comments and/or recommendations, and
authorize the chair to sign a letter incorporating
these comments in response to the Haynes
Generating Station Units 3 through 61 Demolition

DISCUSSION:
The Haynes Generating Station has prepared a Draft Initial Study/Mitigated Negative
Declaration to assess potential environmental effects that could result from the proposed
demolition of four non-operational generating units, two storage tanks, and ancillary
facilities related to the prior operation of the generators. The Haynes Generating Station
consists of 160 acres with 11 operating generating units on the subject site Two of the
four generating units that are proposed for demolition were decommissioned in 2004
while the other two were decommissioned in 2013. The functionality of units 3 through 6
were replaced by other operating .generator units on site. This proposal does not identify
future proposed uses for the area once the decommissioned structures are removed but
it does state that the site may be used for future new facilities, including repowering
and/or energy storage projects.
A Draft Initial Study/Mitigated Negative Declaration (IS/MND) was prepared to assess
potential environmental impacts that may result from the proposed demolition on the
Haynes Generating Station. The proposed scope of demolition work, including vehicle
trips, dismantling, and waste removal was assessed for potential impacts on the
surrounding areas. The community of Leisure World within the City of Seal Beach is
located adjacent to the project site so there is a high potential that impacts from the
project could affect this portion of the Seal Beach Community.
The proposed demolition project is estimated to consist of a 2.5 year period that is
anticipated to begin at the end of 2018 or early 2019. Demolition activity is expected to
occur five days.a week, Monday through Friday, with workers arriving on site at 6:30 a.m.
and work commencing at 7:00 a.m. until 3:30 p.m. Given the project site's close proximity
to a community with residents who have existing respiratory conditions, the potential air
quality impacts are of significant concern with this project. Additionally, the demolition of
the generating units will require significant use of cranes and hand torches because the
primary equipment to be used, hydraulic shears, can reach a max height of 90 feet and
the generating units are 150 feet tall, 400 feet if the stacks are included.' While the
IS/MND identifies no impact after project completion there is no assessment of the impact
during the as year demolition period.
The Environmental Quality Control Board will be asked to provide potential comments
and recommendations that will be forwarded to the Los Angeles Department of Water
and Power in response to the public review period for the Draft IS/MND. At the July 12,
2017 EQCB meeting, staff will present proposed comments related to air quality and
aesthetics for the Board's consideration and seek additional comments for inclusion in the
response letter.

RECOMMENDATION
Staff recommends that the Environmental Quality Control Board listen to the presentation,
discuss and provide comments, concerns, and recommendations then authorize the chair
to sign a letter in response to the Draft Initial Study/Mitigated Negative Declaration
Haynes Generating Station Units 3 through 6 Demolition Project.
