At this time members of the public may address the Council regarding any items
within the subject matter jurisdiction of the City Council. Pursuant to the Brown
Act, the Council cannot discuss or take action on any items not on the agenda
unless authorized by law. Matters not on the agenda may, at the Council's
discretion, be referred to the City Manager and placed on a future agenda.
Those members of the public wishing to speak are asked to come forward to the
microphone and state their name for the record. All speakers will be limited to a
period of 5 minutes. Any documents for review should be presented to the City
Clerk for distribution.

A. Amendment to the Seal Beach Public Financing Authority Agreement
— Adopt the following: Resolution No. 6741, declaring a need for a parking
authority (the "Parking Authority') to function in the City and declaring the
City Council to be the Board of Directors of the Parking Authority, and
Resolution No. 6742, approving the execution and delivery of an
amendment (the "Amendment") to the Joint Exercise of Powers
Agreement (the "Original Agreement') of the Seal Beach Public Financing
Authority (the "PFA ")

single motion with the exception of items removed by Council Members.
B. Regular City Council meeting May 22, 2017 minutes — Approve by
minute order.
C. Special City Council Study Session — Budget Workshop meeting May
24, 2017 minutes — Approve by minute order.
D. Special City Council Study Session — Budget Workshop meeting May
30, 2017 minutes — Approve by minute order.
E. Demands on City Treasury (Fiscal Year 2017) — May 22, 2017 —
Ratification.
F. City of Seal Beach Appointment to the Joint Land Use Policy
Committee for the Development of a Joint Land Use Plan in
Collaboration with Naval Weapons Station Seal Beach - Approve
Resolution 6738 appointing a member of the City Council and an alternate
to serve on the Joint Land Use Policy Committee.
G. City of Seal Beach Participation in the Housing and Community
Development Block Grant (CDBG) Program for Grant Year 2018 -2019,
2019 -2020, 2019 -2020, and 2020 -2021 - Adopt Resolution No. 6739 of
the City of Seal Beach approving the on -going participation in the County
of Orange Housing and Community Development Program for 2018 -2019
and for up to two (2) additional years (2019 -2020 & 2020 -2021) if funded
by the County, to fund the Leisure World bathroom upgrade handicap
accessibility program.
H. Approve Submittal of FY 2017/18 Measure M2 Eligibility Package and
its Components — Adopt Resolution No. 6740 Concerning the Status and
Update of the Circulation Element, Local Signal Synchronization Plan and
Mitigation Fee Program for the City of Seal Beach; adopt the 7 -year
Measure M2 Capital Improvement Program (CIP) for Fiscal Years (FY)
2017/18 through 2023/24; submit Maintenance of Effort Reporting Form
and Supporting Documentation for the City of Seal Beach to Orange
County Transportation Authority (OCTA); submit Congestion Management
Program (CMP) monitoring checklists for the City of Seal Beach to OCTA;
submit a Local Signal Synchronization Plan update to OCTA; submit the
current, adopted Mitigated Fee Program to OCTA; submit Measure M2
Eligibility Checklist to OCTA; direct the City Manager to file the adopted
Resolution, CIP and the Measure M2 eligibility documents with OCTA in
compliance with the requirements of OCTA.

Agreement (the "Original Agreement ")
