We are writing in support of the LA Fitness Gym being approved for the Rossmoor Shopping Center. My
husband and I have owned a house in District One since 1989, and we used to belong to the Rossmoor
Gym. When it closed we were disappointed as it was very convenient. Since then we have tried various
gyms, including Tru To form, Anytime ritness and even 24 Hour Fitness. The first two were too small,
with not many class offerings. 24 Hour Fitness was just too faraway, either Warner at Springdale or
Katella.
We would love to see a large gym with a full complement of classes, a pool, and enough machines so
you don't have to wait to use one, in the Rossmoor Center. It would be a benefit for the community.
As there used to be a gym, a bowling alley and a movie theater in the old Rossmoor Center it is hard to
understand how people can complain about this similar usage. It seems like a "NIMBY" complaint. The
shopping center has been there longer than most people that own houses behind it, I would venture. If
you buy behind a retail /commercial property, you cannot complain about retail /commercial usage.
I recall when the Target Center was proposed there were protests by the same, (non -Seal Beach)
residents about impending, horrible, traffic problems. I have no problems driving up SS Blvd to the
center or beyond. Turning into St. Cloud Drive is not an Issue, either.
You can bet the Rossmoor residents use the Target Center shops, and they will join the LA Fitness Gym
as well.

I am writing this email to provide you with my attached comments on the LA Fitness Final EIR, which should have
been included the Final EIR but they were not. My January 27, 2017, comments reganliug LA Fitness should have
been in the LA Fitness Draft EIR but they were not. Unfortunately, others did not have the benefit of reading my
comments as they reviewed the Draft EIR. My January comments were included in the Final EIR, but all comments
were not addressed and my comments were not properly placed in the Final EIR.
My comments on the Final EIR included my comments of January 27, 2017, but I inadvertently left off the last item,
i.e., Alternate Plan that suggested a possible alternate use of the project site for an office building. First, in my Final
EIR comments I addressed the Final EIR is not complete since a parking analysis was not performed as part of the
EIR. A parking analysis needs to be completed and included in a reissued EIR. The parking analysis in the mitigated
negative declaration from last year is no longer valid because the developer pulled the conditional use permit
application; additionally, it was not approved by the City Council and it was not made a part of EIR. I had issues with
the mitigated negative declaration. There are parking issues I will address below.
The developer is concerned enough about parking to not want to lose parking for an ingress and egress location on
Sea] Beach Boulevard north of the Verizon Wireless store. Additionally, it is proposed to have curb barriers to
separate the north and south sections of the parking lot to encourage patrons visiting the Home Goods and Pet Smut
not to park near LA Fitness. Also, the developer proposes to reduce the width of Rossmoor Center Way to add eight
parking spaces.
I suggested Rossmoor Center Way have two westbound traffic lanes from Seal Beach Boulevard and two eastbound
Imes from Montecito Road with both having one of those lanes becoming a turning lane into LA Fitness. At the LA
Fitness club, the two west bound lanes would become one westbound lane and the two eastbound lanes would become
one eastbound lane. Thus, there would be essentially a total of three lanes between the Pei Wei - Sprouts intersection
and Montecito Road. This would mean the developer could not add eight parking spaces by reducing the width of
Rossmoor Center Way from Montecito from 40 feet to 36 feet.
It appears to me the developer is only proposing to add 90 feet, not 145 feet, to the northbound left -tum lane (pocket)
on Seal Beach Boulevard at Rossmoor Center Way, which would improve an already existing problem at that
intersection. Currently, at times the left turn lane backs up three or four vehicles into a through Seal Beach Boulevard
traffic lane. La Fitness will exacerbate this problem. However, if this is done as part of the project, the City of Seal
Beach should be reimbursed for the cost of the recently improved median.
I concur with Supervisor Michelle Steel's attached June 22, 2017, letter where Supervisor Steel and the County Public
Works Department asked for traffic studies of at least two similarly LA Fitness clubs. I would recommend the 24
Hour Fitness in Cypress be studied too. I say this because the LA Fitness parking is significantly underestimated
using the Seal Beach Municipal Code that calls for 124 parking spaces for the proposed LA Fitness (37,000 sq. ft.)
facility in Seal Beach. The Seal Beach Code would call for 133 parking spaces at the Cypress 24 Hour Fitness
(- 40,000 sq. R) and 150 parking spaces at the Garden Grove LA Fitness (- 45,000 sq. ft.). However, the Cypress 24
Hour Fitness has over 300 parking spaces available and the Garden Grove La Fitness has at least 270 parking spaces
available to it. This indicates to me the functionality of the proposed LA Fitness would require much more than 124
parking spaces. On the morning of June 17, 2017, there were approximately 260 vehicles parked at 24 Hour Fitness
and 190 vehicles parked at the Garden Grove LA Fitness. To me, the more parking spaces needed means more
traffic; thus, there is a need for traffic studies of similar facilities and those studies should be reflected in the traffic
analysis of the proposed Seal Beach LA Fitness club.
In 2011 and 2012, it was estimated by Seal Beach staff (see attached 2012 Parking Estimate) that The Shops at
Rossmoor had well over 200 parking spaces surplus and the site plan has not changed since 2012 (see attached 2012
Site Plan). Now the developer indicates there will be 336 surplus parking spaces after LA Fitness is completed along
with its required parking spaces. Adding the LA Fitness club to the Shops at Rossmoor increases surplus
parking? Again, parking needs to be addressed in the EIR for the entire shopping center and LA Fitness.
I have commented the LA Fitness club would be a hardship on Seal Beach and Rossmoor residents if they are not
allowed to continue to use the surplus parking at The Shops at Rossmoor. It is not uncommon for developers to
provide community benefits to gain support for their projects, for example, Bixby gave the City of Seal Beach the
Tennis Center and $1 million as part of the approval process for the Old Ranch Town Center, Old Ranch Plaza, and
modifications to the Old Ranch Country Club.
I urge you not to approve the LA Fitness Final EIR unless there are no traffic issues, noise issues, and parking issues,
and adequate surplus parking is made available to Seal Beach residents living adjacent to The Shops at Rossmoor.

