HomeMy WebLinkAboutCC Res 4449 1996-03-25 RESOLUTION NUMBER ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITIONS OF ASSOCIATE PLANNER, LIFEGUARD CAPTAIN, BUILDING & SAFETY DIVISION CLERK AND SENIOR BUILDING INSPECTOR I THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES: WHEREAS, on November 22, 1982, the City Council adopted Resolution No. 3227 adopting a Position Classification Plan for the City of Seal Beach; and WHEREAS; a new position classification for the positions of Associate Planner, Lifeguard Captain, Building & Division Safety Clerk and Senior Building Inspector have been prepared and approved by the Civil Service Board at their meeting of March 7, 1996. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does hereby amend the Position Classification Plan to include the positions of Associate Planner, Lifeguard Captain, Building & Safety Division Clerk and Senior Building Inspector, attached hereto as Exhibits A-D. I I I I Attachment A CITY OF SEAL BEACH Position Description ASSOCIATE PLANNER March 1996 Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a variety of general and specialized professional planning functions, involving conducting studies, analyzing data and preparing reports on current and long-range projects; to coordinate and manage all activities related to assigned projects; and to provide information and assistance to developers, the business community and the public on planning and development-related matters. DISTINGUISHING CHARACTERISTICS This is the full journey class within the Planning series. Employees within this class are distinguished from the entry level position - Administrative Aide/Assistant - by the performance of the full range of duties as assigned including assuming responsibility for advanced planning projects, management of planning projects and preparation of complex planning reports. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. SUPERVISION RECEIVED AND EXERCISED Receives direction from assigned management staff. May exercise technical supervision over professional, technical and clerical staff. Essential And Marainal Function Statements - Essential and other important responsibilities and duties may include, but are not limited to the following: * Conducting studies, analyzing data and preparing reports and current and long-range planning projects. * Receive and review development proposals and applications for variances, conditional use permits, zone changes, general plan amendments; ensure compliance with appropriate regulations and policies; recommend modifications as appropriate; prepare technical reports and present reports to Planning Commission and City Council. * Conduct environmental reviews/prepare negative declarations; collect and analyze datal review and assist in the preparation of environmental impact reports. * Provide staff assistance to boards and commissions; prepare and present staff reports. * Manage and administer CDBG grants. * Review building plans, parcel maps, tract maps, subdivision proposals; ensure compliance with regulations and ordinances; recommend modifications as appropriate. * Conduct field inspections for development proposals; land use surveys and related planing studies; ensure compliance with applicable codes and ordinances. * Respond to public complaints on municipal code violations, take action and ensure compliance with those actions. I Trainina: Equivalent to a Bachelor's degree from an accredited college or university with major course work in planning, architecture, political science, .public administration or a related field. Workina Conditions: Environmental Conditions: Office environment with occasional field inspections. Phvsical Conditions: Essential and marginal functions may require maintaining physical condition necessary for silting, standing for long periods of time. ExhIbit B CITY OF SEAL BEACH Position Description LIFEGUARD CAPTAIN March 1996 Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to renect all duties performed within the job. DEFINITION I To supervise, plan and coordinate marine safety activities and operations, including daily lifeguard operations and education programs; to coordinate assigned activities with other divisions, outside agencies and the general public; and to provide highly responsible and complex staff assistance. Position requires work availability on weekends, holidays and 24-hour emergency call-oul. This position will act as a division head overseeing the operation/safety of the City's marine/beach activities. Possession of Red Cross First Aid and CPR Instructor Certificate Possession of a SCUBA diving certificate. Workina Conditions: Environmental Conditions: Beach and ocean environment. Attachment C CITY OF SEAL BEACH Position Description SENIOR BUILDING INSPECTOR March 1996 I Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITlQH To supervise, assign and review the work of staff responsible for conducting building inspections, including residential, commercial and industrial inspections; to oversee and participate in all work activities; and to perform a variety of technical tasks relative to assigned area of responsibility. DISTINGUISHING CHARACTERISTICS This is the advanced level class in the Building Inspector series. Positions at this level are distinguished from other classes within the series by the experience level, responsibility assumed, and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including managing complex building inspection projects and leading and overseeing the work of lower level building inspection staff. Employees at this level are required to I be fully trained in all procedures related to assigned area of responsibility. I I I .Resolution Number ~~~7' ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to the following: * Plan, prioritize, assign, supervise and review the work of staff responsible for conducting building and grading inspections for residential, commercial and industrial projects; monitor compliance with plans, specifications, codes and ordinances. * Oversee and participate in inspections of building and construction projects; inspect industrial, commercial and residential buildings; issue construction related permits; ensure compliance with applicable uniform and applicable City codes, ordinances and regulations. * Verify the work of assigned employees for accuracy, proper work methods and techniques and compliance with applicable standards and specifiations. * Ensure the adherence to safe work practices and procedures * Confer with developers, contractors, architects and the general public; respond to and resolve difficult and sensitive inquiries and complaints. * Provide assistance at counter, review plans, issue permits * Prepare letters, memo's and related correspondence; prepare analytical and statistical reports on operations and activities * Provide responsible staff assistance to the department head. License or Certificate Possession of, or ability to obtain, an appropriate, valid driver's license. Possession of a valid I.C.B.O. certificate or Combination Building Inspector certificate is desirable. Workina Conditions: I Environmental Conditions: Officelfield environment; travel from site to site; construction site environment; exposure to noise, dust, inclement weather conditions; work at heights on scaffolding and ladders; work on uneven surfaces; inspect in confined spaces; and work around heavy construction equipment. Phvsical Conditions: Essential and marginal functions may require maintaining physical condition necessary for light lifting, bending, stooping and climbing; walking and standing for prolonged periods of time; and operating motorized vehicles. Attachment D CITY OF SEAL BEACH Position Description BUILDING & SAFETY DIVISION CLERK March 1996 Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION I Assists the public at the Building & Safety counter; provides information on departmental services; accepts, processes and reviews forms, plans and permit applications for building and related construction permits to determine completeness of necessary documents and general compliance with building codes, zoning ordinances and other local, state, and federal requirements. DISTINGUISHING CHARACTERISTICS This position is within the Building & Safety Division of the Development Services Department and provides counter assistance to citizens, builders/developers through the building permit process. SUPERVISION RECEIVED AND EXERCISED . Receives general supervision from assigned management staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to the following: .
