BACKGROUND AND ANALYSIS: This section does not apply to this item. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. ROLL CALL Present: Mayor Massa -Lavitt Council Members: Varipapa, Deaton, Moore, Sustarsic Absent: None City Staff: Quinn Barrow, Assistant City Attorney Jill R. Roberts, City Clerk ORAL COMMUNICATIONS Mayor Massa -Lavitt opened oral communications. Speakers: Ray Zioli, Greg Kersey, Robert Goldberg and Bruce Bennett. There being no further requests to speak, Mayor Massa -Lavitt closed oral communications. STUDY SESSION A. Oil Revenue Recovery City Manager Jill Ingram introduced Oil Revenue Recovery Study Session item with a brief history. Director of Finance Vikki Beatley presented slides regarding oil revenues received by the City. She then introduced Kenneth Ramos and Jeremiah Twomey of Millennium Consulting, LLC who provided a PowerPoint presentation regarding the proposal and scope of work for Consulting Services. During the presentation there was general discussion regarding analysis of City Municipal Codes, pipeline audits, slant drilling evaluation, crude oil revenue recoveries and previous services provided by Municipal Petroleum Analyst. Due to time constraints, Deaton moved, second by Sustarsic, to continue the discussion to a Study Session on Monday, April 20, 2017. Council Member Deaton requested Item F be pulled from the consent calendar for separate consideration. Council Member Moore requested Item H be pulled from the consent calendar for separate consideration. Council Members Sustarsic and Moore indicated that they would be abstaining from Item I since they were elected after negotiations. Deaton moved, second by Varipapa, to approve the recommended changes to the Consent Calendar. AYES: Massa - Lavitt, Varipapa, Deaton, Moore, Sustarsic NOES: None ABSENT: None ABSTAIN: None Motion carried PRESENTATIONS /RECOGNITIONS * 2017 Tsunami Awareness Proclamation ORAL COMMUNICATIONS Mayor Massa -Lavitt opened oral communications. Speakers: Robert Goldberg spoke regarding Item H, Dave Burgess spoke regarding the proposed LA Fitness project, Joyce Ross Parque spoke regarding various public record requests, transparency, and recent articles in the SUN Newspaper. Bruce Bennett spoke in support of the Strategic Planning Workshop. Having no further requests to speak, Mayor Massa -Lavitt closed oral communications. CITY ATTORNEY REPORT Assistant City Attorney Quinn Barrow indicated that there was nothing to report. CITY MANAGER REPORT City Manager Jill R. Ingram introduced Director of Public Works Steve Myrter who provided an update on the remediation efforts at the Senior Center. COUNCIL COMMENTS Council Member Sustarsic reported that she attended the Lampson Avenue Water Well Dedication for Alan Bramlett. She further stated that last Friday she attended her last class for the UCI Public Policy Making Academy. Council Member Deaton congratulated Commander Steve Bowles on his promotion and Virginia Haley on her 100th Birthday. Mayor Pro Tern Varipapa thanked the City Clerk's Office for providing organized and updated information. Council Member Moore stated that he attended a Fraud Prevention Awareness meeting at Leisure World and thanked the Police Department. COUNCIL ITEMS A. Review of Senior Mobility Program — Consideration of modifying the existing Orange County Transportation Authority (OCTA) Senior Mobility Program Agency Service Plan. (Moore) Deputy Director of Public Works Michael Ho provided an overview of the agenda item requested by Council Member Moore to add the Veterans Administration (VA) Hospital in the City of Long Beach to the City's Dial -A -Ride program. There was general discussion regarding the Senior Mobility Program costs and service hours. Deputy Director Ho indicated that to add the VA Hospital to the program would not increase the cost to the City. Moore moved, second by Deaton, to modify the existing Orange County Transportation Authority (OCTA) Senior Mobility Program Agency Service Plan to include service to the VA Hospital in Long Beach. Appointment to the Environmental Quality Control Board - Emergency Acting Appointment of Rich Coles to the Environmental Quality Control Board (EQCB) as representative for District Three. (Varipapa) City Clerk Robin Roberts provided a summary of the EQCB appointment process. Varipapa moved, second by Deaton, to appoint Rich Coles to the Environmental Quality