Subject: Comments Regarding the Shoos at Rossmoor LA Fitness EIR
My comments on the LA Fitness Notice of Preparation were not included in the LA Fitness EIR,
and I am including them below for inclusion and consideration in the final EIR.
In addition to my concerns about puking at the proposed LA Fitness facility, I noted a
significant number of comments regarding puking were in Appendix B of the EIR. The EIR is
not complete since a panting analysis was not performed as put of the EIR. A puking analysis
should be completed and included in a reissued EIR. The developer is concerned about parking
enough to not want to lose parking for an ingress and egress location on Seal Beach Boulevard
north of the Verizon Wireless store. Additionally, it is proposed to have curb barriers to separate
the north and south sections of the puking lot to encourage patrons visiting the Home Goods and
PetSmart not to park near LA Fitness. Lack of puking in the LA Fitness parking area could be
very detrimental to Seal Beach and Rossmoor residents. Parking needs to be studied.
As proposed, the current configuration of the Rossmoor Center Way is unacceptable. There
needs to be four lanes between Seal Beach Boulevard and Spouts, or at a minimum two
westbound lanes and one eastbound line, plus a eastbound right rum lane onto Seal Beach
Boulevard. The two westbound lane should continue to the LA Fitness area, with one lane
becoming a left - term lane into LA Fitness. There should be three lines between Montecim Road
the LA Fitness area. Two 12 foot wide eastbound lanes, with one becoming a right turn lane into
LA Fitness and a 12 foot wide westbound lane from the LA Fitness area to Montecito Road.
The northbound left -turn lane (pocket) on Seal Beach Boulevard at Rossmoor Center Way can
only be extended approximately 90 feet that would only accommodate four to five additional
vehicles, which most likely will not be sufficient for an already existing problem. This needs
further study. If this left -tum lane is extended, the developer should refund to the City of Seal
Beach the cost of the reverently improved median.

