HomeMy WebLinkAboutCC Res 4576 1997-10-20 I I I ... ,,' ~ RESOLUTION No. %;10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA APPROVING THE CITY'S PARTICIPATION IN THE HOUSING AND COMMUNITY DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE (YEAR XXIV) THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, it is the intent of the City of Seal Beach to participate in the filing of an application with the County of Orange for a grant authorized under the Housing and Community Developm.ent Act of 1974; and WHEREAS, die Housing ~and Community Development Act of 1974 authorizes cities under 50,000 in population to enter into cooperative agreements with the county in which they are located for the purpose of undertaking essential community development activities; and WHEREAS, the Federal government requires participating cities to provide certifications that the funds will be obtained and utilized pursuant to Federal law and policy; and WHEREAS, the City Council approves the following projects, in order of priority, to be included in the City's grant proposal: 1. Seal Beach Boulevard Reconstruction Project (Electric Avenue to Pacific Coast Highway) - S250.000 In general, the City will utilize funds to renovate the existing public right of way on Seal Beach Boulevard from Electric Avenue to Pacific Coast Highway. Proposed improvements may include: reconstruction of curb, gutter, sidewalk, street pavement, and drainage improvements; upgraded drainage facilities; bicycle facilities; landscaped and irrigated parkways, planters, and medians; and decorative enhancements such as entrance treatments, decorative hardscape, trash containers, lighting, and street furniture. The exact nature and detail of the improvements will be determined by available funding, the outcome of future public discussion, and City Council approvals. This portion of Seal Beach Boulevard serves as a principal entrance into Old Town, yet is one of the most rundown areas in the City. 2. Youth Aftercare / Dav Care - SIO.OOO This is a continuation of ongoing programs. Youth Aftercare - The City uses funds to provide additional recreation supervisors for after-school programs. The funding allows school aged children from low and moderate income families to participate in Seal Beach Recreation sponsored after-school and summer activities which currently are available only at a cost. The program includes after- school activities including sports fundamentals and other activities for local children and teenagers to provide alternative after-school activities. QualifYing low/mod families are eligible for funding to use toward the above mentioned youth activities. Day Care Assistance - The City uses funds to assist qualifYing low/moderate income families in the payment of day care services. This year's request is to maintain the program initiated during PY 16. The City's Recreation Department has administered this program for sev~ral years and is requesting funding to continue this program. TOTAL REQUESTED $260,000 Resolution Number~ NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach does hereby adopt the Housing and Community Development Block Grant Proposal and Certifications for Program Year 24 (XXIV).
