HomeMy WebLinkAboutItem 2 s ,---SA ENVIRONMENTAL QUALITY ITEM NUMBER CONTROL BOARD _____,5'ticq oRN,P; STAFF REPORT I TO: Environmental Quality Control Board FROM: Interim Director of Community Development MEETING DATE: May 25, 2017 SUBJECT: SCHEDULED ITEM - DISCUSSION CITY OF LONG BEACH: 2ND & PCH PROJECT — DRAFT ENVIRONMENTAL IMPACT REPORT LOCATION: Southeast Corner of 2nd Street and Pacific Coast Highway Intersection RECOMMENDATION: Staff recommends that the Environmental Quality Control Board review the Environmental Assessment, provide comments and/or recommendations, and authorize the chair to sign a letter incorporating these comments in response to the City of Long Beach 2nd and PCH Project Draft Environmental Impact Report. City of Long Beach:2nd•&PCH Project May 25, 2017 DISCUSSION: The City of Long Beach is currently reviewing an application for a commercial development to. replace the Seaport Marina Hotel and surface parking areas on the project site. The applicant proposes to develop a commercial center comprising of 245,000 sq. ft. of retail uses, a 55,000 sq. ft. grocery store, a 25,000 sq. ft. health club, and 70,000 sq. ft. of restaurant uses. The commercial development will consist of four buildings with three buildings fronting Pacific Coast Highway and one building fronting Marina Drive. All buildings are proposed as one or two story buildings, with heights of 30 ft. to a maximum of 35 ft. A total of 1,150 parking spaces would be provided within two main parking structures along with landscaped courtyards and open space areas would also be provided throughout the subject site. The commercial development is'estimated to require a sixteen month construction period, which the applicant estimates will be completed in 2019. A Draft Environmental Impact Report (EIR) was conducted to assess potential environmental impacts that may result from the proposed commercial development. The project site was assessed along with its potential impacts on the surrounding areas. The City of Seal Beach is located in close proximity to the project site so there is a high potential that impacts from the project could affect the Seal Beach Community. The Environmental Quality Control Board will be asked to provide potential comments and recommendations that should be forwarded to the City of Long Beach as part of the public review period for the Draft EIR. The Draft EIR identified impacts to multiple intersections within the City of Seal Beach that would result in an unacceptable level of service. Mitigation measures are proposed as part of the Draft EIR. At the May 25, 2016 EQCB meeting, staff will present proposed comments related to the traffic and potential mitigation for the Board's consideration and will seek additional comments for inclusion in the response letter.
