SUBJECT: CITY OF SEAL BEACH APPOINTMENT TO THE JOINT LAND
USE POLICY COMMITTEE FOR THE DEVELOPMENT OF A
JOINT LAND USE PLAN IN COLLABORATION WITH NAVAL
WEAPONS STATION SEAL BEACH
SUMMARY OF REQUEST:
That the City Council approve Resolution 6738 appointing a member of the City
Council and an alternate to serve on the Joint Land Use Policy Committee.
BACKGROUND AND ANALYSIS:
The Department of Defense has a long and successful history of working
together with communities throughout the nation to provide a more secure
environment. In order to improve this endeavor, Congress authorized the
Department of Defense to make available community planning assistance grants
to state and local government to help integrate military installations and
operations into local government long term planning programs.
The Joint Land Use Study (JLUS) program is a basic planning process designed
to address on -going military operations and programs that may encroach upon or
be incompatible with local community land use planning and provide
recommendations to balance the interest of both community and military needs.
The JLUS is an excellent tool to bridge the partnership and maintain a positive
relationship with local governments so that both entities may co -exist
successfully.
The City of Seal Beach took the lead as a project applicant and partnered with
the City of Long Beach and Naval Weapons Station Seal Beach (NWSSB)
representatives to prepare a grant application for funding from the Office of
Economic Adjustment (OEA) who oversees the JLUS program. The JLUS is the
effective tool to discuss environmental degradation that resulted from the

creation of the Anaheim Bay Jetties and potential solutions to alleviate the City's
continuous cost to replenish a natural resource. OEA determined that the Naval
Base and the neighboring communities would be good candidates for a land use
and compatibility study and awarded a grant of $290,000.
Staff has begun working with a consultant, Matrix Design Group, Inc., to collect
data that will provide the framework for the Joint Land Use Study. The JLUS
process will involve a technical committee, made up of staff from the City of Seal
Beach and Long Beach along with staff from NWSSB, tasked with reviewing
data, reports and potential policies. After information has been vetted through the
Technical Committee, information will be presented to the Policy Committee,
made up of Council representatives from the City of Long Beach and Seal Beach
along with a member of the U.S. Navy Regional Command. The Committee will
hold an initial kick -off meeting to provide all members with an overview of the
process then will meet on an as needed basis as the project moves forward.
ENVIRONMENTAL IMPACT:
There is no environmental impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT
There is no financial impact associated with the appointment of committee
members to the Joint Land Use Policy Committee. The City was awarded a grant
of $290,000 to prepare the Joint Land Use Study.
RECOMMENDATION:
That the City Council approve Resolution 6738 appointing a member of the City
Council and an alternate to serve on the Joint Land Use Policy Committee.

RESOLUTION NUMBER 6738
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA, DESIGNATING AND APPOINTING ITS
REPRESENTATIVE AND ALTERNATE TO THE JOINT LAND USE
POLICY COMMITTEE
SECTION 1. The City, was awarded a grant from the Office of Economic Adjustment for
the preparation of a Joint Land Use Study and is entitled to appoint a representative and
alternate to the Joint Land Use Policy Committee, and
SECTION 2. Each member agency shall designate and appoint representatives to the
Joint Land Use Policy Committee, and
SECTION 3. Each representative shall be a current elected member of the governing
body, and
SECTION 4. Each representative shall hold office until the selection of a successor by
the appointing body, and
SECTION 5. Each member agency shall also appoint an alternate representative to act
in each representative's absence; and
SECTION 6. Each alternate shall be a current elected member of the member agency's
governing body, and
SECTION 7. Each representative and alternate is to serve at the pleasure of his or her
appointing body and may be removed at any time, with or without cause, at the sole
discretion of that appointing body, and
SECTION 8. Any vacancy shall be filled in the same manner as the original
appointment of a representative and/or alternate.
SECTION 9. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
of Seal Beach, California, does hereby designate and appoint Council Member
as a representative and Council Member as
alternate to the Joint Land Use Policy Committee.

meeting held on June 12, 2017 by the following vote:
