and for clearing out a homeless encampment in College Park West.
Mayor Massa -Lavitt reported that she attended the Concerned Coastal Communities
Coalition meeting indicating that State Lands Commission is now interested in Seal
Beach. Additionally, Mayor Massa -Lavitt thanked the Police Department for serving the
City and community well.
CONSENT CALENDAR
Sustarsic moved, second by Moore, to approve the recommended actions on the
Consent Calendar.

meeting February 27, 2017 — Approve by minute order.
B. Demands on City Treasury (Fiscal Year 2017) — February 27, 2017 — Ratification.
C. Notice of Completion for Eisenhower Park Tot Lot Rehabilitation Project CIP No.
PR1602 - Adopt Resolution No. 6718 accepting the Eisenhower Park Tot Lot
Rehabilitation Project CIP No. PR1602 by R.E. Schultz Construction in the
amount of $177,160; and Direct the City Clerk to file a "Notice of Completion"
with the Orange County Clerk- Recorder within ten (10) days from the date of
acceptance, and to release the retention of $17,716 35 days following the filing of
the Notice of Completion.

NEW BUSINESS
D. Ordinance No. 1665, an Ordinance of the City Council of the City of Seal Beach
Repealing Chapter 7.65 of Title 7 of the Code of the City of Seal Beach
Regarding Sex Offender Residency Restrictions — Introduction of Ordinance No.
1665, an Ordinance of the City Council of the City of Seal Beach Repealing
Chapter 7.65 of Title 7 of the Code of the City of Seal Beach Regarding Sex
Offender Residency Restrictions.
City Attorney Craig A. Steele provided a comprehensive overview of the staff report.
Massa -Lavitt moved, second by Deaton, to approve the introduction of Ordinance 1665
repealing Chapter 7.65 of Title 7 of the Code of the City of Seal Beach Regarding Sex
Offender Residency Restrictions.

E. Fiscal Year 2017 Mid -Year Budget Review — Receive and file the Fiscal Year
2017 Mid -Year Budget Review presentation.
Director of Finance Vikki Beatley provided a comprehensive overview of the staff report
along with a PowerPoint presentation. Additionally, she announced that there will be a
workshop in the near future regarding oil revenue.
Council Member Deaton asked Director of Finance Vikki Beatley to address the public
comment questions regarding the budget for clarification purposes indicating staff's
numbers in the presentation are accurate.
Acting Chief Joe Miller clarified why the Police Department is over budget in overtime
noting staffing levels; however, there will be a cost savings due to unfilled vacancies,
indicating they will come out within total budget by the end of the fiscal year.
Director of Finance Vikki Beatley clarified the numbers for the Transient Occupancy Tax
for Council Member Moore. Additionally, Director Beatley indicated in response to
Council Member Moore's inquiry that the City is going to begin transitioning revenue line
items to the appropriate division that generates the revenue in the general fund.
Council Member Moore also requested a color coding system during the transition.
Council Member Varipapa clarified that the mid -year budget review evaluates the period
between July and December 2016 and Director Beatley clarified that we do not budget
by month, rather aggregate by year. Additionally, Director Beatley indicated that the
City Council previously authorized a budget amendment to provide funding to cover the
cost of the winter storms in response to Council Member Varipapa's question regarding
how the storms will affect the overall budget.
Mayor Massa -Lavitt stated that this item would be received and filed.
ADJOURNMENT
Mayor Massa -Lavitt adjourned the City Council meeting at 8:46 p.m., to Monday,
March 27, 2017 at 5:30 p.m. to meet in closed session, if deemed necessary.
