That the City Council approve the minutes of the Special City Council Study
Session held on May 30, 2017.

The City Council met in a Special Study Session at 5:33 p.m. in the City Council
Chambers. Mayor Massa -Lavitt led the Salute to the Flag.

BUDGET STUDY SESSION — CAPITAL IMPROVEMENT PROGRAM
Director of Public Works Steve Myrter, with assistance from Deputy Director Michael
Ho, Associate Engineer David Spitz and Recreation Manager Tim Kelsey provided
information and clarification on the follow during a PowerPoint presentation:
5 Year Capital Improvement Program (CIP); 2016 -17 projects completed; projects in
process; funding sources; beach and pier related projects; building and facility
improvement needs; annual citywide court rehabilitation projects; sewer projects; storm
drain improvements and analysis; street projects including underground utilities, parking
management, signage, median improvements, asphalt resurfacing and slurry seal;
water systems, wells and reservoir improvements; and a list of unfunded CIP projects
with estimated costs.
Director Myrter then provided a PowerPoint titled 2017 -18 Fleet Replacement identifying
two fleet replacement needs.
Director of Financefrreasurer Vikki Beatley then provided information summarizing the
Fiscal Year 2017 -18 General Budget Study Session held Wednesday, May 24, 2017,
including a revised budget document page titled General Fund Analysis of
Undesignated Fund Balance, noting the unassigned fund balance is $2,767,985.
Council Members received clarification during the presentations and staff received
direction to provide the City Council with reserve policy recommendation when
capturing revenue derived from oil.

ORAL COMMUNICATIONS
Mayor Massa -Lavitt opened oral communications. Speakers: Seth Eaker spoke
regarding his participation in a Police Department ride along noting that he felt more
officers were needed and that the Community Emergency Response Team could be a
resource to the City. Robert Goldberg thanked Director Myrter for providing a good CIP
and noted concerns of replacing the entire boardwalk wall and placing vehicle charging
stations in the Police Parking lot due to restricted access. Bruce Bennett provided a list
of budget questions and inquired regarding use and integration with the City's
geographic information system.
Director Beatley briefly clarified questions asked during oral communications.
ADJOURNMENT
With no objections, Mayor Massa -Lavitt adjourned the meeting at 7:22 p.m. to Monday,
June 12, 2017 at 5:30 p.m. to meet in closed session if deemed necessary.
