BACKGROUND AND ANALYSIS: This section does not apply to this item. ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. Roberts, City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS & ORDINANCES City Clerk Robin Roberts read into the record that an email communication was received from Council Member Moore regarding various items and staff responses were sent to Council Members. PRESENTATIONS /RECOGNITIONS • Naval Weapons Station Seal Beach — Pier Replacement Project Update • Run Seal Beach — Fastest Resident Award • Drowning Prevention Awareness Proclamation 2017 • Federal Emergency Management Agency (FEMA) Flood Map Update ORAL COMMUNICATIONS Mayor Massa -Lavitt opened oral communications. Speakers: Lois Cordigan spoke in support of the proposed LA Fitness project. Shannon Switzer thanked Council and staff for their support and coordination with the Seal Beach Car Show, Tank Farm for the Classic Motorcycle component, Gregg Smith at the Naval Weapons Station (parking), and the Chamber Members. Additionally, she invited everyone to attend some of the upcoming Chamber events in town: the Be More Healthy Expo (June 3, 2017 from 9am- 3pm), the Chamber Member Mixer at Temecula Olive Oil Company (May 10, 2017 at 5:30pm), Summer Concert series beginning July 6th (6 -8pm on Wednesdays). Julia McConaghy spoke regarding the FEMA re- mapping project. Vanessa Wiener, Jessica Bay, Carlen Brines, Beverly Houghton, Bertha Delacruz, Steve Havens, Dave Burges, Scott Ferguson, and Diane Rush all spoke in opposition of the proposed LA Fitness project. Tim Paone spoke on behalf of the owner of the Shops at Rossmoor indicating they understand the concerns of the residents and the issues will be addressed when the matter is seen before the Planning Commission. Having no further requests to speak, Mayor Massa - Lavitt closed oral communications. CITY ATTORNEY REPORT City Attorney Craig Steele indicated Council met in Closed Session in regards to three items posted on the agenda and Council took no reportable action on any of the items. CITY MANAGER REPORT City Manager Jill R. Ingram called upon Commander Steve Bowles who announced that the Seal Beach Police Department will be hosting an Open House on Saturday, June 10, 2017 from 10am -3pm. The Open House will include: station tours, a police helicopter, canine demonstration, police vehicles, SWAT Team and Vehicles, various informational booths, Naval Weapon Station Security, a bounce house for kids, and Seal Beach Lions Club will be serving food. COUNCIL COMMENTS Council Member Moore indicated that he attended the Centennial Time Capsule event and thanked the committee for putting together the event. He thanked Gregg Smith for his recent tour of the Navy Base and the Seal Beach Chamber of Commerce /Lions Club for a wonderful Seal Beach Classic Car Show event. Council Member Sustarsic indicated she enjoyed attending the Seal Beach Classic Car Show and the Centennial Time Capsule event. Council Member Deaton also mentioned she attended the Seal Beach Classic Car Show and the Centennial Time Capsule community events. Additionally, Council Member Deaton asked Council if they concur that the City Manager hire a consultant to help analyze the new flood plane maps. The Council had a consensus to move forward with a consultant not to exceed $20,000, per Steve Myrter. Mayor Pro Tern Varipapa reported that he attended the Seal Beach Classic Car Show and was honored to serve as one of the judges. Additionally, he would like to see a Marina Center update at the next City Council meeting. Mayor Massa - Lavitt indicated she attended the Southern California Association of Governments conference and appreciated the opportunity to attend. COUNCIL ITEMS There were no scheduled council items. CONSENT CALENDAR Moore moved, second by Sustarsic, to approve the recommended actions on the Consent Calendar. Special Study Session /Regular City Council meeting April 24, 2017 minutes — Approve by minute order. B. Demands on City Treasury (Fiscal Year 2017) — May 8, 2017 — Ratification. C. Approval of Memorandum of Understanding for the Use of Westminster Police Range and Safety Training Center - That the City Council adopt Resolution No. 6732, approving the Memorandum of Understanding (MOU) for the use of the Westminster Police Department Firearms training facility by Seal Beach Police Department Officers and those assigned to the Special Weapons and Tactics team (SWAT), and authorizing the City Manager to execute the MOU. D. Award and Authorize the City Manager to execute a Construction Contract with All American Asphalt for Westminster Avenue Rehabilitation Project CIP No. ST 1610 and CIP No. ST1509 from West City Limits to Seal Beach Boulevard — Adopt Resolution No. 6733 awarding a construction contract to All American Asphalt for the combined project of the Westminster Avenue Rehabilitation and Median Project, CIP No. ST1610 (Task 1) and CIP No. ST1509 (Task 2) in the total amount of $1,053,170.00, including the following: (a) for the Westminster Avenue Rehabilitation Project CIP No. ST1610 (Task 1), the amount of $815,527.00; (b) for the Westminster Avenue Median Improvement Project CIP No. ST1509 (Task 2), the amount of $237,643.00; and (c) rejecting all other bids; authorizing the City Manager to execute a construction contract on behalf of the City; authorizing the City Manager to approve contract change orders in connection with Task 1 and Task 2, not to exceed a total of $52,700; and, approving Budget Amendment No. BA 17 -11 -01 allocating additional Measure M2 Funds in the amount of $119,000 to Westminster Avenue Median Improvement Project CIP No. ST1509 (Task 2).
