Item G: Q1) Is there a before /after analysis on these? See attached. Q2) Is this the best you feel we can do renewing these leases? As stated in the staff report, the entire package is a mixed bag - - that is, the market rate for neighboring municipalities varies significantly based on term, location and lessee. These four leases are held by four different service providers, each with their own cost structures. It is difficult to obtain an "apples to apples' rate comparison based on the myriad of factors that go into developing the rate. However, we believe this is the best deal in light of the various dynamics listed in detail on page 3 of the staff report and after extensive discussion regarding the lease terms, and several revisions to the original proposal.
