RESOLUTION NUMBE~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH URGING CONTINUED FUNDING AND
OPERATION OF THE LOS ALAMITOS CONTROL TOWER
WHEREAS, the Los Alamitos Armed Forces Reserve Center is located in an area over
which flights from Long Beach, Orange County, Fullerton, Los Angeles
and the Reserve Center airports routinely fly; and
WHEREAS, in 1995, 108,425 flights took place, increasing to 118,496 in 1996,61,000
of which were below 2,500 feet; and
WHEREAS, the air traffic includes commercial, general, and military aviation, all of
which enters, exists, or traverses the air space above the Los Alamitos
Tower, averaging 7 flights per hour and 167 per day; and
WHEREAS, the flights over the Los A1amitos Armed Forces Reserve Center are under
the control of the Los Alamitos Tower and without the Tower, flights over
the western Orange County region would be uncontrolled and without
traffic control advisories making safety a major concern; and
WHEREAS, while the Los Alamitos Armed Forces Reserve Center is under the control
of the California Army National Guard, the Tower controllers are civilian
employees of the United States Army and subject to U.S. Army budgetary
decisions which nearly closed the Tower as a result ofa $14 million Army
reductions in force (RIF) plan, which equates to $1 million locally, for 14
controller positions, support supplies, and materials.
WHEREAS, with the assistance of Congressman Dana Rohrabacher and other state and
federal legislators, funding was reinstated, but only assured for the
remainder of the federal fiscal year, October I, 1998, and
WHEREAS, the safety of a broad region of Orange County demands continued
operation of the los A1amitos Control Tower.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach strongly urges our federal and state legislators to support the continued funding of
Air Traffic Controllers at the Los Alamitos Armed Forces Reserve Center.
