We serve a majority of the U.S. Pacific Fleet
• The only major weapons station port within 1,000
miles of the fleet concentration in San Diego
Navy growing and ships moving from Atlantic to
Pacific Fleet = More ships to support
Need to recapitalize base infrastructure, most of
which is 50 -70+ years old

Ammunition Wharf - Current Status
The current base ammunition wharf is past it's design life, unable
to support current and future fleet requirements and has other
deficiencies.
• Built in 1953, before the advent of modern earthquake codes
• Too small to support larger Navy ships such as helicopter
carriers (LHAs and LHDs)
• Too small to support the loading of two medium -sized ships at
the same time
• Security and safety concerns due to adjacent civilian small craft
channel.

Draft EA Findings - Project Construction
No significant environmental impact, with avoidance, minimization, and
mitigation efforts employed when necessary:
Biological Resources
• Wildlife monitors would be in place and would stop construction if
marine mammals enter project area.
• Displaced eelgrass beds in Anaheim Bay would be replaced.
Noise
• Pile driving would be the primary noise source. At distance to
nearest homes, noise would be at background traffic levels.
Boat Traffic
• Construction would be phased so that small craft navigation channel
to Huntington Harbour remains available.

Draft EA Findings - Project Operations
No significant environmental impact, with avoidance, minimization, and
mitigation efforts employed when necessary:
Ocean Circulation
• Flushing times for Huntington Harbour and the Seal Beach National
Wildlife Refuge would improve.
View
• Some views from Seal Way homes would be temporarily blocked
when some types of ship are in port.
Beach Erosion
• The project would not impact beach erosion.
Air Emissions
• Air emissions would increase due to additional and larger ships
visiting, but would remain within the area's AQMD emissions budget.
