Minutes City of Seal Beach — Planning Commission April 3, 2017 Chair Machen called the regular meeting of the Planning Commission to order at 7:00 p.m. in`the City Council Chambers. Chair Machen led the Salute to the Flag. ROLL CALL Present: Commissioners: Machen, Thomas, Aguilar, Campbell Absent: Commissioners: Klinger Staff Present: Amy Greyson,.Assistant City Attorney Crystal Landavazo, Senior Planner Steven Fowler, Assistant Planner Robin Roberts, City Clerk APPROVAL OF AGENDA With no objections, Chair Machen so ordered the approval of the agenda as presented. ORAL COMMUNICATIONS Chair Machen opened oral communications. Speakers: Shannon Brennan and David Powell spoke in support of the proposed LA Fitness project. There being no further requests to speak, Chair Machen closed oral communications. CONSENT CALENDAR 1 . Approval of Planning Commission Meeting Minutes from March 6, 2017 Motion by Aguilar, second by Thomas, to approve the Planning Commission Meeting minutes from March 6, 2017. AYES: Machen, Thomas, Campbell, Aguilar NOES: None ABSENT: Klinger ABSTAIN: None Motion Carried SCHEDULED MATTERS There were-no scheduled matters on the agenda. NEW BUSINESS 1.. Minor Use Permit (MUP) 17-2 211 17th Street Applicant: Janet Hundertmark Request: Minor Use Permit (MUP) 17-2 to allow interior alterations to an existing duplex to remodel the front unit by altering walls along with relocating the front door of the front unit on a property which is Page 2 Planning Commission 4/3/2017 nonconforming due to parking, density, setbacks in the Residential High Density (RHD-20) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 17-8, approving MUP 17-2 with conditions. Assistant Planner Steven Fowler provided a comprehensive overview of the information provided in the staff report. Additionally, he indicated that a letter of support to approve this project was provided to the Commissioners on the dais. Chair Machen opened the public hearing. Speakers: Janet Hundertmark spoke regarding the purpose of her application. Seth Eaker spoke in support Of MUP 17-2. There being no further requests to speak, Chair Machen closed the public hearing. Motion by Campbell, second. by Thomas, to approve Resolution No. 17-8, approving MUP 17-2 with conditions. AYES: Machen, Thomas, Campbell, Aguilar NOES: None ABSENT: Klinger ABSTAIN: None Motion Carried Assistant City Attorney Amy Greyson stated that the 10 day appeal period begins tomorrow. PUBLIC HEARING 2. Conditional Use Permit{CUP) 17-2 1011 Electric Avenue Applicant: Steven Sennikoff Request: Conditional Use Permit (CUP) 17-2 to allow an interior remodel and the addition of a 2nd story within an existing residence on a property that is nonconforming due to setbacks in the Residential High Density (RHD- 20) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 1.7-9, approving CUP 17-2. Assistant Planner Steven Fowler provided a comprehensive overview of the information provided in the staff report. Additionally, he indicated there has been no correspondence from the legal notices. Page 3 — Planning Commission 4/3/2017 Chair .Machen opened the public hearing. Speakers: The architect for the project, Steven Sennikoff, spoke regarding his application. Tom Quinn, the neighbor of the applicant asked for clarification regarding modifications to the garage. Seth Eaker complimented the architect and family and spoke in support of the project. There being no further requests to speak, Chair Machen closed the public hearing. Motion by Campbell, second by Aguilar, to adopt Resolution No. 17-9, approving CUP 17-2. AYES: Machen, Thomas, Aguilar, Campbell NOES: None ABSENT: Klinger ABSTAIN: None Motion Carried Assistant City Attorney Amy Greyson stated that the 10 day appeal period begins tomorrow. DIRECTOR'S REPORT Acting Director Crystal Landavazo had no items to report. COMMISSION CONCERNS There were no Commission concerns to report.