My concerns are traffic, the new facility itself, and parking
Traffic:
Target Market
The residential location of anticipated patrons and their route to the facility must be identified for
any traffic study. It has been noted that any where from fifty to eighty percent of the center's
target market is the community of Rossmoor and yet there are only three entrances to the center
from Montecito and three from St. Cloud, while the rest are all along Seal Beach Blvd. where
traffic is extensive. Originally one of the entrances off Montecito was a nicely landscaped entry
way into the old Rossmoor Center, now that same entry way is still there but seldom used
because you immediately ran into the back of Kohl's when entering the center from there. The
other Rossmoor entrances will have typical center traffic to be contended with for those desiring
to go to LA Fitness. Thus, Rossmoor residents will be pretty much forced to use Rossmoor
Center Way and/or to come out St. Cloud and Bradbury onto Seal Beach Blvd to enter the
frontage portion of the center, thereby increasing traffic on Seal Beach Blvd. It would be ideal
if they could just come and go from the back of the center and never have to get out onto Seal
Beach Blvd.
Rommoor Center Way should be a four time roadway from Seal Beach Blvd through to
Montecito. Unfortunately, there are five important areas, two of which we choke points:
L The exitlentrance by Montecito will not support four lanes, even three lanes may be difficult.
If three lanes are made possible, I would suggest it be two lanes into the center and one lane
exiting the center.
2. From the stop sign at West Road east to Sprouts: should be four lanes to accommodate
traffic once it is in the center between Montecito & Seal Beach Blvd.
3a Stop sign at Sprouts & Rossmoor Center Way: due to poor placement of the Sprouts
building (it is too close to the roadway -- just an additional 10 feet to the south would be
sufficient to solve this choke point and enable the roadway to be a decent four lanes. Currently
there is a sidewalk along the north side of the building with landscaping on both sides of the
sidewalk. To fix this inadequate lane problem, part of the landscaping on the north side of the
Sprouts building should be modified to accommodate the extra lanes of traffic while still
retaining a sidewalk to allow people to get to the overflow parking in back of the building.
3b. From Seal Beach Blvd to the stop sign by Sprouts, it definitely should be four lanes: two in
and two out. Four lanes are needed to accommodate the traffic, which already is extensive. This
section is hemmed in by the Pan= Bread building and the side of the parking lot for Sprouts.
Do what needs to be done to get four lanes, which may include cutting into the parking lot if
removal of landscaping is not enough to obtain four lanes.
4. A new facility (LA Fitness) in back of Sprouts will increase traffic in the northbound left -tum
pocket lane of Seal Beach Blvd. to Rossmoor Center Way. Today, northbound traffic trying to
access the center on Seal Beach Blvd. is often backed up in both of the northbound pocket turn
lanes and the traffic often sticks out into the left through lane creating a dangerous situation for
both Rossmoor Center Way and Town Center Drive. This needs to be addressed by
reconfiguring the signal and/or lengthening the left turn pocket lane of the recently improved
median. Lengthening the pocket lanes needs to be accomplished without interfering with the
southbound pocket lanes for traffic turning east into the Target Center. Also, an additional
entrance/exit could be added just north of Subway sandwich facility, onto the southbound lane
of Seal Beach Blvd, relieving traffic demands on Rossmoor Center Way.
Seal Beach Blvd. is the city's only north -south through street. In many areas there are no side
streets for extra traffic. As such, it handles a tremendous amount of traffic and asking it to
accommodate more, is difficult as it already most likely is at a Level of Service (LOS) F at peak
travel times, which due to the variety of traffic, is from 7 am to 9 am, from 2:30 pm to 7 pm.
There is not only the usual to /from -work travel traffic, but also the school traffic, as all school
children in the district use Seal Beach Blvd, with the exception of elementary school children in
Old Town and the Hill that attend McOaugh. Consideration of the impact of the I-405
Improvement Project must also be considered because in 2023 traffic will increase on Seal Beach
Blvd. due to the project, i.e., congestion at the county line and congestion caused by tolling.
In the construction of an FIR for this project, a traffic circulation section needs to be included
The New Facility:
LA Fitness proposed building location should be more to the south, at least 20 feet or so, but not
on top of Rossmoor Center Way, especially if Rossmoor Center Way is widened, which should
happen. Do not construct the building where it is presently planned as that will forever prevent
traffic from easily accessing the center from the community of Rossmoor from Montecito.
People will go the way of the least amount of traffic. Planning must also be for the future, not
just as it is now.
One other issue to consider: rotate the LA Fitness building 90 degrees, elongate
it and moving it further west, possibly to West Road, so that the back of the
building would be to the condos, and with parking for the LA Fitness to the east of the building
(the back of Sprouts). Experience from the earlier center where there was a movie theater,
demonstrated problems in the evening with movie -goers talking and slamming car doors upon
leaving after the movie was over. This same behavior would exist with patrons from LA Fitness
leaving as late as I I pm., as well as patrons arriving at 5 am. Remember, we are all neighbors,
so let's be neighborly.
Parking.:
Currently, there is a parking problem from vehicles of Seal Beach residents living along
Montecito Road in the apartments and condos. Some of those residents have been parking in the
back of the center for years. When those apartments/condos were first constructed, they were
built as senior apartments with provisions for only one car per unit (guess they thought seniors
don't drive). With the condo conversion, they were open to non - seniors and most are now
families and have two vehicles, creating a greater demand for parking than the street ( Montecito)
can accommodate. Consequently, many residents use the back of the shopping center parking
lot. The owners of the Shops at Rossmoor have put those residents on notice that they will no
longer be able to park there, causing many residents to park across the street in the community of
Rossmoor, thereby inconveniencing many residents over there who often find it difficult to
access their own driveways, let alone park in front of their own homes.
Thus, this facility (LA Fitness) would be a hardship on Seal Beach and Rossmoor residents. This
issue must be addressed before allowing the project to go forward. There is more parking at that
center than is needed. By initial calculations, based in the data we were given, approximately
223 spaces are excess. There is a strip of puking spaces behind the condos with approximately
160 puking spaces. These spaces should be made available for the apartments /condos to either
use or purchase. A parking structure is cost prohibitive. I have heard the shopping center
management say it is not their problem. Well, I beg to differ: if you wish to develop in this
area, you have to consider all the problems that exist, and not make them worse. These people
who live in Rossmoor and in the apartments and condos are the target market and neighbors of
the property owners. i realize the property owners did not create this problem but unfortunately
it exists, and if there is a way to ameliorate it, and we must do the best we can to solve it.
Finding a solution to the parking woes of those residents is within the scope of this building
project, and I urge it be considered in the EIR.

