Danes, P.E., Director of Public Works/City Engineer o �r SUBJECT: BUDGET AMENDMENT REQUEST, STATE TRAFFIC CONGESTION RELIEF FUND, CAPITAL IMPROVEMENT PROGRAM. SUMMARY OF REOUEST: The proposed action will amend the 2001/2002 Capital Improvement Program Budget for the State Traffic Congestion Relief Funds received. BACKGROUND: Assembly Bill 2928 established the Traffic Congestion Relief Fond (TCRF) in the State treasury for allocating cities and counties for street or road maintenance or reconstruction. In Fiscal Year 2000 -01, the State Controller allocated $400 million to cities and counties. The City of Seal Beach has received two installments for its share totaling $195,387.37. These funds must be expended by June 30, 2002. The State has mandated that the funds be used for construction costs on public streets or roads. Cities must maintain their existing commitment of general funds for street or roadwork in order to remain eligible for allocation of these funds. Staff proposes to use the funds for improvements on the current Seal Beach Regional Trail Project (No. 49991). This is divided into three segments Seal Beach Blvd, Marina Dr. and PCH and is partially funded by Federal Transportation Fond. Additional environmental costs may be expected for the PCH portion as the preliminary design is under review by state and federal agencies and an unforeseen requirement for a guardrail will increase the overall project costs. Staff recently applied for Bike Transportation Account Funds. Should the City receive these funds then Measure M Turnback funds may be transferred from the project to the Street Rehabilitation Program. Agenda Item-G n y1�d a� ov ��ti FISCAL IMPACT: $195,387.31 of Transportation Congestion Relief Fund monies will be accounted towards Project No. 49991, Seal Beach Regional Trail Project. The Capital Improvement Plan will be adjusted to reflect this increase. RECOMMENDATION: Amend the 2001/2002 Capital Improvement Program Budget for the State Traffic Congestion Relief Funds received.
