Home My WebLink AboutCC Res 4426 1995-11-13 RESOLUTION NUMBER ~b A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA DECLARING THE COVE AREA STORM DRAIN REPAIR PROJECT TO BE OF URGENT NECESSITY FOR THE PRESERVATION OF PROPERTY AND AUTHORIZE CONTRACTS FOR SAID PROJECT TO BE LET WITHOUT ADVERTISING FOR BIDS WHEREAS, during the 1994/95 winter storm season, the Cove Area community experienced severe flooding as a result of extreme winter storms; and I WHEREAS, existing storm drains at Emerald Cove Way and Crystal Cove Way were damaged as a result of these storms; and WHEREAS, the Federal Emergency Management Agency did not approve funding to repair the existing storm drains, thereby dB laying repairs while the City sought revenues to pay for the project; and WHEREAS, the 1995/96 winter storm season can be expected to generate storms which may cause additional flooding and damage to residences that are adjacent to said storm drains if said storm drains are not repaired in advance of the winter storm season; and WHEREAS, the plans and specifications to repair said storm drains, titled Cove Area Storm Drain Repair, Project #666, have been completed; and I WHEREAS, Section 1010, Contracts on Public Works, of the Official Charter of the City of Seal Beach, Califomia authorizes the City Council to expedite the award of public contracts by eliminating the advertisement for bids when deemed necessary to preserve life, health or property. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA does hereby resolve that pursuant to Section 1010 of the Official Charter of the City of Seal Beach, the capital project to construct storm drain repair, Cove Area Storm Drain Repair, Project #666, is of urgent necessity for the preservation of property and, therefore, the contracts for said project may be let without advertising for bids.