regarding this project and its possible traffic impacts. I asked our Public Works department to
review some of these concerns, and that resulted in the attached letter of additional findings.
Public Works recommends that the applicant conduct a traffic study of at least two similarly
located LA Fitness clubs to ascertain the average daily traffic for this facility. I respectfully ask
that you consider these recommendations, as well as the concerns of Rossmoor residents, and
ensure average daily traffic is accurately and fully analyzed before proceeding with this project.

Dear Mr. Basham,
Thank you for the opportunity to comment on the Environmental Impact Report (EIR) for the Health
Chub within The Chnps At Rossmoor. Subsequent to our initial comments on the EIR, we received
communication from Mr. Kevin Pearce (Coalition against LA Fitness) via email (attached) on May 19,
2017. In conjunction with discussions with City of Seal Beach staff on June 13, 2017, County staff
provided the following findings based on further research and review of the traffic study forthe EIR of
the subject project:
• The Average Daily Traffic within the traffic study in the EIR is based on ITE trip generation rate of
32.93 trips per thousand square feet. Due to a small sample size provided by the ITE Trip
Generation Manual (attached) for health /fitness clubs used in the FIR (see attached page 18
from EIR), County recommends that applicant conduct a traffic study of at least two (2) similarly
located LA Fitness clubs to ascertain the average daily traffic for this facility.
• In regards to the concern of the subject project trip distribution which shows 10% of the trips
generated using Montecito /St. Cloud and 90% of Rossmoor Center Way, County has reviewed
the traffic analysis in the EIR and is in concurrence with the trip distribution layouts. Montecito
would provide an indirect route to Seal Beach Boulevard whereas Rossmoor Center Way would
provide a direct access. In addition, Rossmoor Center Way is projected a better Level of Service
(LOS) than Montecito /St. Cloud Drive.

