CALL TO ORDER The meeting of the Seal Beach Recreation & Parks Commission was called to order at 6:05 p.m. by Tim Kelsey in Seal Beach City Hall, 211 8'" Street, Seal Beach. II. ROLL CALL Present: Commissioners Miller, Dreyer - Goldman (arrived at 6:10 p.m.), Hayes, Saks, Bittner Also present: Tim Kelsey, Recreation Manager Jessica Jacobs, Recreation Coordinator David Nett, Community Services Coordinator Kevin Ortiz, Recreation Coordinator III. APPROVAL OF AGENDA Commissioner Saks moved, Commissioner Hayes seconded, and the motion carried unanimously, that the agenda be approved as presented. IV. ORAL COMMUNICATIONS Tim Kelsey opened oral communications. Seeing nobody, oral communications was closed. V. CONSENT CALENDAR 1. Approve Recreation & Parks Commission Meeting Minutes of June 29, 2016. Commissioner Bittner moved, Commissioner Hayes seconded, that the Commission approve the Consent Calendar as presented. AYES: Hayes, Bittner NOES: None ABSENT: None OBSTAIN: Miller, Dreyer - Goldman, Saks VI. SCHEDULED MATTERS 2. Reorganization of the Recreation Commission- election of new Chairperson and Vice Chairperson for 2017. Commissioner Miller moved, Commissioner Saks seconded, and the motion carried unanimously to elect Rita Hayes as Chairperson. Community Services /Recreation Department Update Recreation Manager Tim Kelsey introduced the Community Services Staff to the Commission: • David Nett, Community Services Coordinator • Jessica Jacobs, Recreation Coordinator • Kevin Ortiz, Recreation Coordinator • Tim Kelsey, Recreation Manager The Commission introduced themselves to the Staff: • Steve Miller, District 1 • Karl Dreyer - Goldman, District 2 • Rita Hayes, District 3 • Ann Saks, District 4 • Christine Bittner, District 5 Tim Kelsey presented the roles of the Recreation and Parks Commission; the Commission serves at the discretion of the City Council. The Commission acts in the advisory capacity to the community and provides recommendations to the Community Services Department. The Commission does not have the authority to make budgetary decisions. Recreation projects that are a priority to the City Council are given to the Commission to review and provide recommendations. Jessica Jacobs provided a brief overview of the programs offered by the Community Services Department. She revealed the new programs being offered in the winter and upcoming spring quarter. Jessica indicated that all programs are offered through Contract Instructors and Tim Kelsey described the intention and process. David Nett presented permitting process for private party and cosponsored special events in the City. He mentioned the large -scale events that the City cosponsors with local organizations, including RUN Seal Beach, the Car Show, Health Expo, Lions Club Fish Fry, Summer Concerts, Arts and Crafts Fair, Tree Lighting Ceremony and the Holiday Parade. Tim Kelsey specified the City's role in cosponsored events; for example, the Public Works Department works with the event organization to plan and implement appropriate street closures. Jessica Jacobs stated the Community Services also organizes and hosts its own events including the Summer Send -Off, Pumpkin Fast and Breakfast with Santa. She reported the events are planned and executed by the department, while the Lions Club cooks and serves food at the event. Tim Kelsey gave an overview of the City facilities that the department oversees and maintains. He spoke about the Marina and North Seal Beach Community Centers, Senior Center, Fire Station 48 Community Room, Seal Beach Tennis Center and the many parks throughout the City. Jessica Jacobs presented an overview of the Edison Community Gardens. She explained the application process and requirements of gardeners. She indicated the garden plot fee is $50 per year. David Nett summarized the services and facilities offered at the Seal Beach Tennis Center. He reported the Tennis Center is a public facility managed by the department and opened seven days a week. Kevin Ortiz spoke about the adult sports leagues offered by Community Services. He indicated there are three leagues played year- round: basketball, men's softball and coed softball. He gave a brief overview of the leagues, including when and where games are played. Tim Kelsey reported the status of the following special projects: • Beach Tot Lot • DWP Site Plan • Seal Beach Tennis Center Site Plan • Swim Seal Beach Tim also stated the Community Services Department manages several citywide maintenance contracts including the following: • Tree Maintenance • Landscape Maintenance • Janitorial • Street Sweeping • Main Street Sidewalk Maintenance Commissioner Miller inquired about the maintenance of the beach restrooms. Tim Kelsey reported the 1" Street restrooms are leased out and not maintained by the City. The 181 Street restrooms were recently upgraded with toilet seats and lighting. He said the restrooms at the pier are maintained under a porter service; a cleaner is onsite every day from 10:00 a.m. to 7:00 p.m. Commissioner Hayes inquired about the Recreation Department Master Plan, and asked when the last survey was taken. Tim indicated the Master Plan is available online and the last survey was conducted in 2013. Commissioner Saks inquired about the history of the beach cottage on the Greenbelt. Tim Kelsey stated the City was given the historical cottage by the resident. The City paid to move the cottage to the Electric Avenue Greenbelt, build the surrounding fence and manage landscaping. Tim indicated the cottage is permanent, and the City eventually plans to develop thorough history of the cottage provided through signage. Commissioner Saks suggested the City sponsor a Grunion Run near River's End at the 1" Street Beach. Commissioner Miller recommended the City host more community events, similar to the Centennial events in 2015. Commissioner Dreyer - Goldman inquired about the Native Americans referenced in the History of Seal Beach. Tim indicated there were remains found at Heron Point. Commissioner Dreyer - Goldman suggested an event that educates the community on the history of the Native Americans that lived in the area. Commissioner Miller asked if the Naval Weapons Station could provide event parking for the Holiday Parade, as they do for the Car Show. Tim Kelsey indicated the risks of night -time parking at the Naval Weapons Station; thus, parking is not available during evening events. Commissioner Hayes suggested the Community Services Department attend the California Parks and Recreation Society (CPRS) conference. VII. STAFF CONCERNS No Staff concerns. VIII.
