SUBJECT: DESIGNATE CITY AGENT FOR DISASTER RELIEF VIA
RESOLUTION
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6725 to approve, via resolution, the
designation of a primary contact (City Agent) for the purpose of obtaining federal
disaster financial assistance through the State of California Office of Emergency
Services (CalOES) and the Federal Emergency Management Agency (FEMA).
BACKGROUND AND ANALYSIS:
As a result of the recent winter storms President Trump declared a major disaster
on March 16, 2017 (DR -4305) for sixteen California counties including the
County of Orange, beginning January 18th to 23rd, 2017. The City of Seal Beach
is therefore eligible to apply for Federal disaster assistance through CalOES for
damages incurred during the disaster period.
The City of Seal Beach has applied for federal disaster assistance to cover the
following qualifying projects:
1. Building Repairs
2. Damage to flood control
3. Pump Rentals
4. Damage to parks and greenbelts
5. Debris removal
Preliminary repair cost estimates are $600,000. The final project sheets and
"City Agent" Resolution must be filed by the deadline of April 11, 2017. Upon
adoption of a Resolution, future disaster reimbursements will be covered,
eliminating delays.

To be in compliance with State and Federal regulations, the City must designate
individual(s) as the City Agent to attend to all matters including all assurances
and agreements required that pertain to State and Federal disaster assistance.
As stated in the attached Resolution, City Council is asked to authorize the City
Manager, and /or the Director of Finance /City Treasurer, and /or the Seal Beach
Chief of Police as the designated City Agent(s).
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
There is no legal analysis required for this item.
FINANCIAL IMPACT:
There is no financial impact. Approval may allow the City to recover FEMA
reimbursement funds for disaster related expenditures.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 6725 designating
one or more City Agents to act on City's behalf for recovery of disaster funds.

RESOLUTION NUMBER 6725
A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DESIGNATING THE CITY MANAGER, DIRECTOR OF FINANCE
AND /OR THE CHIEF OF POLICE TO SERVE AS AGENTS TO
ACT ON BEHALF OF THE CITY OF SEAL BEACH FOR THE
ACCEPTANCE OF FEDERAL DISASTER RELIEF FUNDS AND
TO PROVIDE ALL REQUIRED ASSURANCES AND
AGREEMENTS PERTAINING TO SUCH FEDERAL DISASTER
ASSISTANCE FUNDS
WHEREAS, to be in compliance with State and Federal guidelines for
disbursement and receipt of federal disaster funds, certain individuals are
designated and empowered to serve as agents on behalf of the City of Seal
Beach to facilitate claims and receipt of federal disaster funds;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. The City Manager and /or the Director of Finance and /or the Chief of
Police are hereby authorized to execute for and on behalf of the City of Seal
Beach, a charter city established under the laws of the State of California, this
application and to file it with the California Governor's Office of Emergency
Services for the purpose of obtaining certain federal financial assistance under
Public Law 93 -288 as amended by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act of 1988, and /or state financial assistance under the
California Disaster Assistance Act.
Section 2. The City of Seal Beach, a charter city established under the laws of
the State of California, hereby authorizes its agent(s), as set forth in Section 1,
above, to provide to the Governor's Office of Emergency Services for all matters
pertaining to such state disaster assistance the assurances and agreements
required.
Section 3. This is a universal resolution and is effective for all open and future
disasters up to three (3) years following the date of approval below.
Section 4. The members of the Seal Beach City Council are as follows:
Sandra Massa - Lavitt, Mayor
Mike Varipapa, Mayor Pro Tem
Ellery A. Deaton, Council Member
Thomas Moore, Council Member
Schelly Sustarsic, Council Member
Section 5. The City Clerk shall certify to the adoption of this resolution.