Hi Gary, just wanted to update you that staff is still working on this request. As a side note, the 200 parking
places identified in the staff report was a staff estimate, so there was not a parking study nor is there a master
parking plan; however, we'll provide additional information for the basis of the estimate as soon as possible to
hopefully clarify this issue further for you.

I have been asking for parking studies related to the Shops at Rossmoor since October 31, 2011 (see
email below). After your recent referral to the Planning Commission meeting of April 20, 2011,1
read the agenda staff reports related to Rite Air and In -N -Out.
Page four of the Rite Aid stall report indicated the project plan calls for 51 parking spaces to be
provided. It is indicated, at last count, the entire shopping center had a surplus of well over 200
parking spaces. Two things here there was a parking study associated with Rite Aid project, and
there most be a master narking plan to be able to indicate a surplus of over 200 parking places. It is
even identified the City has been aware of a parking deficiency for [his building and there needs for
parking agreement with an adjacent office building. Thus, there must have been a parking analyses of
this situation.

The Linscott Law & Greenspan April 11, 2011 letter to Ms. Madelyn Jackrel that is attached to the In-
N -Out staff report indicates a requirement of 38 parking spaces. Thus, here again parking was
addressed. Also, it is concerning that no business existed here before and now 1,395 daily trips are
expected. This will mean additional traffic on Seal Beach Blvd.
If I ever receive the 2006 document that resulted in the Notice of Exemption (NOE) for the Shops at
ROssmoor, I expect to see more information on parking.
Please provide the document(s) that allowed the statement that there is a surplus of well over 200 parking
spaces

at the drive - through, and that the internal drive aisle widths, driveway widths, parking
stall widths, off - street loading spaces, and overall on -site traffic circulation is acceptable
The City's Public Works /Engineering department has reviewed the LLG study and City
Staff agrees with its findings.
Drive - Through
The proposed Rite Aid will occupy the lease space formerly occupied by a Chevron
gas/service station and the lease space now occupied by KFC and a vacant
commercial building. This particular Rite Aid is proposing to offer the drop -off and pick-
up of prescriptions via the drive - through window. Drive - through windows are a service
that many pharmacies offer and they provide added convenience to their customers.
The proposed drive- through appears to be adequately sized and provides an adequate
queuing length, roughly four cars, for the designated purpose. Because of its location
away from major activity within the center, as well as the reconfigured layout of the
ingress and egress points along Seal Beach Boulevard and St. Cloud Drive, the
proposed drive- through is not anticipated to adversely impart traffic circulation within
the center or create traffic impacts along the adjacent streets. Residential uses are of
an adequate distance from the drive- through so that automobile or speaker noise is not
anticipated to adversely impact residential areas.
Staff is recommending that certain conditions be added to the drive- through approval,
including restricting the opening of the drive - through exit to a maximum of fifteen (15)
feet; "STOP" and "No U -turn" signs being placed at the drive- through exit; and that all
on -site traffic signage be approved by the City's Public Works/Engineering department.
Staff is also recommending that bollards, or a raised curb, be placed along the exterior
wall of the building where the drive- through is located, to prevent vehicles from
inadvertently damaging the exterior wall of the building.
Parking
Per the Seal Beach Municipal Code, the proposed project would require one (1) parking
space per 300 square feet of gross floor area. As the project proposal is for an
approximately 17,400 square foot building, the required on -site parking would be 58
parking spaces. Within the defined lease area, the plan shows a total of 51 parking
spaces provided. However, the applicant is proposing to merge this parcel with the
remainder of the shopping center and since, at last count, the entire shopping center
had a surplus of well over 200 parking spaces, the parking provided within the shopping
center is adequate to meet the requirements of the proposed new construction.

also understand the Seal Beach committee added six more sites to the affordable housing initiative. am
hopeful one is able to replace the Shops location which we do not support for affordable housing.