Control Board (EQCB) as representative for District Three as an Emergency Acting appointment. Varipapa moved, second by Massa - Lavitt, to approve the recommended actions on the Consent Calendar with the exception of pulled Items F, H and K. Quarterly Report of City Manager Authorized Contracts — Receive and file. Memorandum of Understanding (MOU) between the City and the Orange County Employees Association (OCEA) - Resolution No. 6720 approving the MOU with OCEA with an effective date of July 1, 2016. Second Reading and Adoption of Ordinance 1665 — Waive further reading and adopt Ordinance No. 1665, an Ordinance of the City Council of the City of Seal Beach Repealing, Chapter 7.65 of Title 7 of the code of the City of Seal Beach regarding Sex Offender Residency Restrictions. ITEMS REMOVED FROM THE CONSENT CALENDAR F. Seal Beach Shores Monitoring Affordable Housing - Resolution No. 6719 approving an agreement amendment with JWA Urban Consultants for Seal Beach Shores Affordable Housing Monitoring services in an amount not to exceed $12,000. Director of Finance Vikki Beatley gave an overview of the agenda item indicating the needs to increase services relating to the Seal Beach Shores Affordable Housing Monitoring services. There was general discussion regarding the audit process, changes in Seal Beach Shores management services and work progression moving forward. JWA Urban Consultants representative Jack Wong answered Council questions. Deaton moved, second by Varipapa, to approve Resolution No. 6719 approving an agreement amendment with JWA Urban Consultants for Seal Beach Shores Affordable Housing Monitoring services in an amount not to exceed $12,000. City of Seal Beach Strategic Plan — Six Month Strategic Objectives Update - Receive and file the City of Seal Beach Six -Month Strategic Objectives update. Director of Finance /City Treasurer Vikki Beatley addressed Council Member Moore's inquiry regarding the 5 Year Finance Plan. Council Member Deaton thanked Bruce Bennett for his attendance at past Strategic Planning Workshops and explained the process in which the goals and deadlines are established. The City Council received and filed the report. K. Plans and Specifications for Westminster Avenue Rehabilitation Project CIP No. ST1610 and Westminster Avenue Median Improvement Project CIP NO. ST1509 from West City Limits to Seal Beach Boulevard - approve the plans and specifications for the Westminster Avenue Rehabilitation Project CIP No. ST1610 (Task 1); Westminster Avenue Median Improvement Project CIP No. ST1509 (Task 2); and authorize the solicitation for bids. Associate Engineer Cesar Rangel provided an overview of the Westminster Avenue Median Improvement project. There was general discussion regarding the project including the scope of improvements. Varipapa moved, second by Moore, to approve the plans and specifications for the Westminster Avenue Rehabilitation Project CIP No. ST1610 (Task 1); Westminster Avenue Median Improvement Project CIP No. ST1509 (Task 2); and authorize the solicitation for bids. An Ordinance of the City of Seal Beach Amending Table 11.2.05.015 and Section 11.2.05.015.D of Chapter 11.2.05 Title 11 of the Seal Beach Municipal Code Relating to Residential Development Standards for Properties Abutting Seal Way in the RDH -20 Zone - Introduce and conduct first reading of Ordinance No. 1666, amending Table 11.2.05.015 and Section 11.2.05.015.D of Chapter 11.2.05 Title 11 of the Seal Beach Municipal Code relating to residential development standards for properties abutting Seal Way in the RHD -20 zone. Acting Community Development Director Crystal Landavazo summarized the staff report noting that this action is required to reestablish residential development standards on Seal Way, as formerly provided in Title 28. During her presentation, there was general Council discussion regarding the previous Title 28 changes and additional updates to Title 11 that could be required. Mayor Massa -Lavitt opened the public hearing. Speakers: None. There being no requests to speak, Mayor Massa -Lavitt closed the public hearing. Deaton moved, second by Moore, to introduce the first reading of Ordinance No. 1666, amending Table 11.2.05.015 and Section 11.2.05.015.D of Chapter 11.2.05 Title 11 of the Seal Beach Municipal Code relating to residential development standards for properties abutting Seal Way in the RHD -20 zone.
